The water sample was analyzed for the presence of ethylene dibromide (EDB), 1,2,3-trichloropropane (TCP), and 1,2 dibromo-3-chloropropane (DBCP). Results from the analyses are summarized in Table 1 (attached). Table 1 also includes each compound's respective action level set by the Connecticut Department of Public Health (DPH). Please note that only established action levels are included in Table 1. If an action level has not been listed it means that an action level has not been established for that particular compound and its detection does not render the water unsafe for drinking pr other domestic uses. Refering to Table 1, the water sample collected from your unfiltered water supply contained detectable concentrations of pollutants at concentrations at or above their respective action level. An action level is the concentration at or above which the DPH has determined there could be a risk to the health of persons consuming the water.. Consequently, your unfiltered water is not considered to be potable. Assuming that the public water line is available, the Department will need to receive, from you, bid proposals from three (3) separate licensed contractors for the costs associated with the water main connection and the abandonment of your existing water supply well. Once the Department has received the proposals and has had a chance to evaluate them against the cost with regards to a grant the Town of South Windsor has received from the DER According to the terms of the Grant, the funding would cover 100% of the toal cost of the public water connection and the proper abandonment of your well in accordance with the Department of Consumer Protection's Well Drilling Booard Rules and Regulations. The DEP uses this list to track the affected homes and ensure that they have either been connected to public water or have a granular activated carbon (GAC)filter system to remove the EDB from their domestic water supply. The list depicts the property status by either showing a"Y" under the"Public Water" heading, indicating that the property is connected to public water or by showing the installation date of a GAC filter system under the"Filter Inst' heading. Properties relying on a GAC filter system to provide a long-term supply of potable water are included in the GAC Maintenance program under the EDB Settlement Agreement. New homes are added to this list as the Department becomes aware of them. The Department learns of these new homes in one of two ways. Either through its own sampling program of existing homes considered to be in high risk areas or through notification from the local Health Department that well water supplying a new home contains EDB at an unacceptable level. In an effort to ensure that this list of affected properties is accurate,we are supplying you a summary list of the properties we are aware of in the Town of South Wndsor. Please compare the homes listed against your own records to ensure that it is complete to the best of your knowledge. We will be repeating this effort annually to provide an opportunity for us to reconcile our records and ensure that a property is not inadvertently left off the list. This is particularly important for those homes relying on a GAC filter system because they could be unintentionally left out of the GAC Maintenance program. Environmental Health Officer RD/cm STATE OF CONNECTICUT DEPARTMENT OF ENVIRONMENTAL PROTECTION George McAlese October 21, 2002 274 Smith Street South Windsor,CT 06074 Dear Mr.McAlese: In 1986,the DEP issued an administrative order to the Town of South Windsor requiring the Town to provide a permanent supply of potable water to those properties whose drinking water wells were polluted with EDB at concentrations above the action level. This was accomplished by the connection to public water for those homes where the public water main was accessible, and by the installation of granular activated carbon(GAC)filter systems to those homes where public water was not available. On April 25,2001,a copy was mailed to you of the most recent analysis of a water sample collected from your home on March 30,2001 by staff of this Department. The results indicated that 1,2,3-trichloropropane(TCP)was present at a concentration of 0.08 ug/l. This concentration exceeds the action level of 0.05 ug/1 set by the Department of Public Health(DPH)for TCP. Consequently, your well water is not considered to be potable. In response to the above,I will arrange for the provision of bottled water for your residence as a short-term measure to ensure that you have a safe supply.of drinking water. Our records indicated that you have been previously notified that funding was available to the Town for assisting you in obtaining a long-term solution for the provision of potable water to your residence. According to the terms of the Grant, the funding would have covered 60.8 %of the total cost of the public water connection and the proper abandonment of your well in accordance with the Department of Consumer Protection's Well Drilling Board Rules and Regulations. The DEP and the Town of South Windsor had considered this matter closed, based on your lack of response to the letter sent to you by this Department on May 29,2001.However,due to recent changes to Section 22a-471 in the Connecticut General Statutes, the grant made available to the Town of South Windsor has been modified to allow for 100%reimbursement for cost associated with the connection of public water to your residence. Consequently, this matter has been reopened so we could make you aware of changes and give you another opportunity to reconsider having your home connected to the nearby public water supply. Please contact Robert Deptula,Environmental Health Officer for the Town of South Windsor at (860)644-2511 Ext.248 if you are interested in procuring a service connection to the public water main. Mr. Deptula will again provide you with the procedure's you must follow to qualify for the 100% reimbursement. You have also been previously notified that proof of the proper abandonment of your well is required in order for you to be eligible for reimbursement. The Department still feels very strongly that your well needs to be abandoned upon connection to a public water supply. However, if the well abandonment requirement is cause for you not to connect to the public water supply then you should contact me in writing outlining why you wish to continue using your polluted well. If the Staff of the (Printed on Recycled Paper) 79 Elm Street • Hartford, CT 06106-5127 http://dep.state.ct.us An Equal Opportunity Employer DEP agree to your request,we will issue you a letter of variance explaining your responsibility and liability in maintaining an active polluted well. Please note that if the Department approves continued use of your polluted well, you as the homeowner will incur certain expenses for backflow preventors, cross connection surveys, and regular treatment of the polluted water. In the event that you still do not wish to be connected to the public water supply you may request that the Town of South Windsor monitor your well water for the presence of EDB and TCP on an annual basis. However, no other actions will be taken by the Town of South Windsor or the DEP to assist you in this matter and this case will be closed. The results indicated that two chemical compounds were detected. They were 1, 2- Dibromoethane (EDB) detected at 0.03 micrograms/per liter (ug/1) and 1,2,3-Trichloropropane (TCP) at 0.08 ug/I. The CT Department of Public Health's drinking water action levels for both compounds are 0.05 ug/l. Once again this indicates the drinking water is non- potable. Connecting your residence to an existing water main on Smith Street is a permanent solution to ensure a safe supply of drinking water to your residence. Due to changes in Section 22a-471 of the CT General Statutes, the grant made to the Town of South _ Windsor has been modified to allow 100% reimbursement for cost associated with the connection of public water to your residence. The Department received a facsimile from Environmental Health Officer, Robert Deptula on October 30, 2002, indicating you have the intention of hooking up to public water and not abandoning your drinking water so as for outside use only. Although your residence was not named in the above mentioned Order, another Felt Road address was, therefore your home can also be hooked up to a municipal water supply because of the proximity to other properties that were provided alternative water by the Order. As a result, the Department has determined that your property may be provided with an alternative water supply and we will arrange for your home to be connected to public water. DEP records indicate that there were several efforts to contact you in 1982, 1997,2000 and 2002 to notify you of the quality of your drinking water but we received no response to the letters or telephone calls made to you. Our records indicated that there is funding available to the Town for assisting you in obtaining a long-term solution for the provision of potable water to your residence. According to the terms of the grant pursuant to Section 22a-471 of the Connecticut General Statues made available to the Town of South Windsor there is funding to you for a 100 %reimbursement for the costs associated with the connection of public water to your residence by connecting to the nearby public water supply. This requires cost of the public water connection and the proper abandonment of your well in accordance with- the Department of Consumer Protection's Well Drilling Board Rules and Regulations. Please contact Robert Deptula,Environmental Health Officer for the Town of South Windsor at (860)644-2511 Ext. 248 if you are interested in procuring a service connection to the public water main. Mr. Deptula will again provide you with the procedures you must follow to qualify for the 100% reimbursement. (Printed on Recycled Paper) 79 Elm Street • Hartford, CT 06106 -5127 http://dep.state.ct.us An Equal Opportunity Employer You have also been previously notified that proof of the proper abandonment of your well is required in order for you to be eligible for reimbursement. The Department still feels very strongly that your well needs to be abandoned upon connection to a public water supply. However, if the well abandonment requirement is cause for you not to connect to the public water supply then you should contact me in writing outlining why you wish to continue using your polluted well. If the Staff of the DEP concurs with to your request, we will issue you a letter of variance explaining your responsibility and liability in maintaining an active polluted well. Please keep in mind that funds under the respective Grant used to provide reimbursement to the affected residences are depleting and any delay in action on your part may jeopardize our ability to provide you with financial assistance. Attached is a copy of a similar form sent to you by the Town of South Windsor on October 9, 1996. The form provides you with another opportunity to convey to us your intention with respect to the public water connection. Please fill out the form and mail it to Robert Deptula at the address below so the Town and the DEP will have an understanding as to your intentions. This was accomplished by the connection to public water for those homes where the public water main was accessible, and by the installation of granular activated carbon(GAC)filter systems to those homes where public water was not available. On December 10,2001, a copy was mailed to you of the most recent analysis of a water sample collected from the residence stated above on October 26,2001 by staff of this Department. The results indicated that 1,2 Dibromoethane(EDB)was present at a concentration of 0.03 ug/l.This concentration is below the action level of 0.05 ug/l.However, 1,2,3-trichloropropane(TCP)was present at a concentration of 0.3 ug/l.This concentration exceeds the action level of 0.05 ug/1 set by the Department of Public Health(DPH)for TCP. Consequently, your well water is not considered to be potable. Our records indicate that the residence is receiving bottled water to ensure that residents have a safe supply of drinking water. Our records also indicated that you have been previously notified that funding was available to the Town for assisting you in obtaining a long-term solution for the provision of potable water to your residence. According to the terms of the Grant, the funding would have covered 60.8 %of the total cost of the public water connection and the proper abandonment of your well in accordance with the Department of Consumer Protection's Well Drilling Board Rules and Regulations. The DEP and the Town of South Windsor had considered this matter closed, based on your lack of response to Mr. Robert Deptula,Environmental Health Officer for the town by January 14, 2002. However, due to recent changes to Section 22a-471 in the Connecticut General Statutes, the grant made available to the Town of South Windsor has been modified to allow for 100%reimbursement for cost associated with the connection of public water to your residence. Consequently, this matter has been reopened so we could make you aware of changes and give you another opportunity to reconsider having your home connected to the nearby public water supply. Please contact Robert Deptula, at(860)644-2511 Ext.248 if you are interested in procuring a service connection to the public water main. Mr.Deptula will again provide you with the procedure's you must follow to qualify for the 100%reimbursement. You have also been previously notified that proof of the proper abandonment of your well is required in order for you to be eligible for reimbursement. The water sample was analyzed for the presence of ethylene dibromide(EDB), 1,2,3-trichloropropane(TCP), and 1,2 dibromo-3-chloropropane (DBCP). Results from the analyses are summarized in Table 1 (attached). Table 1 also includes each compound's respective action level set by the Connecticut Department of Public Health (DPH). Please note that only established action levels are included in Table 1. If an action level has not been listed it means that an action level has not been established for that particular compound and its detection does not render the water unsafe for drinking or other domestic uses. Refering to Table 1, the water sample collected from your unfiltered water supply contained detectable concentrations of pollutants at concentrations at or above their respective action level. An action level is the concentration at or above which the DPH has determined there could be a risk to the health of persons consuming the water. Consequently, your unfiltered water is not considered to be potable. Mr. Robert Deptula, Environmental Health Officer for the town of South Windsor will be contacting you with the procedures for connecting your residence to public water. J STATE OF CONNECTICUT DEPARTMENT OF ENVIRONMENTAL PROTECTION cqr , OU/ Vst\NEt T/4NSTU,I b T December 10, 2001 Kevin Marquis 250 Smith Street South Windsor, CT 06074 RE: Public water main connection Dear Mr. Marquis: Enclosed is a copy of the most recent analysis of a water sample collected from your home on October 26, 2001. The results indicated that 1,2,3 trichloropropane (TCP) was present at a concentration of 0.3 ug/l. This concentration exceeds the action level of 0.05 ug/I set by the Department of Public Health (DPH) for TCP. Consequently, your well is not considered to be potable. This letter is to notify you that funding is available to the Town for assisting you in obtaining a long- term solution for the provision of potable water to your residence. According to the terms of the Grant, the funding will cover 100% of the total cost of the public water connection and the proper abandonment of your well in accordance with the Department of Consumer Protection's Well Drilling Board Rules and Regulations. Please contact Robert Deptula, Sanitarian for the Town of South Windsor at (860) 644-2511 ext. 248 if you are interested in procuring a service connection to the public water main. Mr. Deptula will again provide you with the procedure's you must follow to qualify for the 100% reimbursement. Proper abandonment of your well is required in order for you to be eligible for reimbursement. The Department still feels very strongly that your well needs to be abandoned upon connection to a public water supply. However, if the well abandonment requirement is cause for you not to connect to the public water supply then you should contact me in writing outlining why you wish to continue using your polluted well. If the Staff of the DEP agree to your request, we will issue you a letter of variance explaining your responsibility and liability in maintaining an active polluted well. Please note that if the Department approves continued use of your polluted well, you as the homeowner will incur expenses for backflow preventors, cross connection surveys, and regular treatment of the polluted water. (Printed on Recycled Paper) 79 Elm Street • Hartford,CT 06106-5127 An Equal Opportunity Employer • http://dep.state.ct.us Celebrating a Century of Forest Conservation Leadership 1901 2001 Marquis Itr December 10, 2001 Page 2 In the event that you still do not wish to be connected to the public water supply you may request that the Town of South Windsor monitor your well water for the presence of EDB and TCP on an annual basis. However, no other actions will be taken by the Town of South Windsor or the DEP to assist you in this matter. Please keep in mind that funds within the respective Grant used to provide reimbursement to the affected residences are depleting and any delay in action on your part may jeopardize our ability to provide you with financial assistance. Also, if you choose not to connect to a municipal source you will no longer receive bottled water since hook up is the best procedure to resolve this type of contamination. Attached is a form that will provide you with an opportunity to convey to us your intention with respect to the public water connection. Please fill out the form and mail to Robert Deptula at the address below so the Town and DEP will have an understanding as to your intentions. Robert Deptula Sanitarian Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 In the event that Mr. Deptula does not receive a completed copy of the attached form by January 14, 2002, the Town and the DEP will assume that you have no intention to proceed with the public water connection. As discussed with you the level of 1,2 — Dibromoethane (EDB) is slightly below the State action level of 0.05 UG/L. However, a chemical known as 1,2,3 —Trichloropropane is above the State action level of 0.05 UG/L. Based on this, as discussed, your water is not considered potable and should not be used for consumption. As you know by now, you have been placed on the State bottled water program. Sullivan, III 56 Felt Road South Windsor, CT 06074 Dear Mr. &Mrs. Sullivan: Enclosed is a copy of your most recent water analysis conducted by the State Health Department Laboratory. EDB was detected at 0.19 points per billion. This is above the maximum allowable level of 0.05 points per billion in drinking water and as such the water is deemed non-potable. This is a decrease of the former limit of 0.1 parts per billion. Additionally, another chemical TCP was detected in the water at a level of 0.20 parts per billion. This is above the recommended level of 0.05 parts per billion. By virtue of a copy of this correspondence, the DEP is being notified of your situation and they will determine if you are eligible to receive bottled water and it you are eligible to receive any reimbursement for the connection to the available public water. As you were previously notified by Bob Deptula, Sanitarian for the Town of South Windsor, recent testing of your water supply indicates the presence of EDB (ethylene dibromide) at a concentration of 0.19 micrograms per liter(ug/l; equivalent to parts per billion) and the presence of TCP (1,2,3-trichloropropane) at a concentration of 0.20 ug/l. The concentration of these compounds exceeds the action level of 0.05 ug/l set by the Department of Public Health(DPH) for each of these compounds. An action level is the concentration at or above which the DPH has determined there could be a risk to the health of persons consuming the water. You indicated in our phone conversation today, that you did not wish to receive bottled water from the DEP. As discussed, if you decide to accept the deliveries, please contact me at (860)424-3771. If you have any questions regarding the health risks associated with consuming water polluted with EDB or TCP,please contact the Environmental Epidemiology Section of the DPH at(860) 509-7742. If you have any other questions, please contact me at(860) 424-37711.
