MEMORANDUM To: Jeff Doolittle, Town Engineer From: Robert De tula P , nvironmental Health Officer Date: July 30, 2002 This correspondence is to confirm the fact that 175 Clark Street and 1075 Pleasant Valley Rd are served by the same well. Therefore, the water quality in both dwellings is the same. t0WN 3f+4. 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 Cd Gysos-co AREA CODE 860 / 644-2511 July 18, 2002 , Amelia Marouski Richard Marouski 1075 Pleasant Valley Road South Windsor, CT 06074 Dear Madam or Sir: This correspondence is to confirm conversations with Richard Marouski regarding the existing well located at 1075 Pleasant Valley Road, South Windsor. Due to contamination of the water supply this well:would not be able to be used for a new home to be built on that site. The ne"ome would utilize public water. Additionally, any well servicing more than one residence is technically a public water supply and would be regulated by the State Health Department. Even though there is already one in existence, a new home served by that well would create a new public supply. If you have any questions, please call me at 644-2511, ext. 248. Sullivan 56 Felt Road South Windsor, Connecticut Dear Mr. and Mrs. Sullivan: Although recent water analysis has indicated that the level of EDB in your water is not presently above the State standard of 0.1 parts per billion; due to the past_ history of your water supply, the Department of Environmental Protection has indicated to this Department that you will be eligible to receive partial reimbursement of the cost of connecting to the available public water, if you choose to do so. Through a grant program, the DEP will reimburse approximately 60 percent of the costs incurred of connecting to the available public water and abandoning your well--please note that you are eligible for reimbursement only if you abandon your well. To reiterate, the following procedure must be followed to obtain reimbursement: 1. The homeowner must make arrangements for the connection to public water and well abandonment. Please remember. that the well abandonment must be performed by a registered well drilling contractor. 2. Once connection and abandonment have been completed, submit copies of itemized paid receipts to the Town. 3. The Town will submit this proof of payment along with a _reimbursement request to the DEP. 4. The DEP will review the reimbursement request, and if approved, will forward payment to the Town. 5. The Town will then forward this payment to you. November 13, 1992 Page 2 Connection to public water and abandonment of your well must be completed by December 31, 1992 in order to be eligible to receive reimbursement. This concentration is commonly referred to as the "Action Level" for EDB. On June 11, 1996 the DEP received notification from the Department of Public Health that the action level was being lowered to 0.05 ug/l. This change would assure consistency with the Maximum Contaminant Level (MCL) identified in the Public Health Code. The MCL is the maximum permissible level of a contaminant in water that is delivered to any consumer of a public water system. In 1986,the DEP issued an administrative order to the Town of South Windsor requiring the Town to provide a permanent supply of potable water to those properties whose drinking water wells were polluted with EDB at concentrations above the action level. This was accomplished by the connection to public water for those homes where the public water main was accessible, and by the installation of granular activated carbon(GAC) filter systems to those homes were public water was not available. I have enclosed a copy of the most recent analysis of a water sample from your home. _ The water sample was collected on July 30, 1996 by Robert Deptula-the South Windsor - Sanitarian. The report indicates the concentration of EDB to be 0.06 ug/l. Due to the reduction in the action level, the concentration of EDB in your water supply now exceeds the acceptable level. Therefore, funding is available to the Town for the installation of a granular activated carbon filter system. The Town of South Windsor will be contacting you shortly to discuss how the installation can be completed. In the meantime, the DEP can arrange for the provision of bottled water for your residence as a short-term measure to ensure that you have a safe supply of drinking water. Please contact me at(860)424-3771 if you would like to receive the bottled water. You should be aware that if you receive bottled water but decide not to install a filter system, the bottled (Printed on Recycled Paper) 79 Elm Street • Hartford, CT 06106-5127 An Equal Opportunity Employer water deliveries will be discontinued. You may also be aware that the State of Connecticut will contribute 60. 8 % of the cost of installing filtration equiptment for EDB removal should you decide to install this equiptment on your incoming water line. The state has found that Aqua Sentry of Manchester has very competitive pricing and is knowledgeable in the type of filtration equiptment that would qualify for state reimbursement. Thererfore, if you choose to contract with another firm, the state will pay only 60 .8 % of Aqua Sentry's cost to install their equiptment. Their cost is approximately $800 . 00 - $1000 . 00 . Another option might be the installation of a filter at 1075 Pleasant Valley Road, large enough to accomodate both dwellings . This would also qualify for 60. 8 % state reimbursement but would be dependent on the property owner of 1075 Pleasant Valley Road. Please remember that the bottled water program will soon cease even if you choose to leave your water supply as it is . Please notify this department in writing within a reasonable time period of your decision. If either option is chosen please contact this department for reimbursement details, or if you have any other questions contact me at the South Windsor Town Hall 644-2511 ext 248 Robert Dep ula,R.S. As you are aware, the State of Connecticut will contribute 60 . 8% of the cost of installing filtration equipment for EDB removal, should you decide to install this equipment. It is understood that the well which serves your home is not located on your property, but on a neighboring property. Never the less, since your home is served by a separate line from this well, this filter would have to be installed on the incoming water line to your home. As stated in previous correspondence (August 18, 1989) , the State has found that Aqua Sentry of Manchester has very competitive pricing and is knowledgeable in the type of filtration equipment that would qualify for state reimbursement. The State will pay only 60 . 8% of this company's cost to install their equipment. Please inform this Department by October 10, 1990 of _ your decision, since bottled water delivery will stop soon after this date. Robert Deptala, R.S. Environmental Health Officer Installation and Maintenance Requirements for GAC Filter Systems Installed to Remove EDB 1. Specifications for Installation Unless otherwise specified or approved by the Commissioner, the GAC Filter System must consist of two (2) granular activated carbon filters (each containing a minimum of 1 cubic foot of carbon) operating in series, and appurtenances to include a prefilter, flow restrictor, flow meter, three (3) sampling taps, a minimum of two (2) pressure gauges and any necessary pretreatment as described below. The GAC Filter System must be installed following one of the two options shown on the last page of this attachment. In addition, a minimum of four (4) replacement sediment filter cartridges and written instructions for replacement must be supplied to the occupant at the time of installation. GAC Filter Units - Shall use virgin granular activated carbon such as Calgon Filtrasorb 300, Calgon Filtrasorb 400 or the equivalent. Prefilter- Shall be a cartridge type solids/sedimentation filter installed ahead of the filter units. A media type prefilter requiring backwashing is not acceptable. A minimum of four (4) replacement cartridges and written instructions for replacement must be supplied to the occupant. Flow Restrictor- Shall be sized in conjunction with the size of the GAC Unit. Flow Meter- Capable of measuring flow in gallons per minute (gpm) and totalizing flow (total gallons pumped). Sampling Taps - Shall be lead free and installed with a minimum of 10 inches clearance below the spout. A waterproof label must be affixed to each tap identifying the tap location (ie. raw water, after GAC filter #1, after GAC filter#2). Pressure Gauges- Shall be installed after each GAC canister and on or in-line after the pressure tank if one is not located on the pressure tank. The gauges must be capable of measuring water pressure in pounds per square inch (psi), ranging from 1 psi to 100 psi. Pretreatment - Required when iron exceeds 0.3 ppm or manganese exceeds 0.05 ppm in the raw water. A chemical free iron/manganese removal system must be installed prior to the GAC filter units as pretreatment unless another system is approved in writing by the Commissioner. A sampling tap and pressure gauge must be installed after the pretreatment but prior to the GAC filter units. A waterproof label must be affixed to the tap identifying the tap location. If backwashing is needed due to the design of the pretreatment system: A) Raw (untreated) water may be used for the backwash cycle only if the discharge is to the sanitary sewer. B) If the backwash is to be discharged to the ground (via septic system or dry well) GAC treated water must be used for the backwash cycle. This requires: 1) The GAC filter be installed before the pressure tank in order to provide treated water for backwashing (the GAC filter must be sized according to the level of contamination and the well pumping rate) OR 2) If the GAC filter is installed after the pressure tank, a second pressure tank must be installed after the GAC filter in order to provide treated water for backwashing. 2. Maintenance The Town is required to maintain the GAC filter system in good working condition. Maintenance includes but is not limited to: A. Replacing the carbon filter- Once every two years, the second carbon filter must be moved to the first carbon filter position and a new carbon filter placed into the second filter position. B. Disposal'of spent carbon in accordance with all applicable federal, state and local laws. C. Inspection and service of system components including but not limited to, the flow meter, flow restrictor, sampling taps, valves and pretreatment systems. D. Proper disinfection following any service.or maintenance of the filter system. E. Providing replacement pre-filters. 3. Emergency repair service must be provided within 24 hours of notification that it is needed.
