The Town of South Windsor is eligible to receive funding under the grant agreement dated November 9, 1987 for the connection to public water and the abandonment of water supply wells at the following properties: 0437 Clark Street 480 Clark Street 489 Clark Street 324 Deming Street x 274 Smith Street ;F 291 Smith Street These residents must be notified of the procedure to be followed to connect to public water and abandon their water supply wells. As I indicated in my letters dated September 17, 1996 to four of these residents, funding for the connections will be available only if the wells are abandoned. As,we discussed however, there may be situations in which the DEP will allow a polluted well to remain for specific uses. If any homeowner indicates that they would consider connecting to public water only if they could continue to use their well for watering extensive lawns, etc. they should contact me directly or submit a letter to me outlining why they want to continue using their polluted well water. Please note that if the DEP approves continued use of a well, the homeowner will incur certain expenses for backflow preventors, cross connection surveys, and treatment of the polluted water. (Printed on Recycled Paper) 79 Elm Street ' Hartford, CT 06106-5127 An Equal Opportunity Employer AMA The DEP is currently providing bottled water to 489 Clark Street. This homeowner should be notified that if they elect not to connect to the public water supply system, bottled water deliveries will be discontinued. I recommend that in your letter to the homeowners, you provide a form that can be completed by them to indicate that either 1)they will connect to the public water supply and abandon their well, or 2)they are not interested in connecting to public water and understand that funding for such connection may not be available in the future. I also recommend that you provide information regarding the installation of GAC filters as an alternative (that the homeowner would have to pay for)if they elect not to connect to public water. I have enclosed copies of the DEP Fact Sheet on GAC Filters and specifications for filter installations. It should be pointed out that the filters are only effective if they are maintained, and the homeowner would assume responsibility for the maintenance of the filters if they choose that option over public water. The Town of South Windsor is eligible to receive funding under the grant agreement dated November 9, 1987 for the installation of GAC filter systems and 5 years costs for maintenance and monitoring of the GAC filters at the following properties where public water is not available: 440 Deming Street 443 Deming Street 339 Oakland Road 359 Oakland Road You indicated in our meeting that you would confirm whether or not 443 Deming Street is currently vacant and scheduled to be demolished. Please notify me when you have obtained this information. These property owners must be notified of the procedure to be followed to install a GAC filter system. The enclosed GAC filter specifications.may be provided to the homeowners as guidance. The Town should collect water samples from these homes for analysis for general physical/chemical parameters including iron and manganese, and for bacteria to determine if chlorination or pretreatment is required. The homeowners should also be notified that the recommended maintenance for GAC filters installed for EDB removal is carbon replacement once every two years. This maintenance schedule is based on the study completed for the homes that had GAC filter systems installed under the EDB Settlement Agreement in which the frequency of breakthrough at the first filter was evaluated. Carbon replacement consists of moving the backup carbon_ canister into the primary canister location and installing fresh carbon into the backup location. 2 As noted above, the cost for filter maintenance for the first five years after installation is a grant eligible cost. The Town, however, must submit for DEP review, a cost estimate for filter replacement for those homes that install GAC filter systems (where public water is not available). This will ensure the availability of these funds and that payment requests get processed efficiently. Additionally, the costs for annual monitoring of the raw and treated water for the first five years after installation is a grant eligible cost. Again, the Town must submit an estimate of what these costs will be. For those homeowners who previously installed GAC filter systems (395 Ellington Road, 175 Clark Street, 1075 Pleasant Valley and 351 Oakland Street),the Town must provide information on the recommended maintenance schedule. If these filter systems have not been maintained in past years, samples of the raw and treated water(after the first and second carbon canisters) should be collected to evaluate the effectiveness of the systems. Although these filters may have been installed a number of years ago, funding for the maintenance for a five year period will be available under the grant, however, as noted above, the Town must submit an estimate of what these costs will be. Analytical reports on water quality at 29 Ridge Road indicate a history of EDB levels that exceed the action level. My records indicate that although the Town is eligible to receive funding for this property to connect to public water, the property owner installed a GAC filter system. Additionally, the DEP is currently providing this property with bottled water. The property owner should be given written notice regarding the availability of the public water line and notice that if they choose not to connect to the water main, bottled water deliveries will be discontinued. They should also be given information on filter maintenance, although the costs they incur for maintenance are not grant eligible. As we discussed, further monitoring is required at a number of properties to evaluate current water quality, effectiveness of treatment systems, or to confirm recent analytical data. In our meeting it was agreed that you would collect samples at the following locations: 479 Clark Street- raw water 56 Felt Road- raw water(check if home is connected to public water first) 395 Ellington Road- raw and 1st treated tap (prior samples from outside tap-is this raw or treated water) 351 Oakland Street- raw and 1st treated tap (prior samples from outside tap -is this raw or treated water) 3 1075 Pleasant Valley Road-raw and 1 st treated tap (shares well with 175 Clark Street) 37 Ridge Road- sample in Oct. 1996 - due to the elevated level of TCP;please sample for VOCs and EDB -this will help us determine if their is a connection between TCP and 1,2-dichloropropane. (also send results of July 1996 sampling) If a property being sampled has treatment on their water supply, please indicate that on the sample sheet and under sample location indicate if the water is raw or treated(ie. raw water tap, first treated tap, kitchen tap treated, etc.) The DEP will resample the following properties in July 1997 to evaluate if the EDB levels have increased, however we agreed that you will send the homeowners the analytical reports for the July 1996 sampling. 430 Ellington Road 361 Clark Street Additionally, I will be making arrangements for sampling to be conducted at the following properties for which I have no analytical data. These properties are located in the vicinity of other properties which have polluted wells. 424 Clark Street 444 Clark Street 315 Deming Street 373 Deming Street 236 Smith Street 307 Smith Street Once the sampling is completed, I will notify you if any of these properties require further action. Copies of the analytical results will be sent to you when they are sent to the homeowners. Although we did not discuss a schedule for completing the requirements outlined in this letter, I am requesting that where written notification to a property owner is needed(to outline procedures to connect to`public water, install GAC filters, etc.),the letters should be sent by October 28, 1996. Please send me copies of the letters you send to the property owners. 4 If you have any questions, please contact me at(860)424-3771. Sincerely, Naomi Davidson Supervising Environmental Analyst Permitting, Enforcement& Remediation Division enclosures cc: Hilda Dodge Matthew Galligan, Town Manager sent certified mail 39 7 90 6 9 N return receipt requested 5 Installation Requirements for GAC Filter Systems Specifications for Installation The GAC Filter System must consist of two (2) granular activated carbon filters each containing a minimum of 1 cubic foot of carbon operating in series, and appurtenances to include a prefilter, flow restrictor, flow meter, three (3) sampling taps and any necessary pretreatment as described below. The GAC Filter System must be installed following one of the two options shown on the last page of this attachment. GAC Filter Units - Shall use virgin granular activated carbon such as Calgon Filtrasorb 300, Calgon Filtrasorb 400 or the equivalent. Prefilter- Shall be a cartridge type solids/sedimentation filter installed ahead of the filter units. A media type prefilter requiring backwashing is not acceptable. Flow Restrictor- Shall be sized in conjunction with the size of the GAC Unit. Flow Meter- Capable of measuring flow in gallons per minute (gpm) and totalizing flow (total gallons pumped). Sampling Taps - Shall be installed with a minimum of 10 inches clearance below the spout. Pretreatment - Required when iron exceeds 0.3 ppm or manganese exceeds 0.05 ppm in the raw water. A chemical free iron/manganese removal system must be installed prior to the GAC filter units as pretreatment unless another system is approved in writing by the Commissioner. A sampling tap must be installed after the pretreatment prior to the GAC filter units. i i STATE OF CONNECTICUT DEPARTMENT OF ENVIRONMENTAL PROTECTION Environmental Program Fact Sheet GRANULAR ACTIVATED CARBON (GAC) FILTER SYSTEM FOR PRIVATE WELLS What is a GAC Filter System? A GAC filter system is used to remove semi-volatile and volatile organic compounds(SVOCs and VOCs) (e.g., constituents of gasoline, heating oil, and chlorinated solvents) from polluted drinking water. A GAC filter system used in single family homes and small businesses typically consists of two (2) canisters (primary and backup) installed in series, each containing a minimum of one (1) cubic foot of granular activated carbon. A prefilter, flow restrictor, flow meter, and sampling taps are also included with the installation. Please refer to the diagram on the reverse side depicting a typical installation. An iron/manganese removal system may also be installed prior to the carbon canisters if the concentrations of iron or manganese exceed recommended levels. How does a GAC Filter System Work? As polluted water passes through the carbon canisters, the activated carbon removes the SVOCs and VOCs from the water intended for drinking and other domestic uses. Why do GAC Filter Systems Need to be Monitored? The ability of the activated carbon to remove organic compounds declines with use. Monitoring of the GAC filter system is necessary to determine when the activated carbon is allowing small concentrations of SVOCs and/or VOCs to pass through. This condition is termed breakthrough. If breakthrough occurs at the primary carbon canister, SVOCs and VOCs will then be removed by the GAC in the backup carbon canister. Monitoring is performed by analyzing water samples collected immediately after the primary carbon canister. What Kind of Maintenance is Required for a GAC Filter System? The detection of SVOCs or VOCs in samples collected immediately after the primary carbon canister is an indication that maintenance of the filter system may be needed. Maintenance is conducted by removing the primary carbon canister, moving the backup carbon canister into the primary position, and installing a new carbon canister in the backup position. A new canister in the backup position ensures that the water being consumed is free of SVOCs and VOCs. Replacement of the Prefilter: The prefilter is designed to remove sediment from the water before it enters the carbon canisters. The prefilter media will become clogged with use and the home owner will need to change the prefilter in response to a reduction in water pressure. The frequency for changing the prefilter will vary depending on the amount of sediment suspended in the prefiltered water. This was accomplished by the connection-to public water for those homes where the public water main was accessible, and by the installation of granular activated carbon(GAC) filter systems to those homes where public water was not-available. - On April 25, 2001, I mailed you a copy of the most recent analysis of a water sample collected from your home. The water sample was collected on March 30, 2001 by staff of this Department. The results indicated that 1,2,3-trichloropropane (TCP)was present at a concentration of 0.08 ug/l. This concentration exceeds the action level of 0.05 ug/l set by the Department of Public Health (DPH) for TCP. Consequently, your well water is not considered to be potable. In response to the above, I arranged for the provision of bottled water for your residence as a short-term measure to ensure that you have a safe supply of drinking water.-However, per your request I have discontinued these bottled water deliveries. Our records indicate that you have been previously notified that funding is available to the Town for assisting you in obtaining a long-term solution for the provision of potable water to your residence. According to the terms of the Grant, the funding will cover 60.8 % of the total cost of the public water connection and the proper abandonment of your well in accordance with the Department of Consumer Protection's Well Drilling Board Rules and Regulations. Please contact Robert Deptula, Sanitarian for the Town of South Windsor at (860) 644- 2511 Ext. 248 if you are interested in procuring a service connection to the public water main. Mr. Deptula will again provide you with the procedure's you must follow to qualify for the 60.8%reimbursement. You have also been previously notified that proof of the proper abandonment of your well is required in order for you to be eligible for reimbursement. The Department still feels. very strongly that your well needs to be abandoned upon connection to a public water supply. However, if the well abandonment requirement is cause for you not to connect to the public water supply then you should contact me in writing outlining why you wish to continue using your polluted well. If the Staff of the DEP agree to your request, we will issue you a letter of ( Printed on Recycled Paper) 79 Elm Street • Hartford, CT 06106- 5127 http://dep.state.ct.us An Equal Opportunity Employer Cekbr,a,g Connecticut Coastal Resource Management.19 00.2000 variance explaining your responsibility and liability in maintaining an active polluted well. Please note that if the Department approves continued use of your polluted well, you as the homeowner will incur certain expenses for backflow preventors, cross connection surveys, and regular treatment of the polluted water. In the event that you still do not wish to be connected to the public water supply you may request that the Town of South Windsor monitor your well water for the presence of EDB and TCP on an annual basis. However, no other actions will be taken by the Town of South Windsor or the DEP to assist you in this matter. Please keep in mind that funds within the respective Grant used to provide reimbursement to the affected residences are depleting and any delay in action on your part may jeopardize our ability to provide you with financial assistance. The results of this laboratory analysis (a copy of which is enclosed) was receive by this department on March 18, 1993. As is evident from the results, dieldrin was detected at 0. 61 parts per billion. The State Health Department' s action level for this pesticide is still 0. 01 parts per billion. This means that a concentration above that amount iwould render the supply non-potable by State standards. Your well water, therefore is considered non-potable. Chlordane was detected at 0. 52 parts per billion. Connecticut presently does not have an action- level for chlordane, but the Federal Government has a minimum contaminate level of 2. 0 ppm. Since the information we received about our well has been so inconsistent it was suspect and we had an independent test performed. The results of our test are attached. You will notice that the test method used by our lab was the same as that indicated on several of the reports we received from you. The results are absolutely clear that well is not contaminated even though the test was specifically directed at the contaminates your reports show. The director of the lab, Ben Barker, has indicated that if improperly performed, a technician could confuse the chemicals chlordane and dieldrin with compounds that are not harmful. The inconsistent results of the reports that you provided seems to bear this out. Mr. Barker also researched the EPA Drinking Water Regulations and Advisory, the Nat'l Interim Primary Drinking Water Standards Report, and State Dept. of Health Statues and bulletins for me. He informed me that no state or federal standards exist for these chemicals according to these documents. We have been placed through a lot of emotional distress on this issue while receiving inconsistent and limited information. We feel that we have been mislead from the beginning on this issue. After receiving your letter and reviewing our file, we can find absolutely no prior comment that as part of this process we might have to abandon our well or that we would have to enter a convoluted and lengthy process for a reimbursement of uncertain amount. Most importantly, there is absolutely no mention in any communication from you that we would be threatened with the economic harm of having land records amended with a notice that we have a contaminated well on our property if we did not acquiesce. We would like to resolve this and would like the following questions answered to help facilitate this. 1) what are acceptable costs to hook up to the public water supply and is the 60.8% reimbursement based on a specific cost limit 9/26/90 well water page 2 2) what is the legal definition of "action level" 3) what is the legal definition of the action to be taken 4) what is the source document for defining the above 5) what is the legal standard today for chlordane and deldrin in drinking water and has that changed since this process started 6) has the water from Conn. Water Co. been tested in our neighborhood for these and other chemicals 7) has the water from Conn. Water Co. been tested in our neighborhood for lead and other heavy metals (we understand that many old water mains are made of and/or sealed with lead) 8) are you willing to test water supplied by Conn. Water Co. from a tap in our neighborhood for chlordane, dieldrin, lead & other heavy metals (we would want to know that it is as safe as or safer than our own water) To help resolve this, we are willing to re-test our well water if you will do the same. We feel that we should be present and we both take our samples at the same time from the same outlet. We also insist that sealed sample containers be provided by the lab performing the test to insure that they are not contaminated. We would appreciate your response to our questions and an indication of when you would like to proceed with re-testing as soon as possible. To reiterate what we stated above, we are willing to connect to the public water supply if our well is contaminated. We will accept that our well is contaminated, if in re-testing, our results agree it is contaminated. What we will not accept, is any reckless amendment to land records indicating that our well is contaminated when it is not. Sincerely ,0 Herman L. Spa ks, Jr Linda X. CONN. 06074 losoR-C AREA CODE 203/644-2511 October 5, 1990 Mr. Herman L. Sparks, Jr. Mrs . Linda X. Sparks 97 Beelzebub Road South Windsor, Connecticut Dear Mr. & Mrs . Sparks : The following is offered in response to your correspondence regarding the situation with your drinking water supply. You are obviously correct in your observation that there are inconsistencies in the reported concentrations of chlordane and/or dieldrin in your drinking water. Since I am not a chemist no attempt will be made by me to explain these differences other than to state that to answer this Department's questions regarding the differences, several chemists were contacted. The consensus among these individuals was that due to the nature of the chemicals involved and various testing methods and/or procedures, the results can be expected to vary from sample analysis to sample analysis. Perhaps the Connecticut Agricultural Experiment Station (where your first water analysis was conducted) in New Haven (789-2737) or the Pesticide Residue Station of the State Health Department laboratory in Hartford (566-3701) can better address your concerns regarding these discrepancies . The laboratory report of your water from Phoenix Environmental Laboratories indicates that chlordane nor dieldrin were detected. However, the column adjoining the concentration column - Component MDL - indicates the minimum detection level of the laboratory equipment used for that particular chemical. This means that if chlordane or dieldrin were present-in that water sample at concentrations below one part per billion it would not have been detected and therefore could not have been reported. I am confident that Phoenix Environmental Laboratories will verify this . The State of Connecticut presently does not. have a standard for chlordane in drinking water. It does have a standard for dieldrin in drinking water as evidenced by the enclosed State of Connecticut Department of Health Services - Volatile Organics and Inorganics Action Levels April 1990 . Page 2 In September of 1989 the Pesticide Compliance Section of the Department of Environmental Protection (566-2729 ) informed this Department verbally that they had collected a sample of your drinking water to be tested for chlordane and the results of the analysis indicated the presence of chlordane at 1 .3 parts per billion (ppb) . Upon consultation with the Toxic Hazards Section of the State Health Department (566-8167 ) , this Department was advised to recommend to you that you not consume your well water. As a follow up to this, a second water sample was collected and analyzed at the State Health Department laboratory in Hartford. The results of this analysis was not consistent with the first analysis . This led to the collection of a third set of samples, one of which was analyzed at a private laboratory, the other at the State Health Department Laboratory. These State lab analyses again showed contamination, not only with chlordane, but with another pesticide, dieldrin. Finally, a confirmatory sample was collected and it too indicated the presence of chlordane and dieldrin in your well water. It is regrettable that you feel you have been mislead, since this Departments function was and is to inform you of results of laboratory analysis of your well water, inform you of the potablity of your well water and inform you of State Health Department recommendations as to whether or not your water could be consumed without creating a risk to the health or safety of it's consumers . (Please refer to enclosed correspondence to the Commissioner of Environmental Protection from the Commissioner of the Department of Health Services . ) You do not have to abandon your well. It is your choice whether or not you continue to consume your well water. It is however this Departments recommendation that this water not be used for consumption. This recommendation is based on laboratory analysis and State Health Department guidelines . If you decide to abandon your well and connect to the available public water, the reimbursement process is straight forward as outlined in this Department's August 9, 1990 correspondence to you. It is currently not know exactly how long the reimbursement process will take to completion. V } a Page 3 This Department became aware of the State Statute empowering the j commissioner of Environmental Protection to place a notice on the land records of a property with a contaminated water supply in mid July of 1990 . Affected property owners were informed of this in correspondence from this office the beginning of August, 1990. A copy of the Statue, sec. 22a - 434a is enclosed. The reimbursement request will be submitted to the Fiscal Administration section of the Water Management Bureau of the Department of Environmental protection (566-2168) to determine what expenses are or are not eligible, and if there is an eligibility limit. This Departments interpretation of "action level" is, that amount of contaminate(s) , determined by laboratory analysis, which, based on State Health Department guidelines pose a risk to health or safety of the consumers of that contaminated water supply. Based on the risk, users of the supply would be advised not to consume their water and to seek an alternate water source. Action levels are determined by the Toxic Hazards Section of the State Health Department (566-8167) and regulated by the Water Supply Section of. the State Health Department (566-1253) . We do not have a legal definition of action level. Perhaps the Toxic Hazards section of the State Health Department can better respond to questions number 2,3 and 4. Connecticut presently does not have a standard for chlordane in drinking water. The standard for dieldrin in Connecticut drinking water is presently 0.01 ppb. as indicated in the enclosure. Prior to this notification the standard was 0.02' ppb. The following is offered in response to your question numbers 6,7 and 8 . The Connecticut Water Company is a public water supply company. As such, it is under the jurisdiction of the State Health Department., Water Supplies Section. Depending on the number of customers severed, each water utility is required to test their water for different parameters at varying intervals. The State Health Department has records for each utility. They also have the authority to text and/or have tested public water supplies . Local Health Departments do not. The State will be informed of your concerns for their disposition. The Town is indeed willing to collect another water sample from your property at your convenience and have it analyzed for dieldrin and chlordane at the State Health Department laboratory. Ideally, the sample should be collected so that it could be delivered to the lab by mid-afternoon. A collection bottle obtained from the State lab will be used to collect the sample. Page 4 Please contact me at the South Windsor Town Hall 644-2511 (ext. 248) to arrange for a sample collection time. You are therefore eligible to participate in a State Grant program which will provide you with approximately 60 . 8% reimbursement of the cost of connecting to the available public water (Connecticut Water Company) and abandoning your well. The reimbursement will be reimbursement will be forthcoming only abandonyourif you abandon your contaminated well. The abandonment must be preformed by a registered well drilling contractor in accordance with section 25-128-57 (Procedure of Abandonment) of the Department of Consumer Protection, Well Drilling Board Rules and Regulations . The reimbursement process will be accomplished as follows . You will be responsible for obtaining the necessary contractors (excavation, plumbing, well driller, etc. ) and making the necessary arrangements with the water company. All incurred expenses will be paid by you. Copies of all bills must be forwarded to the Town. The Town, in turn, will forward these copies to the Department of Environmental Protection. The State will review these, and if they concur with the expenditures, will send the reimbursement to the Town. The Town will then forward this money to you. If you choose to connect to the public water and not abandon your well you will not receive any reimbursement from the State (this alternative is not recommended) . Additionally, you will be required to install a reduced pressure device (RPD) on the incoming public water supply line to prevent any possibility of black flow of contaminated well water into the public water system. The cost of this device is thought to be around $350 . 00 . The water company will inspect this device annually to insure it is functioning properly. There is presently no charge for this inspection, but there may be in the future. Also, all plumbing between the well and the public water must be physically disconnected to prevent any cross connections. Finally, if the well is not abandoned, the Department of Environmental Protection will place a notice on the land records indicating that a contaminated well exists on the property. A third alternative, which is definitely not recommended, would be to continue the use of your contaminated well. There will be no State grant monies available for filters or any other type of well water treatment. The bottled water deliveries will also cease. The State is requiring that those households which do not choose to connect to the public water submit a letter to the Town signed by each member of the household stating their position. The Department of Environmental Protection will also place a notice on the land records of those properties indicating that there is a contaminated well on the property. The Town is under orders by the DEP to provide them with a list of residents who have chosen each of the above three alternatives by September 30, 1990. It is therefore requested that you make your decision and inform the Town so that we may respond to the State by that date. (sample collected 10112189) Dieldrin was detected at 1 . 08 parts per billion (ppb) . The sample was also analyzed again for the presence of chlordane. Chlordane was detected at 0. 72 PPb• As you are aware, there are presently no standards for chlordane in drinking water, (although, when the state standard is set, it _ will most likely be very low) and the standard for dieldrin in drinking water is 0. 02 ppb. Based on this second laboratory analysis indicating dieldrin at 1. 08 ppb, your water is considered non-potable by state standards. It is recommended that you continue to utilize the bottled water program until a permanent solution to this pollution problem is found. Additionally, the pesticide compliance unit of the Department of Environmental Protection has sent the Town a revised laboratory report of the original water analysis done by the Connecticut Agricultural Experiment Station in New Haven. This analysis also detected dieldrin at a level of less than 0. 05 ppb. One sample was delivered to a private laboratory. The result of this analysis is enclosed. it indicates a chlordane level of less than 0. 5 parts per billion. This means that the laboratory equipment used was capable of quantitatively detecting chlordane only as low as 0.5 parts per billion-- and, if chlordane was present, levels lower than that could not be accurately determined. Additional samples were collected for analysis at the State Health Department laboratory. One set of samples was analyzed for organohalides and purgeable- aromatics. It was felt that if any of these compounds were present, they might cause interference or misinterpretation of the chlordane analysis. These were reported as either "none detected, " or "below detectable limits. " A copy of these analyses are enclosed. The second analysis performed at the State laboratory was for chlordane. There are two laboratory reports for this one sample. The first report indicates only the chlordane level detected. As indicated, the chlordane level in your well water was 0. 20 ppb. The State of Connecticut presently does not have a minimum standard for chlordane in drinking water. The second report indicates not only the chlordane level, but also another pesticide which was detected in your drinking water. This pesticide, Dieldrin, was also used for termite control, as well as other applications. As of 1984, Dieldrin was no longer eligible for State registration for use. Dieldrin may also be a breakdown product of other compounds. y CERTIFIED MAIL #P007587111 Herman L. & Linda X. As indicated in the report, the level of this substance in your well water was 0. 49 ppb. Therefore, based on the State action level, your water is considered non-potable; and it is recommended that you not consume it, and utilize the bottled water you are receiving due to the chlordane contamination. The samples were collected by the Pesticide Compliance unit of the State Department of Environmental Protection and analyzed by the Connecticut Agricultural Experiment Station in New Haven. As a follow up to this round of sampling, this Department collected water samples to be analyzed for chlordane at the State Health Department laboratory in Hartford. Enclosed is a copy of the laboratory results. As is readily evident, the result of this analysis is not consistent with the Previous results. The reason(s) for this discrepancy is currently unknown and may never be known. To better ascertain the quality of your well water additional sampling will have to be done. This is tentatively scheduled to take place the week of October 8 or October 15, 1989. If you have any questions, please contact me at the South Windsor Town Hall, 644-2511 - extension 248. Sparks 97 Beelzebub Road , South Windsor, Connecticut 06074 Dear Herman and Linda Sparks: As you are aware, the State Department of Environmental Protection has had a sample of your drinking water analyzed for chlordane. The DEP has informed me, verbally, that the results of this analysis indicate a chlordane level of 1 . 3 parts per billion (1. 3 ppb) . The laboratory results will be forwarded to you as soon as they become available to this Department. Although there are presently no State or Federal standards for chlordane in drinking water, the Environmental Protection Agency has a proposed standard of 2. 0 ppb. The State of Connecticut feels that a lower level would be more appropriate. It is the recommendation of the State Health Department that your water not be consumed, and that bottled water be utilized until an alternate water source can be obtained. Enclosed is a copy of State Health Department guidelines for non-consumption uses of your water supply. If you have any questions, please contact the Toxic Hazards section of the State Health Department, . at 566-8167; or me, at the South Windsor Town Hall, 644-2511, Extension #248.
