Sartor, Town Manager South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mr. Sartor: This will confirm the results of our telephone conversations on February 11, 1988. After some discussion, you stated that 56 Felt Road is not a contaminated property and I stated that we had been advised that 358 Deming and 364 Deming are and actually front on Felt Road. These conditions would reduce the footage involving the Town (and DER) down to 275 feet on Felt Road. Our Company would be responsible for the costs on the rest of Felt Road, now estimated to be an additional 1,200 feet. Also, we will stick with our intent to pay the cost differences between 8 inch pipe and 12 inch pipe on the 275 foot portion of Felt Road as well as on the 12 inch pipe planned for Deming and Smith. A new tabulation of the various streets, pipes, cost estimates and cost allocations is attached. The resulting estimated cost to the Town (and DER) is $202,410. The estimated cost to the Company is $783,666. We want to own the entire Felt Road and Deming Road mains. It seems better for the Town and the Company to not share ownership of the 12 inch mains but instead for each party to own completely certain but cost equivalent portions of the mains. Therefore we have arbitrarily assigned the Town's ownership in Phase II as follows: a. ) 2,272 lineal feet of 8" on Clark Street b. ) 1,100 lineal feet of 12" on Smith Street c. ) 770 lineal feet of 8" on Ridge Street Using the same cost estimating procedures as used in the attached tabulation, it can be seen that the cost estimate to construct these items a, b, and c is approximately equal to the cost estimate of the Town (and DER) portions of the estimate to serve the contaminated properties. That is, the estimated cost of these three items totals $202,426. The sum of the Town (and DEP) portions on the tabulation is $202,410. Likewise, the Phase I items as revised in the attached contract have an estimated construction cost of $783,650 or nearly the same as is shown on the tabulation as CWC responsibility. However, I must question the conclusion you came to on the status of 56 Felt Road. As you said, the EDB level did go down from 0. 1d to 0.09 ppb in the 1985 samples. But a later sample, in 1986, apparently showed 0. 14 ppb. This seems to be at contamination level. If so, the numbers for Felt Road would change again, as would the Phase 1 and Phase 2 descriptions in the contract. Table 4-2 of the TRC report is attached. The attached revised contract form also deletes the original item 20 concerning income tax indemnification. It is subject to further revision depending on the Felt Road questions raised in the preceding paragraph. Please advise if you have any questions on this. Sincerely, William F. Murphy, Executive Secretary Department of Public Utility Control One Central Park Plaza New Britain, CT 06051 Re: Docket 88-06-12:ES:BBM - ,The Connecticut Water Company's proposed main extension agreement with the Town of South Windsor Dear Mr. Murphy: This letter is in response to your letter dated June 29, 1988. 1.) What is the reason for this Phase I/Phase II ownership split and how was the amount/pipe location breakdown an cost arrived at? A.) The Phase I/Phase II ownership split is to reflect the fact that neither party is making a contribution to the other and no federal gross up tax will be required. The Phase I/Phase II ownership split is based upon contaminated frontages and noncontaminated frontages with two modifications. One modification was to allow Company ownership in the streets to be continuous from the end of the Company's existing system through Phase I. The other modification was to avoid dual ownership of the section of 12-inch main to be installed in Smith St. fronting contaminated properties and on which the Company is paying the materials cost difference between 8-inch and 12- inch main. The foot-frontages are depicted on the attached map and are as follows: Contaminated . Noncontaminated Phase I Phase II (ft) (ft) (ft) (ft) Felt Rd. A. ) The current number of contaminated well households to be served by this project is 18, of which three would be connected to Phase I facilities and 15 to Phase II facilities. An additional 83 homes will be fronted by the project, 74 fronting on Phase I and nine on Phase II. While each home is a potential user, our experience in similar situations indicates that most will not connect within the first five years of completion of the project. Connections are usually sought only when the homeowner experiences problems with their existing well, well pump or well water quality. It is our opinion that a liberal estimate of additional connections in five years would be 15 in Phase I and five in Phase II. 5. ) Has the Company and/or Town any plans for properly looping the "System" so as to avoid permanent dead ends as shown on Exhibit A? A. ) The looping of the dead ends on Clark Street and Smith Street is planned to be accomplished during the future development of the undeveloped land bounded by Clark, Deming, Buckland and Smith. This area is all within our Exclusive Service Area as adopted by Upper CT River WUCC 5/24/88 and proposed to the Commissioner of Health Services in May, 1988. This land is now zoned for Rural Residential use, but in the current Town Plan of be changed to Office. Park and Suburban Development is proposed to Residential use. The Plan favors the extension of water lines into areas of contamination and all growth areas except Rural. As this growth and related water line extensions occur in this area the water mains will be planned in a manner that will best serve the individual projects and the system as a whole by working towards the looping of these dead ends. There are currently no approved subdivisions or other projects in this area and we are unaware of any applications for approval at this time. In the meantime, the necessary blowoff and bleeder facilities will be installed and operated in conjunction with regular system flushing to minimize the deterioration of water quality in the two dead ends. -5- 6. ) Submit proposed journal entries to record this transaction. assumptions, as well as the effects on the Company's rate' basenandde all depreciation expense.
