Sullivan III Mrs. Joan M. Sullivan 56 Felt Road South Windsor, Connecticut Dear Mr. and Mrs. Sullivan: Although recent water analysis has indicated that the level of EDB in your water is not presently above the State standard of 0.1 parts per billion; due to the past history of your water supply, the Department of Environmental Protection has indicated to this Department that you will be eligible to receive partial reimbursement of the cost of connecting to the available public water, if you choose to do so. Through a grant program, the DEP will reimburse approximately 60 percent of the costs incurred of connecting to the available public water and abandoning your well--please note that you are eligible for reimbursement only if you abandon your well. To reiterate, the following procedure must be followed to obtain reimbursement: 1. The homeowner must make arrangements for the connection to public water and well abandonment. Please remember, that the well abandonment must be performed by a registered well drilling contractor. 2. Once connection and abandonment have been completed, submit copies of itemized paid receipts to the Town. 3. The Town will submit this proof of payment along with a reimbursement request to the DEP. 4. The DEP will review the reimbursement request, and if approved, will forward payment to the Town. 5. The Town will then forward this payment to you. 1 L . 1 November 13, 1992 Page 2 Connection to public water and abandonment of your well must be completed by December 31, 1992 in order to be eligible to receive reimbursement. If you have any questions, please call the South Windsor Town Hall at 644- 2511, Ext. 248. Very truly yours, Robert Dept la, . Environmental Health Officer RD:jh cc: Ms. Naomi Davidson Supervising Environmental Analyst Water Enforcement--Ground Water Section Department of Environmental Protection 120 Washington Street Hartford, Connecticut Installation Requirements for GAC Filter Systems Specifications for Installation The GAC Filter System must consist of two (2) granular activated carbon filters each containing a minimum of 1 cubic foot of carbon operating in series, and appurtenances to include a prefilter, flow restrictor, flow meter, three (3) sampling taps and any necessary pretreatment as described below. The GAC Filter System must be installed following one of the two options shown on the last page of this attachment. GAC Filter Units - Shall use virgin granular activated carbon such as Calgon Filtrasorb 300, Calgon Filtrasorb 400 or the equivalent. Prefilter- Shall be a cartridge type solids/sedimentation filter installed ahead of the filter units. A media type prefilter requiring backwashing is not acceptable. Flow Restrictor- Shall be sized in conjunction with the size of the GAC Unit. Flow Meter- Capable of measuring flow in gallons per minute (gpm) and totalizing flow (total gallons pumped). Sampling Taps - Shall be installed with a minimum of 10 inches clearance below the spout. Pretreatment - Required when iron exceeds 0.3 ppm or manganese exceeds 0.05 ppm in the raw water. A chemical free iron/manganese removal system must be installed prior to the GAC filter units as pretreatment unless another system is approved in writing by the Commissioner. A sampling tap must be installed after the pretreatment prior to the GAC filter units. I STATE OF CONNECTICUT DEPARTMENT OF ENVIRONMENTAL PROTECTION September 17, 1996 Rudolph Masciovecchio 359 Oakland Road South Windsor, CT 06074 Dear Mr. Masciovecchio: By letter dated August 5, 1985 the Department of Environmental Protection(DEP) received notification that the Department of Public Health(DPH)had determined that a concentration of greater than 0.1 micrograms per liter(ug/1) of 1,2 ethylene dibromide (also known as 1,2 dibromoetbane or EDB) in groundwater could pose a health risk to persons using the groundwater for drinking or other personal or domestic uses. This concentration is commonly referred to as the "Action Level"for EDB. On June 11, 1996 the DEP received notification from the Department of Public Health that the action level was being lowered to 0.05 ug/l. This change would assure consistency with the Maximum Contaminant Level (MCL) identified in the Public Health Code. The MCL is the maximum permissible level of a contaminant in water that is delivered to any consumer of a public water system. In 1986,the DEP issued an administrative order to the Town of South Windsor requiring the Town to provide a permanent supply of potable water to those properties whose drinking water wells were polluted with EDB at concentrations above the action level. This was accomplished by the connection to public water for those homes where the public water main was accessible, and by the installation of granular activated carbon(GAC) filter systems to those homes were public water was not available. I have enclosed a copy of the most recent analysis of a water sample from your home. _ The water sample was collected on July 30, 1996 by Robert Deptula,-the South Windsor - Sanitarian. The report indicates the concentration of EDB to be 0.06 ug/1. Due to the reduction in the action level, the concentration of EDB in your water supply now exceeds the acceptable level. Therefore, funding is available to the Town for the installation of a granular activated carbon filter system. The Town of South Windsor will be contacting you shortly to discuss how the installation can be completed. In the meantime, the DEP can arrange for the provision of bottled water for your residence as a short-term measure to ensure that you have a safe supply of drinking water. Please contact me at(860)424-3771 if you would like to receive the bottled water. You should be aware that if you receive bottled water but decide not to install a filter system, the bottled (Printed on Recycled Paper) 79 Elm Street • Hartford, CT 06106-5127 An Equal Opportunity Employer water deliveries will be discontinued. If you have any questions regarding the health risks associated with exposure to EDB, please contact Donna Pelletier at the DPH,Environmental Epidemiology Section at(860) 509- 7742. If you have any other questions, please contact me at(860)424-3771 or Robert Deptula at 644-2511 x248. Due to the historical detection of pesticides in the groundwater, the Town of South Windsor and the DEP are recommending that you agree to connect your residence to the available public water system and abandon your water supply well. Under a State grant program to the Town, you are eligible to receive reimbursement of 60.8% of the costs for the public water connection and well abandonment. `► In order to receive reimbursement, you are responsible for y p o obtaining the necessary contractors (excavation, plumbing, licensed well driller, etc.)for connecting your residence to the public water system and abandoning your well. The well abandonment must be performed by a registered, Connecticut-licensed well driller in accordance with the Department of Consumer Protection's Well Drilling Board Rules and Regulations: In addition, you are responsible for making the necessary arrangements with the Connecticut Water Company. All expenses for the water connection and well abandonment must be" initiallypaid-by you.'It is recommended that you obtain price quotations from 3 different contractors and notify me as to which contractor and what the cost will be before proceeding with the work. The water samples were analyzed for volatile organic compounds (VOCs) and EDB. The reports indicate that trace levels of EDB(<0.02 ug/) and 1,2 dichloropropane(<0.5 ug/1) were detected. Please note that these concentrations are below the actions levels of 0.05 and 5.0 ugll set by the Department of Public Health(DPH)for these compounds respectively. An action level is the concentration at or above which the DPH has determined there could be a risk to the health of persons consuming the water.
