I have enclosed a copy.of my letter dated September 18, 1996 that summarized our discussion of September 17, 1996 including identification of those items the Town was to complete. Per our discussion of April 9, 1997, many of these items have not been completed by the Town of South Windsor. This letter summarizes our discussions of April 9 including the tasks that the To«n of South Windsor must complete. It also identifies the tasks that are necessary to address the properties on Beelzebub Road. GAC Filter System Installations: The Town of South Windsor is eligible to receive funding under the grant agreement dated November 9. 1987 for the installation of GAC filter systems and 5 years costs for maintenance and monitoring of the GAC filters at the following properties where public water is not available: . . ` 437 CIark Street 339 Oakland Street 440 Deming Road 359 Oakland Street As 17eneral information I have enclosed a cone of the Department's Fact Sheet on GAC filter systems and the specifications for &k` filter installations. Please note that the specifications for installation have been modified to be specific for removal ofEDB. It should also be noted*that-althou`h required in the specifications. a filter system installed Without the pressure gauges will be acceptable for removal of EDB. (Printed on Rec:•cied Paper) An Equal Opportunity Emplawer a For any property that is installing a GAC filter system, the Town must notify the property owner regarding the procedure to follow to install a GAC filter system. As noted in my September 18. 1996 letter, the Town should collect water samples from the homes that are to install GAC filters for analysis for bacteria and general physical/chemical parameters including iron and manganese to determine if chlorination or pretreatment is required. The Town must also provide the homeowner with guidance on the maintenance that the homeowner should take (replacement of sediment filters and replacement of carbon). Based on testing that has been done by the DEP, carbon filter maintenance (moving the backup carbon canister into the primary canister location and installing fresh carbon into the backup location) should be completed once every two years. As we discussed, the cost for filter maintenance for the first five years after installation is a grant eligible cost. The Town,.however, must submit a cost estimate (including justification) for the 5 years maintenance/monitoring costs for DEP approval and to ensure that appropriate funds will be available. Additionally, the costs for annual monitoring of the raw and treated water for the first five years after installation is a grant eligible cost. The Town must submit, for DEP approval, an estimate of what these costs will be or reimbursement will not be available. Again, as stated in my September 18 letter, for any property that previously installed a GAC filter system, the Town must provide the homeowner with information on the recommended maintenance schedule and should determine, and notify the DEP, whether or not any - maintenance has been performed. If sediment filters and/or carbon changes have not been completed, then the Town should submit a proposal (including.costs estimates) to complete such work for a five year period to the DEP for approval. Please note that the Town must notify the DEP in writing once a GAC filter system has been installed. This will allow me to update my data table and as necessary, discontinue bottled water deliveries. Public Water Connections: The Town of South Windsor is eligible to receive funding under the grant agreement dated November 9. 1987 for the connection to public water and the abandonment of water supply wells at the following properties: 1Z,D1-0( ® e 480 Clark: Street 250 Smith Street 1 + P n 489 Clark Street 274 Smith Street —,/t/t CA l e e S L-►3 c 321 Deming Road 291 Smith Street `1.ocK-o(' &Ow 6Y 72 5 29 Ridge Road for ge-i As stated in my September 18 letter, these residents must be notified of the ,procedure to be followed to connect to public water and abandon their water supply wells. Funding for the connections %v ll be avaiiaole orny :r the ,%eels are a-bandoned. As previously diSCUSsed, there 3 7 may be specific situations in which the DEP will allow a polluted well to remain. If anv Z homeowner indicates that they would consider connecting to public water onlv if they could continue to use their well for watering extensive lawns, etc., they should contact me directly or submit a letter to me outlining why they want to continue using their polluted well. Please note that if the DEP approves continued use of a well, the homeowner will incur certain expenses for backflow preventors, cross connection surveys, and treatment of the po-lluted water. For any homeowner that intends to connect to public water, the Town.must submit 3 cost estimates for the connection and well abandonment to the DEP for approval. This will ensure that funds are available for reimbursement. The following summarizes our discussions regarding specific addresses: 175 Clark Street/1075 Pleasant Valley Road These two properties share a well. A GAC filter was installed in October 1990. Per prior correspondence you were to arrange for sampling of the raw and treated water. Based on our recent conversation, this testing has not yet been completed.
