Dear Mr. Hood:
As you know, Bill Warzecha recently inspected the bedrock well located at
your property to address concerns related to your pending connection to the
public water supply and abandonment of the well.
Based on Mr. Warzecha' s inspection, we have determined that the flowing
bedrock well does not need to be abandoned once the connection to public water
has been made. The following conditions however, will apply:
1) The well must be completely disconnected from all house plumbing.
2) The well will be allowed to discharge only through the 1 inch PVC pipe
to a pond on your property.
3) If the Connecticut Water Company (CWC) requires an annual cross
connection survey, you will be responsible for the cost of such a
survey.
If you have any questions, please contact either Bob Deptula, South Windsor
Sanitarian at 644-2511 x248 or myself at 566-5486.
Sincerely,
Naomi Davidson

Dear Ms. Kuczynski:
The Department of Environmental Protection has contacted
this Department regarding your recent conversation with them
concerning your connection to the public water. It was _
decided that due to your current financial situation, an
extension of four to six months to connect to the public
water supply would be given.
Also, please remember that the EDB level of your filtered
well water was approaching the State maximum level. Your
filter media should be changed to ensure you a safe water
supply-

Mr. Donald T. Hood

South Windsor, Connecticut
Dear Mr. Hood:
As you. have been previously notified, analysis performed by
the State Health Department laboratory has detected the
presence of .ethylene dibromide (EDB) in your water supply at a
concentration' exceeding the Department of Health Services
action level of 0. 1 ppb.
The Town of South Windsor has been working under an
administrative order from the Department of Environmental
Protection which requires the provision of a permanent water
supply to your property by connection to the available public
water supply and abandonment of your contaminated well.
Through a grant program, the DEP will reimburse approximately
60 percent of the costs incurred by each homeowner (whose well
is contaminated) of connecting to the public water and
abandoning their well. Please note that you are eligible for
reimbursement only if you also abandon your well.
To reiterate, the following procedure must be followed to
obtain reimbursement.
1 . The homeowner must make arrangements for the
connection to public water and well abandonment.
Please remember that the well abandonment must be
performed by a registered well drilling contractor.
2. Once connection and abandonment have been completed,
submit copies of itemized paid receipts to the Town.
3. The Town will submit this proof of payment along with
a reimbursement request to the DEP.
4. The DEP will review the reimbursement request and if
approved will forward payment to the Town.
5. The Town Will then forward this payment to you.
September 10, 1992
Page 2
Connection to public water and abandonment of your well must
be completed by November 30, 1992 in order to be eligible to
receive reimbursement.
If you choose not to connect to public water and/or abandon
your well by November 30, 1992, deliveries of bottled water
Will be discontinued. Additionally, utilizing Section 22a-434
of the General Statutes of the State of Connecticut (a copy of
which is enclosed) the DEP will place notification that your
well is contaminated on your land records, if - the well is not
abandoned.
If you have any questions, please call. the South Windsor Town
Hall at 644-2511, Extension 248.

Dear Mr. Hood:
You have asked if you may keep your EDB contaminated well
.in use to irrigate approximately 1000 Christmas trees on
your property and still be reimbursed approximately 60% of
the cost of connection to public water to ensure a potable
supply to your dwelling.
The Department of Environmental Protection -has indicated
that this will be allowed only if the following condition
is met. Nothing associated with the well can be located
inside your home. This would include all associated
plumbing including the water storage tank. Everything
must be outside of your home. An inspection will be
conducted to ensure this has been done and the water
company will be notified there is still a well on your
property.
If you have any questions, please call the South Windsor
Town Hall at 644-2511, Extension 248.

Dear'Ms. Kuczynski:
Recent analysis of your drinking water at the State Health
department laboratory indicated that EDB was still present
in your well water at a concentration above the standard of
0.1 parts per billion.
EDB was also present in your filtered water at a
concentration approaching the State limit. This would
indicate that the filter media is approaching saturation and
should be replaced.
As you are aware, public water was extended on Ridge Road to
provide a potable water supply to those residences which had
an EDB contaminated water supply.
Although your dwelling has a filter for EDB removal, since
public water was extended solely to solve the contamination
problem, the filter is not an acceptable solution.
Through a grant program, the DEP will reimburse
approximately 60 percent of the costs incurred of connecting
to the available public water and abandoning your well--
please note that you are eligible for reimbursement onl y if
you abandon your well.
