CLINTON, CONNECTICUT 06413-0562TEL. 203-669.8636 December, 1986 On November 18, 1986, The Connecticut Water Company (the Company) filed an application with the Connecticut Department of Public Utility Control (DPUC) to amend its rates. The proposed rates are necessary to provide for the financing costs associated with the Company's increased investment in Utility Plant required to better serve its customers and to comply with Federal and State mandated requirements, including the Safe Drinking Water Act. The requested rate increase is also necessary to meet increased operating expenses including increased labor expenses, higher property, casualty and liability insurance costs and property taxes. Approximately 25% of the requested increase relates to the Federal Tax Reform Act of 1986 which increased the Company's Federal and State income tax expense. The Company's last rate request was filed in June, 1985. The proposed rates also incorporate phase two of rate equalization ordered by the Connecticut Department of Public Utility Control in the Company's last rate decision. The reverse side of this letter reflects the average annual percent increase the Company has requested for the Division which provides your water service. In addition, the proposed percentage changes to specific billing rate components for each customer classification, including those which may increase by twenty percent (20%) or more, are also detailed. The increased operating revenue requested for the Division is also shown. We anticipated hearings on our rate request during the month of February, 1987. For further information about hearing dates, times and locations, contact the DPUC at the address listed below. Any customer who desires to oppose or support the Company's proposed rate increase may notify the DPUC of such intent by writing to: The Department of Public Utility Control Executive Secretary One Central Park Plaza New Britain, Connecticut 06051 (203) 827-1553 Sincerely yours, THE CONNECTICUT WATER COMPANY YT S»,CV OF Cry. s c_ _ (,cam Al e_moi4 < ,2 12Gi✓.2. 0 . 0051Z - '7 6 /84 -4 /3,S® 41 D. Sartor, Town Manager FROM: Roy C. Zartarian;i-VG4rocessing Services Manager DATE: July 14 , 1986 SUBJECT: Connecticut Water Company rate trends As you directed, I have researched the question of Connecticut Water Company rate increases affecting the Town of South Windsor. The information provided by the Connecticut Department of Public Utilities Control_ shows that the most recent increase approved for CWC brings water charges to a level almost double that of 1981 . According to DPUC records, the minimum quarterly rate for up to 4 ,500 gallons of water in 1981 was $16 .26 . This figure rose to $24 .82 in 1983, to $30 . 13 in 1984 and to $30.87 in 1985 . The most recently approved 4% adjustment brings this cost to over $32 .00. The minimum monthly rate for 1 ,500 gallons has moved along a similar path, rising from $5 .42 in 1981 to over $10 .00 in 1986 . A table showing rate levels from 1981 to 1986 , together with the percentage increases over the previous rate level and over the 1981 base period is attached. I spoke with Consumer Counsel James F. Meehan regarding the procedures for appealing the DPUC' s recent decision. Mr. Meehan recommended that the Town Attorney contact his office to initiate the appeal procedure and that his office would assist with the necessary paperwork. He noted that as a party to the proceedings, the Town has thirty days from the issuance of the decision (which he recalled to have occurred on July 8 , 1986) in which to file the appeal. However, Mr. Meehan also stated that his office supported the principle of rate equalization, the principle on which the new CWC rate levels were approved . The DPUC action of July 8 (docket no . 85-06-06 SP 2) is a supplement to an earlier rate relief application by CWC. As of 1 p .m. , this date , the text of the supplemental decision had not been mailed to the parties to the proceedings, nor was a copy of the decision available at the DPUC office in New Britain . It should be noted that while the Connecticut General Statutes permit a court appeal of DPUC actions, administrative remedies must have been exhausted prior to such a step . (CGS 16-35 , 4-138) .
