Although State funding should be available at that time (the Connecticut Department of Environmental Protection indicated verbally that it would be), the Town cannot guarantee it. We would, however, like to install the service line from the street to the house now, while all the necessary equipment is here. This is allowable under the existing construction easement. If this is either acceptable or not acceptable to you, please notify us immediately, either way, by fax (860) 644-3781. Also, enclosed for your information are copies of the Temporary Construction Easement and associated correspondence, the Water Service Location Form (with associated correspondence) and the Connecticut Water Company Water Service Request Form. Thank you for your cooperation. Yours truly, ot`[et-uZ-W" Environmental Health Officer RD/cm cc: Michael S. Anderson P.E. Mr. Michael P. Senyk Fuss &O'Neill Inc. Twardowski: Enclosed for your signature is a Temporary Construction Easement to allow the Town to enter onto your property to conduct all necessary activities to connect your structure to public water. All property owners must sign this document on the proper line and each signature must be witnessed by two people who must sign on the line provided and print their name below it. The signatures must also be notarized. Perhaps it would be best to bring the document to a notary for signing and witnessing. For your convenience you may have them notarized in the Town Clerk's office on the first floor of the Town Hall. The DEP has indicated that if a water supply well is contaminated above the state action level, which is 5 parts per billion for trichlorethylene (TCE) or an exceedance of TCE in the water supply is imminent (greater than 2.5 parts per billion), the water supply well must be abandoned in order for your water connection to be paid for under the DEP potable water grant. Finally, if your well is not contaminated or below 2.5 parts per billion for TCE and you wish to keep it for non-domestic use you must adhere to all applicable Connecticut Water Company and State Health Department Regulations and/or guidelines. Twardowski 76 Barber Hill Road South Windsor, CT 06074 Dear Walter G. Twardowski, As you are aware, the Town of South Windsor has retained the firm of Fuss &O'Neill to design a water main that will serve your area.. The purpose of this correspondence is to request information from you to help with this design. We would like information from you that will locate where you would like the new water service line to enter your home. The Connecticut Water Company would prefer that the line enter from the front of the home if possible, even if it may require minor plumbing modifications. It is realized that this may not be possible in all situations. In some instances, it is least disruptive to have the water service enter where your well water line presently enters your home. Please remember that your home will be connected to public water ody if you abandon your well, and that the cost of water usage is your responsibility. Also, please remember that due to. conditions or circumstances, the service line may not be able to be installed in your first choice area. If you have any questions regarding this correspondence, please contact me at (860) 644-2511 extension 248.
