Simpson 382 Beelzebub Road South Windsor, CT 06074 Dear Mr. Simpson: The Town has devoted much time and effort towards determining the source of the bacterial problem affecting your water supply. This has included a tracer study, requesting input from a qualified consultant and consultation with the water supplies section of the State Health Department. Unfortunately, none of these or, other activities have reached any definite conclusions. As property owners, there_ are several tasks which you may perform in an attempt to solve the problem. As indicated in the report from the State Health Department (correspondence dated 10/31/94) your well casing should be extended further above grade to prevent contaminated water from infiltrating the top of the casing. The casing can be inspected for cracks and/or leaks and the juncture of the casing into bedrock should be checked to ensure there ,__is no leakage into the well. It is also possible there may be a leak at the pitless adapter or in the line going from the well to your house. If the bacterial contamination cannot be prevented from entering the well, treatment systems such as an automatic chlorinator or an ultra violet light system may be installed. Finally, if you choose not to explore any possible solutions with your well, you may, as you are aware, connect to . the . Connecticut Water Company water line in the street. Regrettably, the Town cannot participate either physically or financially in any of the above mentioned. activities . A We will however, continue to provide you with bottled water ( for a reasonable time period) -until corrective actions have been .completed. If you decide to continue the use of your well,, the Town will collect samples for analysis to determine if the various tasks performed were effective. The sample collected on 9/15/94 contained both total coliform and E. coliform. The sample collected on 9/21/94 contained only total coliform. A bacterial colony count was requested on this sample. Six ( 6 ) per 100 milliliters means that six bacteria colonies were grown per 100 milliliters- of water. Six is a relatively low colony number. Until several years ago one was considered a potable supply. ' Both of these samples meet potability guidelines for other parameters tested. As you are aware, the Town requested the Water Supplies Section of the State Health Department to assist in finding a possible contaminant source. Enclosed is a copy of that report. It reaches basically the same conclusion as the Town' s determination that surface water somehow entering your well is the probable cause of the bacterial problem. MAGNESIUM 4.8 >RM NO.OL-6A STATE OF ' CONNECTICUT DEPARTMENT OF PUBLIC HEALTH AND ADDICTION SERVICES ,,.` October 4, 1994 Mr. Robert Deptula, R.S.- Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mr. Deptula; I have reviewed the numerous water quality results that you have taken over the year at 360, 370 and 382 Beelzebub Road in South Windsor and have arrived at the following conclusions : * #360 & #370 Beelzebub Road-both of these neighboring drilled wells are buried below grade in what I must assume is a concrete sewer tile with a concrete cover. While not considered as an ap- proved practice now, it was acceptable at the time these homes were built . Both wells show water of equal excellent chemical quality. They exhibit water of similar low to moderate minerlization which suggests they may be drilled into the same aquifer. Both exhibit total coliform contamination during the winter and spring months . This fact plus the complete absence of E. coli bacteria and chemical parameters that are indicative of sewage con- tamination tell me that these wells are being contaminated with surface water run-off . Given the additional fact that the wells are buried at the toe of slopes in the backyards only adds credence to this conclusion. I would guess these well-pits are constantly flooded during the wet seasons of the year. I would strongly suggest that these wells be uncovered and brought above grade for the health and well-being of the people consuming this well water. * #382 Beelzebub Road-this well has a bonnet that is flush with the ground' s surface and is about 8 feet from the home' s foundation. While not being buried below grade this well may still be affected by surface wash because of its close proximity to the foundation. If the house has a footing drain and noting the ledge outcrops in the area, there may be a direct hydraulic connection between the well and the footing drain. The well could also be af- fected by roof run-off. While supposedly better constructed, this well is showing evi- dence of. almost continual coliform contamination with sporadic E. .coli contamination. Despite the fact that 3 of the samples were E. coli positive, there was not one sample that showed that there was chemical evidence of sewage contamination! Levels of ammonia-N, NO2-N,NO3-N,chlorides,detergents and recovered dye were negligible or non-existent ! Phone: TDD: 203-566-1279 ii150 Washington Street — Hartford, CT 06106 An Equal Opportunity Employer l• o (2) Even the heterotrophic plate counts, which identify biologically active waters, were very low. The varying levels of mineralization suggests that this well may tap into multiple aquifers. Even though this well has been brought up to grade, I stongly feel that there is a flaw in its present construction be it the weld at the casing extension, the pitless adapter or the sanitary seal itself . The 11/30/93 sample with its highly elevated color, turbidity, iron levels along with the presence of coliform and E. coli STRONGLY suggests direct surface wash into the well . Color and turbidity levels this high would normally be filtered out in groundwater moving through the soil. Was there a heavy rain 1-2 days prior to this sampling? Like the two previous wells, I would strongly advise that this well be inspected for structural soundness . Until these three wells are inspected and found to be free of structural defects, other distant causes of possible contamination need not be contemplated at this time. Further water quality sam- pling, considering the results of the past year' s sampling, would add little to this investigation. This episode of domestic well contamination should end once the wells are properly upgraded/repaired and disinfected. Should you have any questions please call me. Sincerely, Clifford A. McClellan. Both of these samples were negative for bacteria and both met potability guidelines for other parameters tested for. The sample collected on 9/21/94 indicates a bacterial result of less than one per 100 milliliters . Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mr. Both exhibit total coliform contamination during the winter and spring months. While supposedly better constructed, this well is showing evi- dence of almost continual coliform contamination with sporadic E. .coli contamination. Despite the fact that 3 of the samples were E. coli positive, there was not one sample that showed that there was chemical evidence of sewage contamination! Levels of ammonia-N, NO2-N,NO3-N, chlorides, detergents and recovered dye were negligible or non-existent ! ji Phone: TDD: 203-566-1279 ■■ 150 Washington Street — Hartford, CT 06106 An Equal Opportunity Employer ,yaw n sFq ' c 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 l'IdsoR.00 w AREA CODE 203/644-2511 October 31, 1994 CERTIFIED#P389189007 Mr. Steven Sorensen 370 Beelzebub Road South Windsor, CT 06.074 Dear Mr. Sorensen: Enclosed are copies of your water analysis of samples collected on September 15 , 1994 and September 21, 1994 . Both of these samples were negative for bacteria and both met potability guidelines for other parameters tested for. The sample collected on 9/21/94 indicates a bacterial result of less than one per 100 milliliter. This is due to the fact that it was requested that a colony count be reported if bacterial contamination was present. There was none, therefore it was reported as less than one . As you are aware, the Town requested the Water Supplies Section of the State Health Department to assist in finding a possible contaminate source. Enclosed is a copy of that report. This report reaches basically the same conclusion as the Town' s determination, that surface water some how entering your well is the probable cause of the intermittent bacterial contamination of your well. The varying levels of mineralization suggests that this well may tap into multiple aquifers . Even though this well has been brought up to grade, I stongly feel that there is a flaw in its present construction be it the weld at the casing extension, the pitless adapter or the sanitary seal . itself. The 11/30/93 sample with its highly elevated color, turbidity, iron levels along with the presence of coliform and E. soli STRONGLY suggests direct surface wash into the well. Color and turbidity levels. this high would normally be filtered out in groundwater moving through the soil . Was there a heavy rain 1-2 days prior to this sampling? Like the two previous wells, I would strongly advise that this well be inspected for structural soundness. McClellan. As you are aware, the Town is extremely concerned and sympathetic regarding your client(s) well contamination problem. However, as expressed during our meeting of August 4, 1994, the Town cannot become involved in corrective actions regarding deficiencies on private property for which we have no responsibility. At that same meeting, it was also discussed that your office would attempt to locate information regarding the well depths and aquifer and also to demonstrate a correlation between these and Town activities which may have affected them. At that time we would again meet to discuss your findings . I look forward to reviewing all concrete data compiled, upon its receipt. Very truly yours, z-'I- ;' Tr-Ma nager Jjh 0 cc: Robert Deptula Environmental Health Officer Town of South Windsor August 1, 1994 MEMORANDUM TO: Jean E. Zurbrigen RE: Well Water Contamination at 360, 370 and 382 Beelzebub Road As you are aware, the above three mentioned homes have exhibited bacterial contamination problems of their wells. Presently only #382 still has water which is non-potable. As evidenced by the attached consultants report, the tracer study conducted by the Town was inconclusive in demonstrating a link between the storm drainage system and the wells in question. However, road salting operations would appear to negate any possible link. For your additional information, attached is a copy of correspondence to the property owners containing potentially corrective actions which they may undertake. Robert Deptula, R. S. Environmental Health Officer RD-:j h fh► Aqua Solutions 60 Burnside Avenue, East Hartford,Ct. 06108 (203) 289-7664 July 11, 1994 Robert Deptula Sanitarian Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Re: Magnesium Chloride Tracer Study (1994) Storm Drainage Beelzebub Road Dear Bob, As requested in your letter of May 27, 1994, we reviewed the analytical data for the referenced study conducted by the Town. Enclosed are a graph and chart summarizing magnesium levels recorded for well samples collected from residences along Beelzebub Road on the dates indicated. Also included are histograms for precipitation data collected at the Windsor Agricultural Experiment Station. All field work was conducted by Town personnel. From the information provided, it appears that the initial magnesium concentration of the solution placed in the catch basin on April 25th was approximately 250 mg/L (i.e., ppm). This would be immediately diluted by whatever free-flowing water was in the catch basin and any infiltration or exfiltration along the storm sewer. Without field measurements, prediction of actual dilution rates would be very vague, at best. For the sample collection period of record, February through June 1994, property locations 344, 352, 355, 360 and 370 showed magnesium levels consistly between 1.8 and 3 mg/L. Samples taken from property location 382 showed magnesium levels ranging between 4.6 and 6.0 mg/L. Higher levels were detected three times, once on March 2 before the test, and then again on May 4 and 9. On March 2, a trace of precipitation was recorded. For the prior week, no rainfall or snow occurred. Therefore, any runoff to the catch basin was most likely related to snowmelt. Precipitation fell in trace amounts on April 25, 27, and 29. On May 1, 0.36 inches of rain was recorded. From May 5 through 9, a total of 2.14 inches of rain was recorded. Moisture conditions for the week preceding the May 1 rainfall appeared to be fairly dry and it is doubtful there was any significant stormwater runoff. On May 9, the four previous days of rain would produce runoff. Therefore, the May 4th magnesium reading Leaders in Ecosystem Management for property location 382 shows no immediate correlation to flushing associated with stormwater runoff, but it is possible there could be a correlation on May 9th. No direct link between precipitation/runoff events and the magnesium data was noted for property locations 344, 352, 355, 360, and 370. Data gathered from the tracer test is inconclusive in verifying a direct hydraulic relationship between free flowing water in the catch basin and the sampled wells. Please feel free to call with any questions and we will assist in whatever way possible. Sincerely you s, Bruce L. R ua sOlYtiOA! May 10, 1994 Town of South Windsor 1540 Sullivan Avenue South Windsor, Connecticut 06074 To Whom It May Concern: We, Jeanne C. MacKinnon, property owner of 360 Beelzebub Road, South Windsor, Connecticut, Albert W. Simpson, property owner of 382 Beelzebub Road, South Windsor, Connecticut and Steve Sorensen, property owner of 370 Beelzebub Road, South Windsor, Connecticut have been informed of a severe and hazardous level of bacteria which has contaminated our well water. While we,the involved parties, appreciate the town supplying us with bottled drinking water and regular water testing, the problem continues to exist. We have been cooperative with Mr. Robert Deptula in the testing process. However, we have not received any definitive answers as to the cause of the contamination, the level of contamination, or the level of danger with regular use of the water in drinking, cooking, dishwashing, bathing, etc. We have been inconvenienced for some time. We have had a problem with bacteria in our water supply since the commencement of construction of Site#2 of the Avery Dam Project. We believe that a direct connection exists between our contaminated water and the construction of Site#2 of the Avery Dam Project as the problem arose upon construction of Site #2. We believe the town and those involved should remedy the situation, i.e. connecting the involved parties to the town water supply. The health problems arising from this situation point to dire consequences. Action on this problem should be immediate as the health dangers of this situation are potentially life-threatening. Please accept this letter as our plea to the Town of South Windsor to remedy our contaminated water situation by connecting our individual properties to the town water supply. We would appreciate an answer at your earliest convenience. If we are not contacted by a town representative with a solution to this problem,we will be forced to take legal action. Thank you for your anticipated cooperation. Sincerely, Aatu eanne C.Ma cKi on Albert W. The Soil Conservation Service has theorized that surface water nun off, which enters the storm drainage system, ultimately reaches the wells. This is the reasoning for the introduction of magnesium chloride to the storm drainage system. In time, the naturally occurring levels of magnesian and chloride in the water would increase if there were a connection. 77te water analysis is conducted by the State Health Department laboratory. As of this wrirng all of the results have not been received by the Town. When they are, you will receive them. 77ie State laboratory is required by the Federal Goveniment to report bacterial contamination as either present or absent. It does not report bacterial counts so that the degree of bacterial contamination is not known. By State guidelines, water containing any colifort colonies is considered non potable and should not be consumed. With one exception (the first sample collected from the Simpson's well) all the bacterial results have been total coliform only and contained no E.coli bacteria (an indicator of contamination from wart blooded animals). Additionally, the chemical constituents nortally associated with organic contamination have been within guidelines or non-existent (i.e., ammonia, nitrite, nitrate, detergents). Total coliform is generally used as an indicator of what may be a more serious bacterial problem. Colifomt are nortal inhabitants of the intestinal tract as well as surface water run-off. When total coliform is found the State lab automatically tests for E. coli. As stated, none has been found (with the one exception) and the chemistry does not indicate any contamination. When the rentinder of the testing results are received they will be reviewed. Connection to the Connecticut Water Company line would certainly be one viable remedial action. CONN. 06074 R•Co AREA CODE 203/644-2511 March 30, 1994 Mr. Rudy Ch 1 ands Geologist SCS 451 West Street Amherst, MA 01002 Dear Mr. Chlanda: As requested, we have reviewed your geology report concerning the well water quality problems at 360, 370 and 382 Beelzebub Road in South Windsor. Based on this review, we offer the following comments for your consideration. The generalized scope of the report appears, in great part, to address issues clearly beyond the geological realm. Issues such as water quality standards, health effects of certain parameters and bacterial sources are not appropriate to this presentation. The Environmental Protection Agency has promulgated certain guidelines and standards regarding drinking water quality. These standards have been adopted by the State of Connecticut. A turbidity of up to 5 NTU is acceptable. The recommended maximum level for sodium is 28 mg1L and bacteria is either present (non-accep tab 1 e supp Iy) or absent (acceptab 1 e supply). Although the well quality problems at the three wells may be . related the converse may also be true. The well at 382 Beelzebub had the casing extended above grade prior to the known quality problems. This well was also chlorinated but the bacterial contamination recurred after chlorination. The wells at 360 and 370 Beelzebub Road are buried below ground Leading to the possibility of other contaminant entry points. There is a laboratory report indicating no bacterial contamination of number 370 in 1991. The trench excavation in 1989 was for storm water drainage, not sewer line installation. Turbidity can be caused by fine clay or silt particles suspended in the water, but may occur from other sources as well. The physical condition (i.e. pitless adapter, we11 cover, etc.) of the wells at 360 and 370 Beelzebub Road is unknown. Mr. Simpson recently had his well casing extended above grade in conjunction with the installation of a submersible pump. The service line connection at the well is new and should not leak. It is not known for certain if the bedrock-casing seal is intact. w r f March 30, 1994 Page 2 Although the Simpson's well water has tested positive for total coliform in every sample except one (immediately after chlorination), E. col i has been detected only in the first sample collected on November 30, 1993. E. col i is indeed an indicator of contamination from a warm-blooded animal source. Some members of the total coliform group do indeed occur in the intestinal tract of animals, including humans. However, others occur naturally in other environments such as soil or surface water. Street runoff would be expected to contain total coliform. That amount would increase as more runoff from private property collected there. It would be expected that a disturbed, environment rich area such as the wooded, dam site would contain numerous col form in its runoff to the road. The elevated levels of sodium (above 28 mg/L) cannot be satisfactorily explained by road salting operations. The sodium in the Simpson well sample of 11130193 was 14 mg/L and chlorides were 27 mg/L. On December 9, 1993, the sodium was 42 mg/L and chlorides were 94 mg/L. The first application of road salt to Beelzebub Road was several days later. Additionally, the sodium level has decreased with the exception of the sample collected on 1131194. Therefore, the increase could not be attributed to salting operations. Coliform bacteria can be found in any runoff but would most likely be at an increased level from a situation such as the dam site. The large quantity of turbid water flushed into the catch basins is most likely from the dam site. The report does not address the use of vibrating rollers used on the dam site and what effect they may have on the underlying ledge. Nor does it address any effects the many on site test borings or other construction activities may have on the aquifer. Based on the available facts it appears that the cause of the turbidity may be from the dam site (as evidenced by the Simpsons never having. a turbidity problem prior to work at the site). Some coliform my originate from the road, but a more likely source (as discussed previously) is from run-off from the dam site. Please feel free to contact us for further discussion if necessary. Terry, Jr. Contracting Officer Soil Conservation Service 16 Professional Park Road Storrs, CT 06268-1299 Dear Mr. Terry: Thank you for your correspondence of January 10, 1994 regarding the well contamination problem on Beelzebub Road. In addition to the Simpson' s well having bacterial problems, two additional wells at 370 and 360 Beelzebub Road have been confirmed positive for total coliform contamination. Unfortunately, the tops of both of these wells are buried below grade. Neither one has been chlorinated and most likely will not be chlorinated until weather conditions permit access. It is possible that the cover gaskets of each of these two wells is not intact or that surface water may be entering these wells in some other manner. However, the residents at 370 Beelzebub reported cloudiness of their water at the same time as the Simpsons did and the residents at #360 reported a taste problem. Both of these quality problems eventually cleared themselves. In addition, the Sorensens at 370 Beelzebub Road had a water analysis conducted in November of 1991. At that time, there was no bacterial problem. Other parameters tested for at that time compare closely with the only other available analysis of their water to this point in time. As you are aware, Mr. Polvlech of your office has met with this Department and has received copies of all available water analyses. I am also of the understanding that a soil conservation geologist is reviewing available data in hopes of finding a possible solution to this problem. Robert H. Terry, Jr. Contracting Officer Soil Conservation Service January 28, 1994 Page 2 The water chemistry (especially the Simpsons well where there are many reports) does not indicate bacterial contamination from sewage or septic system (low or undetectable ammonia, nitrates, nitrites, no ABS) . They associate this with the flood control work being conducted in the vicinity of their property since this is the first- time since living there (they are the original owner) that this has happened. The Simpsons report that the cloudiness problem began this Fall and has been intermittent ever since, most recently on December 21, and 22, 1993. The water cleared on December 23, 1993. Additionally, they stated there was no problem while the road to the project area was being worked on, only when work progressed at the actual site. In July of 1992 the Simpsons installed a submersible pump in their well and extended their well casing above grade. During the second week of December 1993 the cover gasket was replaced and the well was chlorinated. The Simpsons first contacted this Department on November 29, 1993, with a complaint regarding their water quality (cloudiness) A sample was collected on 11130193 (the water at that time did have a cloudy appearance) and analyzed at the State Health Department laboratory. Bacteria in the form of total coli form and Escherichia coli were both present. f i is Mr. Mike Risatto Soil Conservation Service December 28, 1993 Page 2 On December 9, 1993 a follow-up sample was collected for analysis. Total coliform was present. E. coli was not. On that date Mr. Simpson reported the water had cleared up "three or four days ago. " Also on December 9, 1993 Mr. Simpson chlorinated his well to address the bacterial problem. On December 15, 1993 a water sample was collected for analysis. A verbal report from the lab indicates no bacterial problem. A follow-up sample was collected on December 27, 1993. Results are not available at this time. Mr. Simpson stated that during the construction of his home several underground springs were encountered and there may be an association with these, the construction work, and his well problem. We request your investigation of this matter and response to same as soon as possible. Very truly yours, Robert Deptu a, R.S. Simpson 382 Beelzebub Road South Windsor, CT Dear Mr. Simpson: Enclosed are copies of your water analyses from May 24 through June 22, 1994 . The sample collected on May 24 does not contain coliform contamination and meets other guidelines for a potable water supply. Unfortunately, the samples collected on June 8 and June 22, 1994 do contain total coliform and because of this the water is considered non-potable and should not be consumed. The standard plate count referenced in one of the reports is the total number . of colonies which develop from a specific amount of water. Drinking water is almost never sterile and there will almost always be a standard plate count. The coliform group is an indicator of actual bacteria contamination. Its presence or absence indicates potability or non-potability. Also enclosed is a copy of the consultants . report on the magnesium chloride tracer study. This study was unfortunately inconclusive in determining if there was an association between your well and the Town storm drainage system. However, during the winter months when sodium chloride was used for snow and ice control, the levels of sodium in your well actually decreased as the winter progressed and more sodium chloride was added to the pavement. This would appear to negate any link between the storm drainage system and your well. It does not seem likely that the source of bacterial contamination to your well will be found. Page 2 July 29, 1994 CERTIFIED Z 262 392 432 As property owners, there are several tasks associated with your well that you may preform which may solve the problem of contaminated water entering the well. The well casing itself may be checked for cracks or breaks and the juncture of the casing- and bedrock can be checked to ensure there is no leakage. Possibly, the existing well can be sealed thus preventing entry of the contaminated aquifer and the well could be drilled deeper until an appropriate quantity of water is found. Also, the possibility exists that there may be a leak in the water line that goes from the well to your house. If the bacterial contamination cannot be prevented from entering your well, treatment systems such as an automatic chlorinator or an ultra-violet light system may be installed. Finally,. you may connect to the Connecticut Water Company water line which is in Beelzebub Road. Regrettably, the * Town cannot participate either physically or financially in any of the above mentioned activities .
