Therefore, this alternative was approved and will be presented to the bond commission for funding. The cost for this alternative was estimated at$690,000 using a twenty(20)year present worth total for the operation and maintenance of the point-of-service treatment systems. However, State statute only allows five (5)years of funding for point-of-use treatment systems, at a present worth of $28,046 or a total estimated cost of $638,046. The subject of extending the water main to all properties affected by the pollution was discussed at the public hearing. Fuss& O'Neill estimated the total for this alternative to be $840,000. The State is willing to consider appropriating the $28,046, currently slated for the operation and maintenance of the two point-of use treatment systems, for the extension of municipal water if the Town pursues this alternative. However, the difference of$201,945 will not be eligible for• , funding. If you have any questions, please call me at(860)-424-3782. Sincerely, Michael P. Senyk Environmental Analyst Permitting, Enforcement and Remediation Division (Printed on Recycled Paper) 79 Elm Street • Hartford, CT 06106-5127 http://dep.state.ct.us An Equal Opportunity Employer Fuss & O'Neill Inc. Each of the three water supply alternatives is presented below. These alternatives are evaluated more fully in Section 5.3. The assumptions used in developing the opinion of cost for each alternative are provided in Appendix C. ALTERNATIVE 1 Point-of-Use Treatment Systems: As discussed previously in this report, 14 properties currently have GAC treatment systems. The evaluation of the use of GAC treatment systems for the properties in need of a long-term water supply includes the installation of a GAC treatment system at the point-of--use for 23 remaining properties and the costs of maintaining and monitoring the treatment systems at all ofthe 37 impacted properties over a 20-year period. A detailed description of installation, monitoring, and maintenance of GAC systems is provided as Appendix D. Our opinion of the total present worth cost for this alternative is estimated at $1,520,000. This cost assumes that each system will operate for 20 years with an average break- through time of six months, and that no additional properties will require GAC treatment systems. After the first six months,we have assumed that the monitoring program will consist of quarterly monitoring of first treated water(between GAC filters)and semi-annual monitoring of raw water at each of the 37 properties. ALTERNATIVE 2 Connection to the Connecticut Water Company System: The Connecticut Water Company supplies water to properties on Miller Road and Foster Street Extension at the study area (Figure 4). Costs include materials, construction and road work, and the abandonment of drinking water supply wells currently in use at each of the affected properties. The following assumptions were made for this alternative: • 50% of the water line would be placed in the travel way. This estimate could be refined if this alternative is pursued. • The Town of South Windsor will not require a full-width overlay course of paving. • The project will require the installation of an 8-inch diameter water main on Miller Road between Foster Street Extension and Stonefield Trail (approximately 1,200 feet) and the yG installation of 3 000 feet of 8-inch diameter water main on Barber 14ill 7'c intersection with Mill gQadft_om its rth to ar er i Connecticut Water Company may request to install 12-inch diameter water mains; however, the CTDEP will only fund the installation of 8-inch diameter mains. In order for the Connecticut Water Company to install 12-inch mains, they will be responsible to pay for the additional costs in accordance with CTDEP's capacity formula. Our opinion of the total capital cost for this alternative is estimated aat$840,000. W have assumed that the Connecticut Water Company will be responsible for the operation and maintenance of the water mains and connections once installed and that users will be responsible for the cost of water. G:T2000\301\nlrntilti.o ,.._, i Fuss & O'Neill Inc. ALTERNATIVE 3 Combination of Point of Use Treatment and Connection to the Connecticut Water System: This alternative includes a combination of Alternatives 1 & 2. Alternative 2 would be implemented with the exception of running a water main 3,000 feet north along Barber Hill Road. Instead the water main will be run 1,000feet to 76 Barber Hill Roan whie"}},allow for the munici al water connection of 35 of the 32Lece> x4=perties located in the study area. floe I e-remaining two receptor properties, 204 and ulic to use '0e v previously installed, point-Qf- icP Our opinion of the total present wo tp V cost for this alternative is estimated at $690,000. Point-of-use $1,520,000 -Quick implementation -Ongoing maintenance and treatment systems -No cost to users monitoring at each property for 20 years. -Most costly alternative } 2. This alternative provides a cost-effective final remedy for a majority o t e groundwater impact area and protects the health of all residents of the impacted area. Alternative 2, the connection of all potential receptor properties to municipal water, provides a more costly but final remedy for the entire groundwater impacted area. Alternative 1, point-of-use treatment systems, is not feasible due to its high cost. 6.0 SHORT-TERM MONITORING As part of their Consent Order, the CTDEP has requested that the Town of South Windsor conduct monitoring at 28 parcels located in the study area. Please review this document and forward any comments or questions to me at your earliest convenience. Note that this document is in a standard DPUC approved format; changes may require their approval. We can discuss this document further when we meet next week at DEP. In regards to the items identified in Fuss & O'Neill's memo to you relative to DEP requirements the following is offered. CWC requested a pre-qualification of bidders to avoid the potential issue of disqualifying an unacceptable contractor. This was done on at least three DEP funded projects in the past. John King of CWC provided F&O specifics on how this was accomplished in the past in December. If there is a problem doing it on this project we will adjust accordingly. CWC will allow the Town's consultant to perform the inspection of the water main project with the provision that they provide documentation back in our standard record keeping and mapping format. This applies to the service line installation as well. We will discuss the specifics with F&O, as we get closer to construction. CWC employees will do the actual water main taps for the service connections. The standard fee for this service is applied in the above referenced Agreement. CWC has a material specification for additions to our facilities. This is currently being revised and will be available for inclusion in the bid package. The water meters are provided by CWC at our expense, they should not be part of the bid. The meter setting devices can either be provided by CWC or purchased directly by the contractor at the cost of the Town. Additionally, you asked for information about proper service line locations to each home. The service lines should run perpendicular from the water main into the front of each home. You should obtain a sketch that includes the approximate well and septic system locations from each property owner to determine if this is possible. We would like to meet with you and review the property information and determine the appropriate service location on each lot. Feel free to call me with any questions on these items prior to our meeting. S!'pjerely, _ f I Daniel F. Lesnie Jr. Manager of Region Operations Xc: M.J. Cunningham M. Anderson, F&O M.
