Schnitzer 500 Felt Road (Lot 17) South Windsor, Ct. 06074 Dear Mrs. & Mr. Schnitzer-: The Department of Pollution Control of the Town of South Windsor investigated a complaint of a septic field problem on your property and observation was made of sewage surfacing in side yard. Specifically, the violation of the Public Health Code is _the discharge of sewage to the surface of the ground. VIOLATION: Section 19-13-B20b- (f) of the Public Health Codeof the State of Connecticut AUTHORITY: Section 19-13-B2 and 19-13B20b (a) of the Public Health Code of the State of Connecticut and Section 19-79 of the General Statutes. It is my opinion that violations do exist in certain areas as there is a continual presence of a pungent septic odor in the catch basin located on the northwest side of the intersection of Felt Road and Birch Hill Drive. This condition also exists at the intersection of Felt Road and Palmer Drive. My concern is that a number of the property owners on Felt Road, Palmer Drive and Deepwood Drive have connected to the sanitary sewer system. Some of these properties were experiencing problems in past years. However, the condition and odors remain even though certain properties have connected with the system. It appears logical, based on ground conditions and elevations, that the properties on Birch Hill Drive might be cause of the continued odor and run-off. I would appreciate your having Mel Edwards make the necessary tests and inspections prior to the end of May with a report in my possession by the end of the month. Thank you, in advance, for having this matter resolved. Sprenkel - Town Manager From: Melvin Edwards, Jr. Superintendent of Pollution Control Subject SEBASTIAN PETROLITO, 115 PIERCE ROAD COMPLAINT 25 74 At 1410 on 01 July Inspector .Ralph Starkweather and I visited the subject premises and spoke with Mrs. Petrolito and her daughter. Mrs. Petrolito appeared to have difficulty in understaxding our purpose, and the daughter was reluctant to allow us to inspect the property unless her husband was home. Just as we were preparing to leave, Mrs. Petrolito's son.-in.-law caste home from work. We spoke with him, and' he,refused, permission for our inspection without prior discussion. with Mr. Petrolito. Our incoming phone log shows that Mr. Flint - the sox-in-law - called the Plant.at 1507 and asked that I call him. I did so at 1555, and he stated that he had spoben with Mr. Petrolito and that it was permissible for us to ixspect the premises the full- owing day after 1530. We returned at the appointed time ex 02 July and were met by Mr. Flint who showed us around the property. The back yard is approximately 150-feet wide and 35-feet deep before it runs into swamp, leaving a very small area for a leaching field. There are three (3) semi-covered pipes leading from the house towards the swamp - two (2) of which are tied into the roof gutter leaders and: discharge onto the lawn. The third runs into the edge of the swamp, after exiting from the house directly beneath the vent stack. According to Mr. -Flint this is the discharge from his sump pump. There is a slight septic-type odor detectable at the pipe outfal1, but this is not proof positive that the pipe is a septic discharge. The odor could be from the stagnant swamp water. As my next step I am forwarding a dye test permission sheet to the owner of this property. Also, on 23 August, 1973, I accompanied a State Health Department inspector on a general survey of this area. I have requested a copy of his report. I will provide You with a copy as soon as it becomes available, and keep you posted on any further developments. Therefore, I suggested to your son.-in.-law the possibility of our performing a dye test ax the various plumbing facilities of your home. This test merely consists of the introduction of a water-soluble powder into your facilities and ekeckixg for traces in the ground adjacent to your septic field. At the request of your son-in-law, I am forwarding a form which must be signed by you - allowing the Town to perform this testing. Mel Edwards, Acting Superintendent of the Water Pollution Control facility accompanied Mr. Guzinski on the investigation. The area in question appears to.be swampy with relatively ge formation o' a st:_gn,_1ted pond which may serve as a mosquito obreeding or aarea. Itishe possible that this drainage could be improved by the lowering of the culvert which Passes under Pierce Road. During the course of the investigation, 2.7r. Guzinski noted a laundry discharge to the surface of the ground near the pond from the residence of J. Truesdale at 9 Pierce Road. This is in violation of the Public Health Code of the State of Connecticut and it is recommended that orders be issued through your office for correction of this violation.. by disposal of laundry wastes in a manner approved by the Public Health Code. Wiggin, Director -cs Environmental Health Services Division From: Robert J. Guzinski (! Sanitarian Trainee In r,)sponse to a telephone complaint, the writer and Mel Edwards, acting superintendant of pollution control, made an inspection of a pond bordering on the Truesdale property. Mrs. Truesdale's mother stated that approximately seven years ago when two adjacent lots had 'oxen sold and houses built upon them, a drainage brook had been blocked, causing the forliiation of the pond. At the present, the pond is stagnant and covered with algae. It was suggested that one of the neighbors had a sewage over- flow but none was detected upon lator investigation. However, there is a direct surface laundry waste discharge near the pond emitting via hose from the Truesdale residence. The area in question is swampy with poor drainage. Water is drain- ing through a. culvert under Pierce Road but the pipe is too high to allcw complete drainage. Because the neighbors were notat home during the time of the inspection and high vegetation and large dogs in the area, a com- plete inspection of the drainage of the pond was not attempted. C ONCLUS ION As the land is generally lower than the culvert across Pierce Road, it appears that any effort to clear the drainage brook would have minimal results. Also, the surface laundry discharge on the Truesdale property should be corrected with a subsurface system. Our church property at 300 Buckland Road, South Windsor, has a small stream flowing through it. Some time before we purchased the property, one of the neighbors erected a dam impeding the flow of the stream and causing a pond to form on our pro- perty. In the beginning this posed no recognizable problem for us because for the first two years we awned -the land we had no church building on it. But now the back- up caused by the water retained by the dam, at various seasons of the year, is creat- ing problems forour septic system. It was because of the problems being caused to the septic system.that we thought this matter might fall within the jurisdiction of the State Health Department. If it does not, we would appreciate hearing from you where we might turn for help. We have already approached the town of South Windsor, but they said they could be of no help in this regard. Thank you for any assistance you might be able to give us in this matter. Sincerely yours, Pastor Karl R. Gurgel uEALTti _. 1 'JI E. <I . Sprenkel - Town Manager From: Melvin. Edwards, Jr. - Pollution Control Superintendent Subject: Maskel Road Complaints; Preliminary Report On Per your direction this Department has conducted various investigations on properties located on the east side of Maskel Road. 0n the morning of 17 June we tried to contact several of the homeowners, and spoke with three (3) of them at some length. At 0950 we inspected the property of John. E. Loker, known as House # 148. There is no apparent system failure here. The run-off to the catch -basin on the R.O.W. appears to be caused by storm water and roof leaders. At 1005 we spoke with Mrs. Robert D. Crawford of House # 132. They are in the process Of re-landscaping after an in-ground pool installation. The landscaper exposed the end of one (1) leaching trench; however, extra backfill has been placed to correct 'this, along with contouring in conjunction with grading around the pool. There is an erosion problem because of the new fill around the pool and this is causing some run- off; however, this should be cleared up after new grass has set. At 1020 we spoke with Mrs. Edward W. Reinhardt of House # 160. There is no apparent field failure here; however, the runoff on her property is septic during rainy periods due to a field failure next door. Our next stop, at 1035, was at. House # 174 where we spoke with Mrs. Philip 0. Stoddard. The septic system on this property has definitely failed. In fact, there almost seems to be an underground spring gelling up at times in the immediate vicinity of the distribution box for this field. Most of the trench ends appear to have blown. out, as if from pressure. We advised Mrs. Stoddard that she would be hearing from the Director of Health on this matter. Other than the above mentioned failure, hone of the houses checked show signs of system collapse. However, everyone to whom we talked did remark that their fields have a strong tendency to overflow during the Spring. All expressed the feeling that rising g=uxdliwater at this time of the year was the major cause of problems n. the area. The entire hillside behind these homes is honeycombed with springs and climbs quite steeply to the power company R.O.W. The springs are a constant problem - especially in the case of 174 Maskel. At the time of building there was some work done on the installation of a curtain drain to the rear of all these properties, as shown by the ' red line on the attached drawing. The complaint is silent regarding a time limit to correct the complaint. I cannot find a statuatory requirement regarding the time required to correct the condition. This complaint has existed fflr a considerable period of time. Warm weather is rapidly approaching and the condition in the rear yards adjacent to the Keating property is such that the property owners cannot use their property. IL Please contact Dr. Turek and request that a specific time period be given to correct this situation. I do not want the time period to run well into the summer months. We have been aware of this condition for too long a period of time and we should not be subjecting neighbors to this oder and problem during summer.
