Mr. Shaw, Asst. Director of Public Works, informed me that no engineering plans were submitted to the Water Pollution Control Authority--but rather, a previously drawn plan with a line indicating the approximate location of your proposed sewer connection. You are indeed correct that the issue regarding your failing septic system has been protracted; however, it was always the Town's intent to work with you and your neighbors for a solution that was agreeable rather than punitive. Mr. Shaw has assured me that, with the submission of appropriate plans provided by your Engineer and accepted by the WPCA, your sewer installation can move forward as expeditiously as possible. If. there are any further questions regarding the Town' s position relative to appropriately engineered sewer installations, please do not hesitate to call my office. very truly yours, Manager JEZ:prb cc: C. TAX IDENTIFICATION NUMBER MEMORANDUM February 9, 1988 To: C. F. Shaw, Assistant Director of Public Works and Superintendent of Pollution Control Re: 374 Abby Road The above-referenced property has recently been renovated and increased in size. There is no record available as to the type and size of septic system which serves the dwelling. A septic tank cleaner has indicated that the septic tank is of metal construction, and is apparently still functioning properly. However, since use of metal septic tanks was discontinued long ago, this tank cannot be expected to be functional for much longer, nor can the leaching area associated with it, if they were both installed at the same time. The system currently is not failing. At the request of the propertyowner, I observed a series of deep observation pits on the property to determine the feasibility of installing a new septic system. The majority of these pits con- tained ledge close enough to existing grade to preclude a normal septic system installation. The system, if installed in this area, would have to be a filled and most likely pumped system. Several test pits had ledge -deep enough to allow a non-filled or pumped system to be installed. However, it is currently unknown-If this "usable:'area" is Buff"icient"'in" size '-to afilow--the nsta.11at- on ' of the required amount of leaching area. Additional test pits may have to be dug to determine ledge grades in this area. The well serving this dwelling is presently located closer than seventy-five (75) feet from the septic tank. The location of the leaching area is unknown. The State Public Health Code does not currently allow the installation of a septic system within 75 feet of a well. The "usable area" referred to above is as close as 25 - 35 feet from the existing well. If this area were to be used- for septic system installation, use of the well would have to be discontinued and a new well drilled. In summation, although the present septic. system is not currently failing, the limited knowledge about it would indicate that it cannot be expected to function too much longer. The lot is large enough to accomodate a new septic system; however, an engineer design would be needed and the system may have to be filled and pumped. Also, a new well may have to be drilled to provide proper separating distances. Robert Dept,YAa, R.S. Beldon Road - 30-lot subdivision ( 6apuano Builders/Developers -plans by Design Professional of South Windsor - dated February 1, 1990 - Pages 6-17 of 18 pages; 6 of 18, through pages 7-18 inclusive. ) Steve Colbath of Design Professionals presented blueprints of a proposed 30-lot subdivision, which had received approval from other town agencies and had been reviewed by Mr. Shaw and the engineering staff. Mr. Colbath discussed the location of the proposed sewer lines and shown on the blueprints. The commission approved the 30-lot sub- ` division sewer system as shown on the blueprint presented with lateral lines appropriately placed, on motion made by C. Westbrook, seconded by R. Dickinson, and by a-.unanimous vote. 2. #374 Abbe Rd., Extn. - .Kirby Holcombe - Sewer Discussion Kirby Holcombe, property owner at 374 Abbe Rd., Extn. , discussed the prospect of connecting into the sewer lines owned by Arthur Plumley of 341 Abbe Rd. , Extn. He felt to make that connection- was too costly. Mr. Carino noted that when a line is put in to serve an individual 's property, it is the policy of the Commission that it is- shared by those involved. Mr. Plumley had previously opted to pay for the installation of a sewer line to his property, and if another property owner connects to it, that property owner should share a portion of Mr. Plumley's costs. Mr. Carino explained that if no one connects to Mr. Plumley's line, Mr. Plumley bears the entire cost of the installation. If another property owner wishes to connect, he should pay a fair share to Mr. Plumley. Mr. Holcombe felt it was not cost effective for him to connect. Mr. Carino said the W.P.C.A. had sought funding for this project, but was turned down by the Town Council . 3. Manchester Sewer Agreement - Reference letter from Town of Manchester dated December 4, 1990 Representatives from the Town of Manchester discussed the proposed sewer lines needed to get started on their projects, the anticipated gallons of flow per day, and presented blueprints of areas which would be affected. The Commission granted conceptual approval to the Town of Manchester on motion made by A. Falzarano, seconded by R. Dickinson, and by a unanimous vote. Mr. Carino asked that plans and specifications be made available to the Commission and said he would notify the Town Council of the conceptual approval . 4. Pond Estates at Red Rock Jay Giles of Fuss & O'Neill , a Manchester engineering firm, presented specifications and plans for a 25-acre, 20-lot subdivision. He sought the Commission's approval for a gravity feed line. After much discussion and reviewing the prints, a motion was made by C. Westbrook to approve the sub-division with a gravity feed line as shown on the Key map - Pages 2-16, 7 of 16; Page 15 of 16, dated August 17, 1990, subject to the South Windsor staff's technical approval and Manchester's approval relative to South Windsor's sewer agreement with Manchester and their requirements. C. Fletterick seconded the motion and it was approved by a unanimous vote. 374 Abbe Road Ext. South Windsor, Conn. 06074 April 23, 1991 Ms. Jean E. Zurbrigen Town Manager Town of South Windsor 1540 Sullivan Ave. South Windsor, Conn. 06074 Re: Connection to sewer line. Dear Ms. Zurbrigen, Today my sewer contractor was denied a permit to begin construction of a sewer line to serve my home. The sewer connection fee and the $1,300.00 payment to my neighbor required by the sewer commission had been paid. At the March 19,1991 meeting of the sewer commission my plan for the sewer connection was approved by the commission and m The Town was told I was looking to connect the first y plan submitted. thought everything was set. part of April. I Discussions with the Town Sewer Commission about connection to the Town line have been going on for 21 years now. The Town holds a bond in the amount of $10,000.00 primarily because my well is to insure correction of the problem, too close to my septic field. My septic field has now failed and is an odorous problem for my neighbors and the leaching effluent threatens to contaminate my well. I am presently having my well water tested. If I find it to be contaminated I intend to hold the Town of South Windsor responsible. For 21 years now I have pursed a reasonable solution to my sewage disposal problems. The Town has moved painfully slow and has delayed and obstructed my efforts to solve this problem. My intention would be to recover from the Town the cost of a new well and the $1,300.00 paid my neighbor if a different solution is necessary. Please, can we not resolve this situation in 'a timely manner. Ve t 1 urs, Ki olcombe cc: Attorney M. Ft + I`ti, WATER POLLUTION CONTROL AUTHORITY ' TOWN OF SOUTH WINDSOR March 7, 1990 Mr. and Mrs. Arthur L. Plumley 341 Abbe Road Extn. South Windsor, CT 06074 Dear Mr. and Mrs. Plumley: The Water Pollution Control Authority recently presented its pro- posed budget - fiscal year 1990-91 - to the Town Manager. After much discussion and deliberation with town staff, including the town finance officer, Mr. Shaw and myself, the manager deter- mined that funding is not available for sewer lines on Abbe Road Extension, and that item has been removed from our budget. As you are aware, it has not been determined that there is a serious health hazard and there are economically feasible alternatives open to you and, if undertaken in compliance with town requirements, would be acceptable to the town. If you wish to discuss these alternatives with the Commission, please contact our office. Sincerely, Joseph Carino Chairman JC/br 3/7/90 MEMORANDUM September 5, 1989 To: C. F. Shaw, Assistant Director of Public Works (&) Superintendent of Pollution Control Re: 341 Abby Road Extension On Friday September 1, 1989, the property-owner excavated the distribution box of his septic system as suggested in this Department's letter to him dated 8-17-89 (copy enclosed) . This distribution box was not tipped or dislodged as had been theorized and therefore is not the causative factor of the failing septic system. The distribution box was observed to be full to overflowing with effluent (above the top of the outlets) from the septic tank, indicating that the two existing drywells are no longer capable of absorbing effluent as quickly as it is discharged to them, thus leading to system failure. Solid material from the septic tank was also observed in the distribution box. Solids should be retained in the septic tank by means of a baffle at the outlet end. The property owner indicated that he recalled the septic tank baffle being broken but he could not recall if it had been repaired. If it was not repaired, solids could have entered the leaching areas (two existing dry wells) and clogged them, thus preventing leachate from being absorbed. It is currently unknown if indeed. this is the situation. Excavation of the dry wells could determine if this is the situation or if they are naturally no longer capable of functioning. The property-owner was informed by this department that this further exploration may or may not produce positive results and could be done or not, at his discretion. Whatever the cause, the system is presently not functioning properly and does indeed have periods where effluent does surface on top of the ground. Robert Deptula, RS Environmental Health Officer r 40wN sf'q co 7OW;n 071e 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 soe.CC oN AREA CODE 203/644-2511 August 17, 1989 Mr. Arthur Plumley 341 Abby Road Ext. South Windsor, CT 06074 Dear Mr. Plumley, As we have discussed, due to the physical flow pattern within a septic system (from the dwelling to the septic tank which retains solids, to the distribution box which disperses effluent equally to the leaching areas) it may be possible that an adjustment(s ) of the distribution box may solve the septic system problem. As indicated above, the purpose of the distribution box is to equally distribute liquid to the respective leaching areas . If, during the process of backfilling the system, or if because of settlement after construction, the distribution box became tipped, equal distribution may not be occurring within the system. Therefore, in this particular case, one of two drywells (leaching areas ) may be receiving all of the effluent from the dwelling, thereby causing premature failure of this one leaching area, with the other dry well not receiving any effluent. To determine if this has happened, the distribution box would have to be excavated. This is a fairly simple process which can easily be accomplished within one hours time by using a hand shovel . Once the distribution box is excavated the cover would be removed and the flow of leachate from it would be observed. If indeed, all effluent was flowing to one leaching area, adjustments would be made to equalize the flow. As a worse case situation, the distribution box may have to be replaced. This can also be accomplished by use of only a hand shovel, probably within several hours time. This department would be eager to provide Technical assistance to you if you so desire. If you have any questions or if I can be of further assistance, please contact me at the South Windsor Town Hall 644-2511 extension 248 . &4 .PJ Robert Dep ula, R.S . Water Pollution Control Authority ` Town of South Windsor ; South Windsor, CT 06084 RE: Request for sanitary sewer service fJ. Kirby Holcombe and Arthur Plumley, Abby Road Extension Dear Chairman Carino, At the January 2 , 1990 meeting of the WPCA the subject request for sanitary sewer service report discussed. preparedAtanalyzing that eand u directed that a detailed and benefits of providing sewer service comparing the costs as requested versus the replacement or repair Thisfdocumentuwill sewage disposal systems (septic systems) . provide you with that analysis and comparison for your consideration and action. (see attached correspondence of obert319/88a, South Windsor Environmental Health officer, 2/ improperly and 9/5/89) . These parties are suffering and unattractive functioning internal plumbing systems , unhealthy ro erty outside yard conditions , andeviouslyt decreaseing requestedthe1advice value. Both parties have p and assistance of the Env inonthesel' Heal t officer regarding on site means of correcting (Sub- soils in this area are a Tisbury silt lloam, a soil which characteristically suffers from a widely and underlain by er table, close to the surface in the spring a compact layer causing poor internal drainage. - 1 - ALTERNATIVES TO SANTITARY SEWER SERVICE 374 Abby Road; Property of J.Kirby Holcombe The existing septic system at this property violates the Public Health Code in three areas. 1.Septic Tank is steel and too small. 2.Leaching area is too small. 3 .Well to septic system separating distance is not sufficient: 40" exists; 75" required. This is a dangerous combination. If the leaching area is too small and the well too close, there is a real danger of well-contamination. Recent tests pits excavated by Mr. Holcombe in the presence ' of the Environment Health Officer indicated the possibility of expanding the existing leaching area. If such an expansion was done, the existing steel septic tank (probably 1000 gallon capacity) should be replaced by a concrete tank of 1250 gallon capacity. Further, the existing well must be abandoned and a new well drilled. (Note: Testing showed that relocating the leaching area is not feasible or practical because ledge in other parts of the property is so shallow that the Public Health Code requirements would again be violated) . A COST ESTIMATE FOR THIS WORK IS AS FOLLOWS. Pump, disconnect, remove and replace existing septic tank: reconnect to system. $3200. Enlarge leaching area $2000. Disconnect, fill existing well, drill and reconnect new well to house plumbing and electric $4500 TOTAL $9700. This work would provide a workable septic system for this property. However, the normally required system reserve area would not be addressed. Further, because of the -high ground water table, a continuing possibility of ground water contamination would still exist. 341 Abby Road, Property of Arthur Plumley. The existing septic system violates .the Public Health Code in four areas : 1 . Septic tank too small 2. Leaching area too small 3 . Insufficient separating distance between bottom of drywell and ledge 4 . Possible unbaffled septic tank. 2 - This septic system is and has been documented as failing since March, 1988 . Raw sewage effluent surfaces in the yard. The Environmental Health Officer has suggested that an unbaffled septic tank may be allowing solid wastes to enter and clog the leaching areas. To correct this problem, the existing septic tank and dry wells must be removed; the septic tanks replaced, and a new leaching field installed. In order to install an adequately sized new leaching field, Public Health Code requirements defining separating distances to the pool, to the property lines, and to the storm sewer pipe which runs along the south . edge of this property must be waived by the Environmental Health Officer. If these waivers were granted, the cost of this work would be as follows: Pump, disconnect, remove and replace existing septic tank, reconnect to system $3 ,200 . Remove dry wells , install new leaching fields , reconnect to septic tank $5 , 000 . $8 , 200 . Again, this work would not provide a reserve area or address the problem of possible ground water contamination. SANITARY SEWER CONSTRUCTION - In November, 1989 , Lucek Engineering Associates proposed a plan for extending sanitary sewer service to these properties. The plan, as designed, would also provide sewer service to two additional properties at #331 and #355 Abby Road. Bids were solicited from area contractors, the low bid being $20 ,800 . 00 TOWN INCOME FROM ASSESSMENTS The WPCA staff has computed that assessment return to the town for the ..extension would be about $13 ,000 . broken down as follows : 331 Abby Road $2150 . & $400. connecting fee= $2550 . 341 Abby Road $2150. & `$40O-. -connecting fee= $2550 . 355 Abby Road $2883. & $400. connecting fee= $3283 . 374 Abby Road $4300. & $400 . connecting fee= $4700 . TOTAL $13 , 083 . The Town contribution would, therefore, be about $8000 . 00 . 3 - y i b ti SUMMARY From a comparison of the costs, to the property owners, and the town, it is obvious that the most cost-effective expenditure by all parties is the extension of the sanitary sewer. The sewer extension is a permanent solution to private and public health concerns . The sewer extension is a reliable solution which will function essentially forever. The sewer extension conforms to the Public Health Code and the expressed purpose to the WPCA. The sewer extension is the most logical and practical solution. Re e tfully mitt d, Emil W. Sewer Connection - 350 Abbe Road Extension (Kirby Holcombe) Mr . Holcombe was present to address the W. P . C. A. He said in the opinion of a drain layer regarding his septic system, it is on its way out . Mr . Holcombe said he had testing done on his property and there is alot of ledge. He said there is only one spot on the 2 acre piece of property that is suitable for a septic system. The problem is that the well is too close and would have to be moved . Mr . Shaw said Mr . Holcombe owns a lot just north of the second house that Mr . Kelley connected two properties into a single •. lateral several years ago . These two houses are located on the east side of Abbe Road Extension . Mr . Shaw said Mr . Deptula , the Environmental Health Officer, has looked at Mr . Holcombe ' s septic system and said it is in need of replacement and since the septic system is located so close to the well , Mr . Holcombe would have to go to the State for a variance . Mr . Shaw said Mr . Deptula feels that the State would allow Mr . Holcombe to do this . Mr . Shaw said in the past we have allowed two houses to connect to a single lateral . Allowing Mr . Holcombe to connect to thislateral and becoming. a third house on a single lateral , would be a first . Since this sewer line is on private property , it would require some kind of an easement or agreement even though the W. P . C . A. allows it . Mr . Holcombe said he has since discussed connecting to this line with the two property owners that are involved since the discussion he had with Mr . Shaw. There is a question as to whether they ran a 6 inch line all the way up to the property or they went with the four inch . Mr . Lanza asked if there was another alternative. l . -3- CxRIBIr Mr . Holcombe said he spoke with a neighbor acros the street and he said he would like to see the sewer line extended from where is stops now on Abbe Road Extension, which is where the cross country line comes in to Mr . Holcombe 's property .' Mr . Lanza asked if the lateral could be upgraded in 'order for Mr . Holcombe to connect to it . Maybe this would be the most , _ cost effective . Mr . Carino said there are different ways of handling this : I . -Extend the existing private lateral to the Kirby Holcombe residence to accommodate three houses instead of two . 2 . Make an engineering study to determine the feasibility Of putting in a sewer and extend the sewer from where we are at now as far as we think is necessary to service houses in that area . 3 . Treat this lateral and get an agreement between the property owners and then take it over as a cross country line with an easement . 4 . Look at the feasibility of just hooking in the Holcombe property and the possibility of coming across the frontage of the property and hooking some of these others into that line and service whoever we can . Mr . Carino asked Mr . Holcombe if he can use his septic system for a little while longer . Mr. Holcombe said "Yes . " Mr. Carino asked Mr . Shaw to discuss this matter with the Town Staff and report back to the Commission. (F) UNFINISHED BUSINESS 1 . Proposal for Developers Contributing to Upgrading the Benedict Drive Pump Station (Assessment Subcommittee) Mr . Lanza said .since Mr . Alexander is not present at this meeting he is not prepared to discuss this item. Mr . Minutes of Meetir.z 3 of 491 Buckland Road , South Windsor. The Project title is Roncalli at South Windsor, Roncalli Institute address is 421 Main Street , Cromwell . Drawing? Title is Sanitary Sewer Easements Sheet No. 1 of 1. The -approval will be subject to our acceptance and approval of the easement. It was seconded by Mr. Dickinson and voted approved by Mrs . 'les tbrook, Mr. Dickinson, Mr. Kupchunos , Mr. Carino and Mr. Lanza. Mr. Falzarano abstained . Mr. DeMallie said in response to a questior. from !'Irs. A motion was ma0e , seconded and approved that the commissior move on to (r) Item 2 on the adRenda which was a request for return of Connection Fee by Mrs . Sunderland of 1[t Strong Road who had ar- rived earlier as was noted on pare one of the minutes . The back- ground of this was that (lue to minor trouble with her septic system Mrs. Sunderland wanted to connect to the sewer line along Strong Road . She had understood the cost was going to be about $1,eOO. but when she went to connect , she found after hiring a contractor that the cost was going to be much more than $l,t00., possibly another $5000yplus because well was located in close proximity to where tree pipe going to the sewer would have to run and State regulations required a duct iron pipe rather than plastic . Costs were increased because there was no lateral going to the main line. Since she had already given the contractor y$800 for two ser)arate d,wellin: units in this house (2 connection fees of 00. each) the '000. check was paid to the Tourn and she had some concern about going ahead with the project. Her letter said that the problem went away. Mr. Sh nw had discussed this with the Town Sanitation Officer, the septic system is functioning adequately now and she would like to get the $800.00 back. A motion was made, seconded and approved to direct the Collector of Revenue of Town of. South Windsor to .refund her $800.00 payments for connection fees. Mr. Shaw told them he would send a letter to the Tax Collector this week and put the return of her money in motion. He said at that time , ` he was told he would -have to main the sewer if the pipe broke . Mr . Denshick said he asked who would maintain the pipe from his house to the road . Mr . Denshick said he has an agreement with the Town that they would maintain the line right up to his property. He was ' told that if anyone connected to his line , it would nullify any agreement that he made with the Town . Discussion followed . Mr . Shaw said in looking at the minutes , there was to be a single lateral to serve two properties . Mr . Carino said this is a private line . Therefore , the Town doesn ' t have any responsibilities for that line . Mr . Lanza said based on what the Town Sanitary says in his memo , there isn ' t a need for sewers at this time . (See Attached) . Mr . Arthur Plumley - 341 Abbe Road Extension Mr . Plumley said things are alright if the water table is down . When there is large usage, he gets water coming up and this creates a nuisance . He said instead of going to the expense of putting in a new septic system, he would rather be able to connect to the sewer . Mr . Shaw asked Mr . Plumley if he is experiencing problems in the house . Mr . Plumley said he has surface water . Mr . Bill Frank Jr . - 331 Abbe Road Extension Mr . Frank said sometimes he experiences backing up . He has only lived at this address since last April . Mr . Frank said the manhole is right at the end of the driveway . He said it is a logical assumption, at least to him, that he can tie-in to the manhole . Mr . Lanza asked Mr . Denshick if he would have any objections to Mr . Holcomb hooking into his lateral . Mr . Denshick said he believes if he allows this to happen, it will nullify the agreement he has with the Town. Further discussion followed . Mr . Lanza asked Mr . Holcomb what his feelings are regarding putting in a new septic system. Mr . Holcomb said other than the expense , we have to consider that there is alot of ledge in this area . Further discussion followed. Mr . Shaw said last fall , people from Berle Road came to the W. P . C . A. to ask for sewers in that area. He said that the position of the Commission is if there is no evidence of a failed system, the Town would not consider putting in sewers . However , the Commission did tell the Berle .Road residents that the Town would design a sewer and the sewer would be installed if the residents paid the entire cost . Further discussion followed . The Commission asked that the terms of the easement be looked at . The Commission also asked that Mr. Deptula report as to whether there is a house in that area that has a septic system failing . Mr . Dickinson asked that an 8 X 11 inch sketch of the properties on Abbe Road Extension be sent to the Commission members along with the agenda for the next meeting . The Commission was presented with a petition for sewers by the Abbe Road Extension property owners present . (See Attached) . w r ABBE ROAD EXTENSION - SANITARY SEWER ALTERNATIVES FACT SHEET Objective: Respond to request for sanitary sewer service made by owner (K. Holcomb) of property at 374 Abbe Road Extension. Current Status : Existing sanitary sewer on Abbe Road Extension terminates at a distance of about 300 feet south of said property. A common 6 inch lateral serves two lots (364 and 350) adjacent to and south of said property. There is no as-built plan for this lateral, nor is there an easement in favor of the Town of South Windsor. Extension of the sewer 300 feet along Abbe Road Extension to reach 374, would provide service to three other properties in this area. There is no evidence of a failure of the septic system at 374 Abbe Road Extention, and the present need to replace the septic tank is to satisfy a regulatory requirement. (Exhibit A) . There has been no petition received by the W.P.C.A. from a majority of the residents in this area requesting an extension of the sewers. Alternative Sewer Construction 1. Permit connection of 374 Abbe Road Extention to existing lateral serving 364 and 350 Abbe Road Extention - lateral remains private. 2. Mr. Jacques and his attorney, Michael Ziska were present at this meeting. I Mr. Carino said the Commission should corrdinate with the developer to see what his target dates are for completion of his projects. He said a reason- able number of houses should cause that pump station to funtion efficiently. I Mr. Ziska said he would like some idea as to which option the Commission would prefer. Mr. Carino asked the Commission which option they would prefer and they all agreed that they would prefer Option #3, with the understanding that we work on the percentage of completion of homes. Mr. Carino pointed out that he didn't want to enter into an agreement with T. & M. He said he just wants a two-way agreement with Mr. Jacques and the Town. Mr. Carino said T. & M. is still responsible for the station. If Mr. Jacques takes over the station, the obligation becomes his. I Mr. Ed Waltman of T. & M. was present at this meeting and he said T. & M. is agreeable to work with Mr. Jacques. CONN. 06074 ~asoR.00 AREA CODE 203/644-2511 September 14 , 1988 Members of the Town Council South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Councillors: RE: Abbe Road Extension - Sanitary Sewer Petition The Water Pollution Control Authority (W.P.C.A. ) requests Town Council consideration to fund a project to extend sewers on Abbe Road Extension. This project involves the construction of approximately 300 feet of gravity sanitary sewer that will serve four residential units . (Exhibit A, attached) This project is in response to a petition requesting sewer service signed by all the property owners; and the W.P.C.A. has determined by survey results that there is a need for sanitary sewers in this area. Background The first request for sewers in this area was made by the property owner at 374 Abbe Road Extension. A septic system inspection completed by the Town ' s Environmental Health Officer (Exhibit B, attached) indicated that while the existing septic system had not yet failed, there were signs that the system was near the end of its useful life, and that a costly replacement of the septic system would be required. The W.P.C.A. investigated alternative methods of assisting this property owner, which included this use of an existing lateral currently serving the properties - #364 and #350 ( Exhibit C, attached) ; it was concluded that a Town sewer was the most feasible alternative (Exhibit D , attached) . This property owner was informed as to the W.P.C.A. requirement that a request for sanitary sewer service must include a petition for such services signed by a . majority of the affected property owners. A petition was subsequently submitted to the W.P.C.A. (Exhibit E, attached) , and included three additional properties. Members of the Town Council RE : Abbe Road Extension - Sanitary Sewer Petition Page 2 . The Environmental Health Officer was requested by the W.P.C.A. to conduct a sanitary survey, the results of which indicated that at least one system was in the processing of failing (Exhibit F , attached ) The lots in this area are without city water service and therefore depend upon wells for potable water. The lots are not large, and because of the need for wells and other evidence suggesting the presence of ledge and a high ground water table, there are limited opportunities for installation of new septic systems . Because of these factors, the W.P.C.A. considered sewers to be the most reliable alternative to protect the public health in this area. Cost Analysis The W.P.C.A. considered the sewer avoidance costs of septic tank replacements in this area where there was ledge, limited lot size (AA30) , and no city water, and it was determined that such costs for each property owner would be in the range of between $6 ,000 and $8 ,000 . The cost to the property owners for sanitary sewers were calculated as follows: #374 #355 #341 #331 1. Sewer Assessment Base Charge $1 ,000 $1 ,000 $1,000 $1 ,000 Frontage 2,400 1 ,284 1,200 1 ,200 Lateral 350 350 350 350 2 . Connection Charge 400 400 400 400 3 . House Connection 1,500 1,500 1,500 1,500 Total $5 ,650 $4 ,534 $4,450 $4 ,450 Furthermore, the Town Public Works Department plans to overlay Abbe Road Extension later in this fiscal if accepts the recommendation of the W.P.C.A.year to ; the Council fund said sewer construction on Abbe Road Extension, then this work should be completed before the road resurfacing work is started in the Spring of 1989 . Members of the Town Council RE : Abbe Road Extension - Sanitary Sewer Petition Page 3 . Sanitary Sewer Design and Project Cost Estimate In consideration of the aforementioned factors, the W.P .C.A. pursued the alternative involving sanitary sewer construction. Several different alternative ways of sewering the area were considered by the W.P.C.A. ; the alternative selected by the - W.P.C.A. as the most cost effective alternative is shown in the attachment labelled "Exhibit E" . This alternative involves a 300 foot extension of the existing sewer within the roadway and will serve the properties at #331 , #341 , #355 , and #374 . This sewer extends to the top of the wasteshed in this particular area; properties to the north of this area will gravity drain toward the existing sewer on Rosemary Lane. The Town ' s Public Works Department has estimated the project cost at $45,350 . Funds collected from sewer assessments will total $11 ,484; therefore, a source of funding is required • for the balance of $33,866 . At the request of the propertyowner, I observed a series of deep observation pits on the property to determine. the feasibility of installing a new septic system. The majority of these pits con- tained ledge close enough to existing grade -to preclude a normal septic system installation. The system, if installed in this area, would have to be a filled and most likely pumped system. Several test pits had ledge deep enough to allow a non-filled or pumped system to be installed. However, it is currently unknown if this "usable area" is sufficient in size to allow the installation . of the required amount of leaching area. If this area were to be used for septic system installation, use of the well would have to be discontinued and a new well drilled. In summation, although the present septic system is not currently failing, the limited knowledge about it would indicate that it cannot be expected to function too much longer. The lot is large enough to accomodate a new septic system; however, an engineer design would be needed and the system may have to be filled and pumped. Also, a new well may have to be drilled to provide proper separating distances. Robert Deptula, R.S. Environmental Health Officer .a Robe Af b' jo.,n T. Bi//y W. d LeJ//e V. Communications and Petitions from Council Mayor Havens asked Town Attorney Ralph Alexander to review South Windsor's contract with the Connecticut Resource Recovery Authority (CRRA) in light of the article about the CRRA which was in the Sunday, April 30th, Hartford Courant. Mayor Havens read his annual budget statement, attached hereto as Exhibit A. Councillor Ryan distributed to the Council a letter regarding the 89-90 budget, attached Exhibit B. Mayor Havens explained Exhibit C, entitled "Budget Appropriation Adjustments 1989/1990" . Councillor Streeter presented the Council with a letter regarding the budget, attached Exhibit D and Councillor Brown also presented a letter, Exhibit E. 12 . Public Participation Mr. Kirby Holcombe of 374 Abbe Road Extension asked that the extension of the sewer line to the Abbe Road Extension area be reinstated in the 1989-90 budget. Mr. Holcombe explained that the septic systems in that area are failing or near failure. Mayor Havens explained that this item was cut by the Town Manager before the budget reached the Council. Mayor Havens stated that although it was too late to address in this year's budget, it will be discussed by the Council at a future work session. Mr. Barry Guliano stated that he wanted to share his personal comments, not the Board of Education's, regarding the 1989-90 budget. He thanked the Council for the responsible way the cuts to the Board of Education's budget were handled. Mr. Fred Doocy of Ellington Road asked that the Council remember the "over 55" population that lives in South Windsor. He stated that the constant increase in taxes is making it prohibitive for retired people, many on limited income, to live in South Windsor. Mrs. Honora Futtner of Main Street stated that she felt the Council should communicate better to each other. CONN. 06074 SOR•co AREA CODE 203/644-2511 June 19, 1989 Members of the Town Council South Windsor Town Hall 1540' Sullivan Avenue South Windsor, CT 06074 Dear Councillors: RE: Abbe Road Extension - Sanitary Sewer Petition The Water Pollution Control Authority (W.P.C.A. ) requests Town Council consideration to fund a project to extend sewers on Abbe Road Extension. Background J - i The first request for sewers in this area was made by the property owner at 374 Abbe Road Extension. A septic system inspection completed by the Towns Environmental Health Officer (Exhibit B, attached) indicated that while the existing septic system had not yet failed, there were signs that the system was near the end of its useful life, and that a costly replacement of .the septic system would be required. The W.P.C.A. investigated alternative methods of assisting this property owner, which included this use of an existing lateral currently serving the properties - #364 and #350 (Exhibit C, attached) ; it was concluded that a Town sewer was the most feasible alternative (Exhibit D, attached) . This property owner was informed as to the W.P.C.A. requirement that a request for sanitary sewer service must include a petition for such services signed by a majority of the affected property . owners . A petition was subsequently submitted to the W.P.C.A. (Exhibit E, attached) , and included three additional properties . CK (T J Members of the Town Council RE: Abbe Road Extension - Sanitary Sewer Petition Page 2 . The Environmental Health Officer was requested by the W.P.C.A. to conduct a sanitary survey, the results of which indicated that at least one system was in the processing of failing (Exhibit F, attached) The lots in this area are without city water service and therefore depend upon wells for potable water. The lots are not large, and because of the need for wells and other evidence suggesting the presence of ledge and a high ground water table, there are limited opportunities for installation of new septic systems. Because of these factors, the W.P.C.A. considered sewers to be the most reliable alternative to protect the public health in this area. Cost Analysis The W.P.C.A. considered the sewer avoidance costs of septic tank replacements in this area where there was ledge, limited- lot size (AA30) , and no city water, and it- was determined that such costs for each property owner would be in the range of between $8,000 and $10,000. The cost to the property owners for sanitary sewers were calculated as follows: #374 #355 #341 #331 1. Sewer Assessment Base Charge $1,200 $11,200 $1,200 $1,200 Frontage 4,000 2,140 2,000 2,000 Lateral 600 600 600 600 2 . Connection Charge 600 600 600 600 3 . House Connection 1,500 11500 11500 1,500 Total $7, 900 $6,040 $5,900 $5,900 Furthermore, the Town Public Works Department plans to overlay Abbe Road Extension later in this fiscal year; if the Council accepts the recommendation of the W.P.C.A. to fund said sewer construction on Abbe Road Extension, then this work should be completed before the road resurfacing work is started in the Spring of 1989 . Ex14isIr Members of the Town Council RE: Abbe Road Extension - Sanitary Sewer Petition Page 3 . Sanitary Sewer Design and Pro ect Cost Estimate In consideration of the aforementioned factors, the W.P.C.A. pursued the alternative involving sanitary sewer construction. Several different alternative ways of sewering the area were considered by the W.P.C.A. ; the alternative selected by the W.P.C.A. as the most cost effective alternative is shown in the attachment labelled "Exhibit E" . This alternative involves a 300 foot extension of the existing sewer within the roadway and will serve the properties at #331, #341, #355, and #374. This sewer extends to the top of the wasteshed in this particular area; properties to the north of this area will gravity drain toward the existing sewer on Rosemary Lane. The Towns Public Works Department has estimated the project cost at $48,871 . Funds collected from sewer assessments will total $17,340; therefore, a source of funding is required for the balance of $31,531 . The majority of these pits con- tained ledge close enough to existing grade -to preclude a normal septic system installation. The system, if installed in this area, would have to be a filled and most likely pumped system. Several test pits had ledge deep enough to allow a non-filled or pumped system to be installed. However, it is currently unknown if this "usable area" is sufficient in size to allow the installation of the required amount of leaching area. Robert Deptu1a, 'R.S. Environmental Health Officer RD/ml Robert M.-e Joers T. pi//y W.Z/Les/ie V. Mr. Holcombe stated that the Water Pollution Control Authority was petitioned last year and passed a resolution recommending that this extension be budgeted for in 1989-90 . Mayor Havens stated that money to fund the sewer extension had been cut from the 1989-90 budget by Town Manager Richard Sartor before it reached the Council. Acting Town Manager Jean Zurbrigen explained that Mr. Holcombe's septic system was found to be "not up to today's standards" , due to its proximity to Mr. Holcombe's well, when he did remodeling in his home which required a Certificate of Occupancy be signed off by the Town. Mr. Holcombe's system is not presently in failure. Mr. Arthur Plumley, also of Abbe Road Extension, asked to speak to the Council about the extension of the sewers. He stated that his septic system has failed and urged the Council to extend the sewer line to help his situation. Ms. Zurbrigen explained that Mr. Plumley's system was approximately 10 years old and that a swimming pool had been installed in the area of the leaching fields. Mayor Havens stated that he knew of other failed septic systems and questioned how extending sewers for only one area could be justified. Communications Deputy Mayor Kupchunos asked whether the Nevers Road Park could be sprayed for mosquitoes, especially when there are concerts planned at the park. Acting Town Manager Jean Zurbrigen replied that spraying can be done if the Town Council wishes, however, spraying has not been popular in the past with residents . It was decided that people attending the concerts can bring their own mosquito repellant. The Deputy Mayor asked whether town land on Nevers Road had been rented for agricultural purposes. Ms. Zurbrigen said she would check into the rental. The Deputy Mayor also stated that he would like the Council to send a message to South Windsor residents that South Windsor does not agree with the Supreme Court's decision on flag burning. He suggested that the Town make American Flags available to town residents at cost. There was discussion about other possible ways of showing South Windsor's support for the flag and it was decided that the Patriotic Commission, with Council involvement, should come up with some ideas on this matter. 5 . Town Manager's Report Acting Town Manager Jean Zurbrigen reported that the CRCOG Housing Compact was endorsed by all twenty-nine towns in the region. Ms. Zurbrigen also reported that she, Councillor Brown and Assistant Director of Public Works Fred Shaw attended the recycling meeting at CRCOG on Friday, June 23rd. Ms. Zurbrigen and Councillor Brown both stated that they were left with the impression that CRRA may become involved in the regional recycling process . It was the Council's consensus that action needs to be taken on a recycling plan in the near future. Ms . Zurbrigen went on to report that the CRCOG Policy Board approved the list of transportation projects as anticipated. - 2 - 12 16%3 4 r. r MEMORANDUM September 5, 1989 To: C. It is currently unknown if indeed this is the situation. South Windsor, CT 06074 Dear Mr. Plumley, As we have discussed, due to the physical flow pattern within a septic system (from the dwelling to the septic tank which retains solids, to the distribution box which disperses effluent equally to the leaching areas) it may be possible that an adjustment(s) of the distribution box may solve the septic system problem. This is a fairly simple process which can easily be accomplished within one hours time by using a hand . shovel. Once the distribution box is excavated the cover would be removed and the flow of leachate from it would be observed. If indeed, all effluent was flowing to one leaching area, adjustments would be made to equalize the flow. As a worse case situation, the distribution box may have to be replaced. Plumley, 341 Abbe Rd. , Extn.) Engineering Report After much- discussion concerning the ongoing sewer problems on Abbe Road Extension, the W.P.C.A. voted to recommend to the Town Council that a segment of sewer lines be installed on Abbe Road Extension. Mr. Shaw pointed out that the designed sub-surface disposal sewer was a feasible alternative to sewers. Both Mr. Shaw and Bob Deputal , town sani- tarian felt that the sub-surface disposal system was a practical and feasi- ble alternative and Mr. Deptula felt that on-site repairs were possible, but noted that no guarantee as to length of time it would be serviceable could be set. The Commission , considered that the area had health problems. There was also the possibility of obtaining waivers from the town sanitarian and/or State Health Department which, if granted, could make onsite repairs feasible. It wa noted that the state requires a reserve area equal in size i.e. if there is a 6O' by 40' leeching trench, there would have to be the same size piece of land in reserve in case the original trench failed. It was determined that a sewer system affords long term service and -that the property owners in the Abbe Road Extension area had waited long enough. Mr. Carino noted that if an alternative plan was -implemented, the property owners could be back to the Commission within five years - or it could last 20 years. He felt that before approaching the Town, Council , it would have to be determia--- just what the cost factor is, the health problems, and have a petition form th_ property owners. After polling the Commissioners, it was unanimously voted that the W.P.C.A. should go to the Town Council ,to request that a segment of sewer lines be installed on Abbe Road Extension. 2. South Windsor/Manchester Sewer Agreement Mr. Carino asked Mr. Shaw to provide a map of the area to be effected by the sewer agreement indicating just where the pipe lines would go in order to accommodate Manchester. He said that South Windsor had agreed to accept X number of gallons of sewerage into its system and said if it is necessary to modify the town's system to accommodate Mancheter, Manchester should have to share the cost. 3. Budget Discussion It was voted that the proposed cost of the Abbe Road Extension sewer system be included in the budget for the Fiscal Year 1990-91, in the amount of -approximately $50,000 for. a 300-linear foot gravity sewer. Lucek Lucek Engineering Associates, Inc. 490 Buckland Road South Windsor, CT 06074 Dear Mr. Lucek: This letter will serve to confirm this departments comments regarding your report to the Water Pollution Control Authority regarding the request for sanitary Extension. sewer service Of J. Kirby Holcombe and Arthur Plumley, Abby Road Reasons for request: Even though the septic systems may not conform to current standards, they would not be considered as violations since they are existing conditions, except for 374 Abby Road Extension which required the issuance of a C.O. which mandates compliance with all codes. The Hartford County soil survey accurately delineates soil types by area. However, it is necessary to dig deep test pits in the exact area that the system will go in, for verification of soil type. Alternatives to Sanitary Sewer Request: 374 Abby Road Extension Lucek Engineering has indicated that a seption tank cleaner has stated the tank is approximately 1000 gallons. The size of the leaching area is unknown. However, if it is the original installation, it is most likely undersized. If a new septic system were installed on this property it would most likely have to be filled, necessitating a pump to elevate above ledge, however, additional test pits may indicate a suitable area without fill. +l Mr. Emil W. Lucek Page 2 February 6, 1990 The well may also have to be moved. However, if the system has to be pumped anyway, it can be located far enough away from the existing well. The purpose of a filled septic design is to raise the system above ledge to meet code requirements. A reserve area would not be required for a repair. .341 Abby Road Extension At this point, since no deep test pits were dug, the separating distance between dry well bottom and ledge is only assumed. A new baffle could be installed in the septic tank. The existing septic tank would not have to be replaced unless it was deteriorating. A percolation test would be required to accurately size the septic system. Exceptions to certain sections of the Code may be granted by the local Health Department. A reserve area would not be required for a repair. The system would be installed per code requirements to maintain proper separating distance above ground water table. It is possible this may necessitate a elevated and pumped system. Yours very truly, Robert Dept la, R. S. Environment Health Officer cc: C. F. Shaw, Asst. Director, Public Works Supt. Kirby Holcombe and Arthur Plumley, Abby Road Extension Dear Chairman Carino, At the January 2 , 1990 meeting of the WPCA the subject request for sanitary sewer service as discussed. At that time, you directed that a detailed report be prepared, analyzing and comparing the costs and benefits of providing sewer service as requested versus the replacement or repair of individual sewage disposal systems (septic systems) . This document will provide you with that analysis and comparison for - your consideration and action. REASONS FOR RE Q It has been 11 documented that the properties of the arties to this request n sepli-semp t—ar ate, a e failing, and/or iolat the State of Connecticut Public Health Cod ( see attached correspondence of -Robert- Deptula, - South -Windsor Env ronmental Health Officer, 2/9/88 , 3/19/88 . and 9 5 89) . These Dar ies are suffering from improperly functioning internal plumbin s stem unhealthy and unattractive out ide yard conditio-n-s—, 75-n-d a resulting decrease in property value. -Both parties hav7 previously requested the advice and the Environmassistance- /ofth Officer regarding on site means of correcting these conditions. R ( Sub-soils in this area are a Tisbury silt loam, a soil- which characteristically suffers from a widely fluctuating water table, close to the surface in the spring and underlain by a compact layer causing poor internal drainage. ALTERNATIVES TO SANTITARY SEWER SERVICE - 374 Abby Road; Property of J:Kirby-Ho1-combe-•----- The existing septic system at this property violates the Public Health Code in three areas. 1.Septic Tank is steel and too mall . 2 .Leaching area is too small. = 3.We.11 to septic system separang distance is not sufficient: 40" exists; 75" required. This Is a dangerous combination. If the leaching area is- too small _ and the well too close, there is a real danger of well-contamination. Recent tests pits excavated by -Mr. Holcombe in the presence of the Environment Health Officer indicated the possibility of expand.i g the existing leaching area. If such ,an expansion was done, the . loon existing steel septic tank (probably 1000 gallon capacit should be replaced by -a concrete -tank of 1250 gallon capacity. Further, the existing well must be abandoned and a new well drilled. (Note: Testing showed that relocating the leaching area is not feasible or practical because ledge in other parts of the property is so shallow-that the Public Health Code requirements -would again be violated) . A COST ESTIMATE FOR THIS WORK IS AS FOLLOWS. Pump, disconnect, remove and. replace existing septic tank: reconnect to system. $3200 . _ Enlarge leaching area $2000 . Disconnect, fill existing well , drill and reconnect new well to house plumbing and electric $4500 TOTAL $9700 . This work would rovide a wor stem for this property. Howevere norma yy _uir_ed-_.syG.tPm reserve area would not be addresse Further, ecause_ of the high ground water table, a continuing possibility of ground water contamination would still exist. 341 Abby Road, Property of Arthur Plumley. The existing septic system- violates-the- Public-Health Code in four areas : ? 'OF 1 . Septic tank too small "' 2 . Leaching area too small 3 . Insufficient separating stance between bottom of dry well and ledge._ f i 4 . Possible unbaff led septic tank. -oar... 4*4—d A*t ' This septic system-is and has been documented as failing since March, 1988 . Raw sewage effluent surfaces--in the yard. The Environmental Health Officer has sugges"ted that an unbaffled septic tank wry y be allowing solid wastes to enter and clog the leaching areas To correct this problem, the existing septic tank and dry wells must be removed; the septic tanks` r laced, and -a new _leaching field installed. In order to install a adequately s-ed` new -leaching field Public Health Code requirements, defining separating distan es _to the pool , to the property lines , and to the storm sewer pipe high runs along the south edge of this property must be ward by he Environmental Health Officer. 2 - If the waiver were granted, the cost of this work would be as follows : Pump, disconnect, remove and replace existing septic tank, reconnect to system $3 , 200 . Remove dry wells , install new leaching fields , reconnect to septic tank $51000 . w $8, 200. _ Again, this work would not provide a reserve area or address the- problem of possible ground water contamination•._ Iu SANITARY SEWER CONSTRUCTION r- In November, 1989 , Lucek Engineering Associates proposed a -plan. for -- extending sanitary sewer service to these properties . The plan, as designed , would also provide sewer service to two additional properties at #331 and #355 Abby Road. Bids were solicited from area contractors , the low bid being $20 , 800 .00 - TOWN INCOME FROM ASSESSMENTS The WPCA staff has computed that assessment return to the town for the extension would be about $13 , 000 . broken down as follows : 331 Abby Road $2150 . & $400 . connecting fee $2550 . 341 Abby Road $2150 . & $400 . connecting fee $2550 . 355 Abby Road $2883 : &` $400 . connecting fee= $3283 . 374 Abby Road $4300 . & $400 . connecting fee= $4700 . TOTAL $13,083 . The Town contribution would, therefore, be about $8000 .00 .6W SUMMARY From a comparison of the costs , to the property owners , and the town, it is obvious that the most cost-effective expenditure by all parties is the extension of- the sanitary sewer. The sewer extension is a permanent solution to private and public health concerns . The sewer extension is a reliable solution -which will function essentially forever. - The sewer extension conforms to the Public Health Code and the expressed purpose to the WPCA. - - The sewer extension is the most logical and practical solution. _ 3 ca r 710v sou ?d&&40t e w 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONK. 06074 'IosoR,co' AREA CODE 203/644-2511 June 28, 1989 Jean E. These areas are addressed in the Health Code as areas of special concern. The code requires that new septic systems in areas of special concern be designed by a professional engineer. It also states that the local authority may require an engineered design for the repair and alteration of a septic system in an area of special concern. An example of an area of special concern would be maximum ground water table less than three feet below ground surface. In this particular situation a certain amount of fill material would have to be added to the existing grade to elevate the bottom of the septic system to the required height above the maximum ground water table so as to simulate as closely as possible naturally occurring conditions . The existence of site specific conditions such as in this example can be determined only by on-site observations . These observations could be accomplished only by the digging of several six to ten foot observation pits with a back-hoe and the digging of a percolation test pit to a suitable depth. It is the responsibility of the individual property owner to have the pits dug. t Engineer Design Septic Systems - Page 2 June 21, 1989 Engineered design septic systems are actually quite common since the Health Code defines many areas of special concern. These design plans are always reviewed on the local level and sometimes the State level as well, depending on circumstances . Each design attempts to alleviate the site specific problem(s ) and bring the installation into compliance with the State Health Code. From that perspective the installation would then be similar to systems installed in natural conditions and should have a similar life expectancy to those systems . Robert Dept la, R.S. South Windsor, CT 06074 Dear Mr. Plumley, As we have discussed, due to the physical flow .pattern within a septic system (from the dwelling to the septic tank which retains solids, to the distribution box which disperses effluent equally to the leaching areas) it may be possible that an adjustment(s ) of the distribution box may solve the septic system problem. As indicated above, the purpose of the distribution box is to equally distribute liquid to the respective leaching areas . If, during the process of backfilling the system, or if because of settlement after construction, the distribution box became tipped, equal distribution may not be occurring within the system. Therefore, in this particular case, one of two drywells (leaching areas) may be receiving all of the effluent from the dwelling, thereby causing premature failure of this one leaching area, with the other dry well not receiving any effluent. Robert Dep ula, R.S. Environmental-Health Officer Cc: C.F. Shaw Superintendant of Pollution Control/Assistant Director of Public Works MEMORANDUM September 5, 1989 To: C. F. Shaw, Assistant Director of Public Works (&) Superintendent of Pollution Control Re: 341 Abbey Road Extension On Friday September 1, 1989, the property-owner excavated the distribution box of his septic system as suggested in this Department's letter to him dated 8-17-89 (copy enclosed) . This distribution box was not tipped or dislodged as had been theorized and therefore is not the causative factor of the failing septic system. The distirubtion box was observed to be full to overflowing with effluent (above the top of the outlets) from the septic tank, indicating that the two existing drywells are no longer capable of absorbing effluent as quickly as it is discharged to them, thus leading to system failure. It is currently unknown if indeed this is the situation. Excavation of the dry wells could determine if this is the situation or if they- are naturally no longer capable of functioning. The property-owner was informed by this department that this further exploration may or may not produce positive results and could be done or not, at his discression. Whatever the cause, the system is presently not functioning properly and does indeed have periods where effluent does surface on top of the ground. Robert Deptul , R.S. Environmental Health Officer RD/ml Lucek- Engineering Associates,-Inc. - - r' - Consulting Engineers & Land Surveyors - 490 Buckland Road South Windsor, Connecticut 06074 - Emil W. Lucek, PE, LS Telephone (203) 644-2474 January 23 , 1990 Mr. Joseph Carino,Chairman Water Pollution Control Authority Town of South Windsor - South Windsor, CT 06084 RE: Request for sanitary sewer service of J. Kirby Holcombe and Arthur Plumley, Abby Road - Extension Dear Chairman Carino, At the January 2, 1990 meeting of the WPCA the subject request for sanitary sewer service as discussed. At that time, you directed that a detailed report be prepared, analyzing and comparing the costs and benefits of providing sewer service as requested versus the replacement or repair of individual sewage disposal systems (septic systems) . This document will provide you with that analysis and comparison for - your consideration and action. REASONS FOR REQUEST It has been well documented that the properties of the parties to this request contain septic systems that are inadequate, are failing, and/or violate the State of Connecticut Public Health Code. (see attached correspondence of Robert Deptula, South Windsor Environmental Health Officer, 2/9/88, 3/19/88 . and 9/5/89 ) . These parties are suffering from improperly functioning internal plumbing systems, unhealthy and unattractive outside yard conditions, and a resulting decrease in property value. Both parties have previously requested the advice and assistance-- of the Environmental Health Officer-regarding on site means of correcting these conditions. - (Sub-soils in this area are a Tisbury silt loam, a soil- which characteristically suffers from a widely fluctuating water table, close to the surface in the spring and underlain by a compact layer causing poor internal drainage. ALTERNATIVES TO SANTITARY SEWER SERVICE - - - 374 Abby, Road; Property of J.Kirby Holcombe -The existing septic system at this property violates the Public Health Code in three areas. 1.Septic Tank is steel and too small. -2.Leaching area is too small. 3.We11 to septic system separating distance is not sufficient: 40" exists; 75" required. -- w 1 - This is a dangerous combination. If the leaching area is. too small and the well- too close, there is a- real danger of well-contamination. Recent tests pits excavated by -Mr. Holcombe_ in the presence of the Environment Health Officer indicated the possibility of expanding the existing leaching area. If such •an expansion was done, the existing steel septic tank (probably 1000 gallon capacity) should be replaced by -a concrete -tank of 1250 gallon capacity. Further, the existing well must be abandoned and a new well drilled (Note: Testing showed that relocating the leaching area is not feasible or practical because ledge in other parts of the property is so shallow that the - Public Health Code requirements -would again be violated) . A COST ESTIMATE FOR THIS WORK IS AS FOLLOWS. Pump, disconnect, remove and replace existing septic tank: reconnect to system. $3200. _ Enlarge leaching area $2000. Disconnect, fill existing well , drill and reconnect new well to house plumbing and electric $4500 TOTAL $9700. This work would provide a workable septic system for this property. However, the normally required system reserve area would not be addressed. Further, because of the high ground watertable, a continuing possibility of ground water contamination would still exist. 341 Abby Road, Property of Arthur Plumley. The existing septic system violates the Public Health Code in four areas : 1. Septic tank too small 2 . Leaching area too small 3 . Insufficient separating stance between bottom of dry well and ledge. 4 . Possible unbaffled septic tank. This septic system-is and has been documented as failing since March, 1988 . Raw sewage effluent surfaces---in the yard. The Environmental Health Officer has suggested. that an unbaffled septic tank may be allowing solid wastes to enter -and clog the leaching areas. To correct this problem, the existing septic tank and dry wells must be removed; the septic tanks replaced, and a new leaching field installed. In order to install an adequately sized new leaching field, Public Health Code requirements_ defining -separating distances to the pool, to the property lines, and to the storm sewer pipe which runs along the south edge of this property must be waived by the Environmental Health Officer. - - 2 - - If the waiver were granted, the cost of this work would be as follows: Pump, disconnect, remove and replace existing septic tank, reconnect to system $3 , 200 . Remove dry wells , install new leaching fields , reconnect to septic tank $5,000. $8 ,200 . - - Again, this work would not provide a reserve area or address the problem of possible ground water contamination. - SANITARY SEWER CONSTRUCTION In November, 1989 , Lucek Engineering Associates proposed a -plan. for - extending sanitary sewer service to these properties . The plan, as designed, would also provide sewer service to two additional properties at #331 and #355 Abby Road. Bids were solicited from area contractors, the low bid being $20 ,800. 00 TOWN INCOME FROM ASSESSMENTS The WPCA staff has computed that assessment return to the town for the extension would be about $13 , 000. broken down as follows : 331 Abby Road $2150. & $400 . connecting fee= $2550 . 341 Abby Road $2150. & $400. connecting fee= $2550 . 355 Abby Road $2883 . & $400 . connecting fee= $3283. 374 Abby Road $4300 . & $400. connecting fee= $4700. TOTAL $13 ,083 . The Town contribution would, therefore, be about $8000 .00 . SUMMARY From a comparison of the costs, to the property owners, and the town, it is obvious that the most cost-effective expenditure by all parties is the extension of the sanitary sewer. The sewer extension is a permanent solution to private and public health concerns The sewer extension is a reliable solution which will function essentially forever. _ The sewer extension conforms to the Public Health Code and the expressed purpose to the WPCA. The sewer extension is the most logical and practical solution. 3 - - For ' For Date Time Date Time W ILE YO WERE OUT WHILE YOU WERE OUT M M From From Phone No. _ Phone No. Area Code Number Extension Area Code Number Extension TELEPHONED URGENT TELEPHONED URGENT PLEASE CALL WANTS TO SEE YOU PLEASE CALL WANTS TO SEE YOU WILL CALL AGAIN CAME TO SEE r WILL CALL AGAIN CAME TO SEE YOU YOU RETURNED YOUR CALL RETURNED YOUR CALL Message C&AV Message `'`'` AO rotor MZ Operator Z rj 9161 DATACOM 9161 Z n — For ' For Date iX Time Date Time W ILE YO WERE OUT WHILE YOU WERE OUT M M From From Phone No. _ Phone No. Area Code Number Extension Area Code Number Extension TELEPHONED URGENT TELEPHONED URGENT PLEASE CALL WANTS TO SEE YOU PLEASE CALL WANTS TO SEE YOU WILL CAII AGAIN WILL CALL AGAIN CAME TO SEE YOU CAME TO SEE YOU RETURNED YOUR CALL RETURNED YOUR CALL Message Message -Alp 41 012 AO rotor MZ Operator 9161 .DATACOM 9161 Ve n - a 9,z
