Enclosed for your information are copies of correspondence sent to those individuals involved and a copy of the water analysis. It is recommended that an alternative potable water supply be provided to those individuals wanting it. Since a water supply serving more than one residence is considered a public water supply and is regulated by the State Health Department, they have also been notified of this situation. If you have any questions, please call me at 644-2511, extension 274. Sincerely, Robert Deptlla, R.S. It is my understanding that this same water supply also serves your dwelling. The results of this analysis reveal that the nitrate level of 17 milligrams per liter exceeds the State Health Department recommended miximum level of 10 mg/L. Since excessive nitrate may be harmful to infants under one year of age and pregnant women it is recommended that your physician be consulted if any consumers of the water are in the above noted categories. OCTOBER 27, 1983 P.O. Box 86 Torrington, CT 06790 Robert Deptula, R.S. From: S David Smith, Engineer Intern Town Hall Water Supplies Section 1540 Sullivan Ave. South Windsor, CT INSPECTED WITH: Roy Litchfield WATER QUALITY: Water samples collected on October 27, 1983 were tested for a variety of substances, including the physical, chemical, metal, hydrocarbon and pesticide series. Copies of these tests are enclosed. All parameters evaluated met State Health Code Standards except Nitrate Nitrogen. The concentrations ranged from 18 to 20 mg of Nitrate (as Nitrogen) per liter. This exceeds the standard of 10 mg/l. CONCLUSIONS AND RECOMMENDATIONS: An elevated Nitrate level in drinking water may have an adverse health effect on expectant mothers and infants. It is our understanding that consumers have been nmtified at this situation. This notification should be repeated with the enclosed form. It is also our understanding that two of the four houses served by this system will be demolished in the near future. Even if these are not removed from service, the total number of people or services in this system would not require quarterly monitoring of the well. Plans for further expansion of the "Development" and extension of Connecticut Water Service into the area were discussed at this inspection. Consumers still on this system, should tie into the Ct. Water lines as soon as the extension occurs. The existing well should then be properly abandoned. COMMENTS (Yes=1; No=2) STATE OF CONNECTICUT — DEPARTMENT OF HEALTH SERVICES T; STATE OF CONNECTICUT DEPARTMENT OF HEALTH SERVICES BUREAU OF HEALTH PROMOTION & DISEASE PREVENTION TO: FROM: Water Supplies Section State Department of Health Services SUBJECT: EXCESSIVE NITRATE LEVEL IN DRINKING WATER Laboratory results of water samples collected in the distribution system of your water supply have revealed significantly high levels of nitrates. Since you are in violation of the nitrate standard (10 mg/1 as nitrogen) as set in Section 19-13-B102 of the Public Health Code of the State of Connecticut, immediate action, as spelled out in that Code, must be taken as a safeguard against potential health hazards as they relate to certain target groups. In this case infants, children less than 1 year of age, and expectant and nursing mothers are most affected. In pointing out your responsibilities as a supplier of public water, this Department refers you to Section 19-13-B102(i) of the Code concerning "Public notification of variances, exemptions and noncompliance with regula- tions". It reads as follows: (i) PubIic notification of variances, exemptions and noncom. pliance with regulations. (1) The supplier of water to a com- munity system shall give written notice to the persons served by the public water system of any exemptions or variances granted and of any failure on the part of the system to comply with the requirements, including monitoring requirements, of these regula- tions on quality of drinking water ready for consumption with the exception of color, odor, and pH value. The supplier of water shall give said notice in the first set of bills following such failure or grant and not less than once every three months for the duration of the noncompliance. If the system issues water bills less fre- quently than quarterly, or does not issue water bills, the notice shall be made or supplemented by another form of direct mail. If a community water system fails to comply with an applic- able maximum contaminant level, notification shall also be given to the general public as follows: (A) By publication on not less than three consecutive days in a newspaper or newspapers of general circulation in-the area served by such public water system. Such notice shall be completed 'within fourteen days after the supplier learns of the failure. (B) By furnishing a copy thereof to the radio and television stations serving the area served by the water system. Such notice shall be furnished within seven days after the supplier learns of the failure. (2) Public water supplies other than community systems shall ' give notice to users of an exemption or variance or of any failure to comply with these regulations by posting a description of the infraction in a prominent manner on the premises sewed during each period that the infraction continues. (3) The required notices shall be worded and the print sized so as to be easily read and understood by the general public. Bi- lingual notices shall be given in areas designated by the state health department. The accompanying enclosure may be used to supplement your notification to consumers. The notice should include the allowable limit for the total of nitrite plus nitrate nitrogen (10 mg.l) and the mean of results of the high test and the required follow-up test. The testing requirement reads as follows: ". . .compliance with the maximum contaminant level for nitrate shall be determined on the basis of the mean of two .analyses. When a level exceeding the maximum contaminant level for nitrate is found, a second analysis shall be initiated within 24 hours, and if the mean of the two analyses exceeds the maximum contaminant level, the supplier of water shall report his findings to the State. . .and shall notify the public. . .". This first notification should be sent out immediately. Regarding public notification, you are asked to include in your billing or by mail the attached sheet which briefly describes nitrates, and the effect of elevated levels. This Department must be informed in writing of the fact that you have notified your consumers. {N-6Z STATE OF CONNECTICUT DEPARTMENT OF HEALTH SERVICES BUREAU OF HEALTH PROMOTION & DISEASE PREVENTION TO: Customer of T S tw r' e 1, on :- •t . Re: Excessive Nitrate Level in Drinking Water Dear Resident: Tests of the drinking water supplied to your residence show a level of nitrate plus nitrite nitrogen in excess of the standard of 10 mg/l set in the Public Health Code of the State of Connecticut. A value of / mg/l was measured on at your supply. Although the amount of nitrate nitrogen in the water you are presently drinking is not considered a health hazard to adults, it may adversely affect infants and children under one year of age. For this reason the department recommends that water not be used for infant feeding or by nursing and expectant mothers until such a time that laboratory tests warrant otherwise. In the meantime, the water quality will be periodically monitored and the results made known to you through the owner.
