Dear Mr. Dabtula,
In followup to our recent visit to the South Windsor Wildlife Sanctuary
with Pir. Lyons and Ms. Carolyn ,lean Dupuy of the State Department of Health
Services I've looked into a few other things in search of a physical
explanation for the shock effects reported by Mr. Lyons. Here is a report
on my findings:
- On Friday evening, April 26, 1991, the voltage on the transmission line
was about 359 W, which is within the normal operating range of 345 to
362 M Current flow was north to south and less than 200 amperes, a
relatively low level. There were no abnormal operating circumstances in
the transmission system at this time, and no maintenance work has
occurred on this line over recent months.
- Solar geomagnetic activity, which causes DC current flows in the earth,
was present but not at especially high levels in comparison to what
occurs during the peak sunspot cycle. Such activity can mildly disturb
power system operations in northerly latitudes if you have long north-
south power lines located over earth with igneous rock geology. We saw
no such disturbances on April 26, 1991.
- I found a generic drawing specifying buried ground wires (counterpoises)
at structures supporting this transmission line. While this drawing led
me to expect to find a number of 50-foot long ground wires attached below
grade to each of the poles of our nearest structure, an underground cable
locator check found only a wire between the two poles. We have no buried
ground wires across the walking path. This locator device -is not able to
detect if other underground metal objects cross the walking path.
On April 29, 1991, a CL&P test technician tested for voltages across
sections of earth, both between driven probes on the walking path and
from the structure grounds to probes on the path. Over separations of
between 10 and 100 feet, the largest voltage observed was 1/2 volt. There
was no evidence of an unexpected current flow in the earth, such as might
conceivably come down a structure's ground wire if something were able to
cause a small leakage across the porcelain insulator strings that hold
the line conductors away from the structures. Other test personnel
returned on June 6, 1991 with a different instrument that measures
voltages over one-meter distances. They also found no evidence of
significant currents in the earth.

- Our Test Dept. is familiar with the locations of rectifier and ground bed
locations associated with cathodic protection systems for underground
pipelines. They checked and found nothing in this immediate area.
- A National Lightning Detection Network detected no lightning activity in
Connecticut on April 26, 1991.
- Our records show no distribution system interruptions in this region of
the state during the evening of April 26, 1991.
In summary, I have found no physical evidence to explain the shock percep-
tion reported by Mr. Lyons. The mild and barely perceptible electric
field-related shock I demonstrated for you under the 345-kV line represents
the only possibility here, yet Mr. Lyons says his experience was much more
severe than that. Without a much larger conducting object than a human
being represents, this kind of shock could not reach a level that fits
Mr. Lyons' description of his experience when he touched his granddaughter.
After you have reviewed all of this, please call me at 665-6774 to discuss
where we go from here. I expect that you'll want to get us all together
again to detail these findings to Mr. Lyons which I'll be pleased to do.
Sincerely,
Robert E. Carberry, Manager
