Connecticut, Vermont, New Hampshire November 30, 1982 Franklin Solar, Inc. 1031 Hartford Turnpike Vernon, Connecticut Attentions Mr. Crooks Mr. Phil Zie1 Mr. Richard Godreau, General Manager RE: Solar Hot Water Installation at 132 Laurel Street, 'South Windsor, Connecticut. Gentlemen. On October 4, 1982 I entered into a contract with you and your company for the installation of an Electra Solar Hot Water System in my home. Since that time, I have had nothing but grief from my system with absolutely no interest on your part to service the system or discuss the matter. In addition, the system was misrepresented by Mr. Ziel, since it does not operate as I was told. Requests for service and phone calls to discuss the problems have been answered by two attempts to call me when I was out and a four line letter stating , "sorry that I can't offer any suggestions". The following conditions, situations, and problems exist as a result of or after the in- stallation of the system. 1. The pH of the hot water system is 10.2, very eaustie, with the cold water at 6.5. This level of pH can be damaging to my plumbing. 2. The hot water tank does not meet the requirements of the contract. It is a 115 gallon tank and the tank specified in the contract is 120 gallons. It is not the tank I was shown in a typicaal installation in Glastonbury, and required the removal of built-in shelving in the base- ment, installed to accommodate the tank I was shown. It is also a stone lined tank which is not what I was shown. 3. Requests for service after I reported a suspected leak on a Thursday were . _completely ignored. 4. A report on a Monday afternoon that a leak causing the antifreeze to leak out all over the floor was ignored until midmorning the following Tuesday. 5. Saturation and damage by the antifreeze to the insulating blanket on the gas hot water heater has not been corrected by installation of a new blanket. 5 Franklin Solar, Inc. Page Two November 30, 1982 6. The back flow preventer is installed improperly. 7. I was told by "Vern" the plumber, Mr. Crooks, and Mr. Ziel that the State code required that the backf'low preventer should be removed and plugged. I was provided a plug for such a purpose. This is a direct violation of the Plumbing Code in the State of Connecticut. 8. The antifreeze material used is Ethylene Geycol which contains lead and is not recommended for such use. It should be Propelene Gcycol which is a sugar base. 9. There is a high lead content, three times the allowed max m= and high capper content in the water. We are having to drink bottled water. 10. The relief valve on the control panel is installed horizontally and should be vertical. 11. The relief valve on the solar water tank relieves all the time requiring a bucket to catch the water. I was never informed that this would occur. The relief valve should be repaired. - 12. There is a severe water hammer condition which will damage piping, caused, I believe, by the backflow preventer. This must be corrected. 13. No pipe hangers were used to secure the pipe. 14. The system does not operate as described by Nor. Ziel (see Discussion below). 15. Requests that a water sample be taken were ignored. Neither Mrs. Clerks or myself saw a sample taken nor has any report been provided. 16, Plumbing all relief lines to drains has not been done as promised. 17. The pump would not operate after the system was installed, and its replacement was not done. It is suspected that the pump was damaged. 18. Some of the hot water lines were not insulated. 19. Type M tubing was installed after I requested and was told that Type L tubing would be installed. DISCUSSION: When I purchased the system, I was told. that the Solar Hot Water would circulate through my hot water tank when the water temperature in the solar tank was above the water temperature of the gas tank, thus reducing to zero the gas required-L.in high solar months in the summer. The system as installed only heats the water in the solar tank and the water in the "gas"tank requires gas to maintain temperature unless a hot water demand is made. This means that if 1500 water is in the solar tank, gas is required to maintain the temperature without a hot water demand. Franklin Solar, Inc, Page Three November 3o, 1982 The note from Franklin Solar indicates that the Town Health and Building Department are satisfied with the system and the installation, and this is not the ease. The Building Inspector, Health Department and Water Depart- went are all in agreement that the system is not installed properly and not charged with the proper antifreeze fluid, and that corrections should be made. I am extremely dissatisfied with the system and the total lack of interest and lack of service on this system. The system as installed is inoperable and I am having to have a plumber isolate the system, the costs of which I expect to have paid by Franklin Solar. I intend to have the system serviced and corrected to my satisfaction or removed and my home restored to its original condition. It is my intent ..to take all1egal avenues at my disposal to correct this condition: A response by December 10, 1982 will be expected. Sincerely, Donald A.
