(GES) has prepared this initial abatement report to document the response to a release of gasoline at Mobil Service Station#01-QQA, located at 249 Oakland Road in South Windsor, Connecticut(the "site"). This ' report was prepared to meet the requirements of a 20-day report in accordance with the Underground Storage Tank Regulations Section 22a-449(d)-106. A Site Location Map is included as Figure 1 and a Site Map is included as Figure 2. GES was dispatched by Integrated Process Technologies (IPT)to assess ' the environmental impacts related to a release from the gasoline underground storage tank(UST) system. RELEASE INFORMATION ' During the early morning hours of June 6, 2007, IPT was notified by the Town of South Windsor Fire Department that station personnel reported vapors inside a building located at the Site. Environmental Services,Inc. (ESI) was dispatched to the site for emergency response. GES was dispatched to the site on the morning of June 6,2007 to assess environmental impacts. Maria and Andy Construction, Inc. (M&A) and Fuller Construction (Fuller) were dispatched to the site to evaluate the UST system. Crompco LLC. (Crompco)was dispatched to the site to conduct UST system testing. Preliminary results indicate that the release was the result of a faulty submersible turbine pump in the tandem tank associated with the unleaded gasoline UST. Crompco testing results are provided in Attachment A. ' The Town of South Windsor Fire Department verbally notified Connecticut Department of Environmental Protection (CTDEP), Oil and Chemical Spill Response Division of the release on June 5, 2007 at 23:06 and Case Number 2007-03565 was assigned by the CTDEP. A copy of the Emergency Incident Report is included as Attachment B. A CTDEP Emergency Response Coordinator was dispatched to the site to meet GES personnel ABATEMENT ACTIVITIES The following abatement activities were completed: ' ■ Absorbent booms and pads were placed.at several locations in Farm Brook and were replaced every four hours or as needed. ■ A vacuum truck was initially used to recover product from an existing drywell and monitoring ' well MW-1 located on the southwest corner of the site. The drywell is approximately 4 feet in diameter with a 2-foot diameter opening at the ground surface. ■ The station building was periodically monitored for total organic vapors (TOVs) with a photo- ionization detector(PID). IEnvironmental Solutions and Liability Management ' Mr. Jeff'Clzandler June 26, 2007 Page 2 of 4 ■ The faulty submersible turbine pump was repaired. As an additional precaution, all product was removed from the USTs on June 11 and 12, 2007. On June 7, 2007, five 4-inch diameter recovery wells (RW-1 through RW-5) were installed at ' depths ranging from 11 to 16 feet below grade (fbg). All wells were set at the top of bedrock based on drill rig auger refusal. On June 12, 2007, three additional 4-inch diameter recovery wells (RW-6, RW-7, and RW-8) were installed at depths ranging from 10 to 11.5 fbg (top of ' bedrock). Well completion details are summarized in Table 1. ■ On June 7, 2007, product and groundwater pumping was initiated. A double-diaphragm pump is used to pump product and groundwater from recovery wells into a holding tank. Groundwater is then pumped out of the bottom of the holding tank and through a treatment system consisting of ' an oil/water separator, bag filters, and three 1,000-pound granular activated carbon vessels in series. The water is then stored in other holding tanks. As of June 15, 2007, 6,000 gallons of treated groundwater had been discharged from the holding tank to the sanitary sewer system each ' day, to allow the Town of South Windsor to evaluate the effects of the discharge on their sewage treatment facility. ■ Groundwater discharge is permitted by the CTDEP under a General Discharge Permit. ' ■ Groundwater samples were collected from the treatment system on June 13, 14, and 15, 2007 and submitted to Accutest Laboratories of Marlborough, Massachusetts (Accutest). for analysis of volatile organic compounds (VOCs) plus methyl tert-butyl ether (MTBE) and ethanol by U.S. ' Environmental Protection Agency (EPA) Method 8260, extractable total petroleum hydrocarbons (ETPH) by CTDEP Methodologies, and total lead by EPA Method 6010. The laboratory analytical reports are included in Attachment C. ' ■ Initially, a soil vapor extraction(SVE) system was activated at the site to remove soil vapor from the tank pad wells (TP-1 through TP-4). On June 12, 2007, a soil vapor sample was collected from the SVE system and submitted to Accutest for analysis of benzene, toluene, ethylbenzene, ' and xylenes (BTEX) and MTBE by EPA Method 8021 and total petroleum hydrocarbons gasoline-range organics by EPA Method 8015. The laboratory analytical report is included in Attachment C. The SVE system was deactivated on June 15, 2007 because it was determined that the USTs were going to be removed and impacted soils would be addressed as part of the UST removal activities. ■ From June 6 to June 15, 2007, approximately 1,900 gallons of product were transported off site for disposal ' ASSESSMENT ACTIVITIES ' Surface Water Sampling Surface water samples were initially collected from four locations (SW-1 through SW-4) during the evening of June 6, 2007. Based on the laboratory results, three additional surface water sampling ' locations (SW-5, SW-6, and SW-7) were subsequently added to surface water sampling plan. Surface water sampling locations SW-1, SW-5, and SW-6 are located upstream of the release area, sampling locations SW-2 and SW-3 are located adjacent to the release area, and sampling locations SW-4 and SW-7 are located downstream of the release area. The surface water sample locations are depicted on Figure 3. Surface water samples were collected from Farm Brook four times during the first two days of response ' activities and sampling is presently being conducted weekly. All samples were submitted to Accutest for analysis of VOCs plus MTBE and ethanol by EPA Method 8260B. Benzene concentrations at SW-2 and SW-3 were above CTDEP Human Health Criteria (for water and organisms) (HHC). No other ' constituents were detected above HHC or Surface Water Protection Criteria. Surface water analytical results are sununarized in Table 2 and laboratory analytical reports are included in Attachment C. I F.4 _Z ' Mr.Jeff'Chandler Am 26, 2007 Page 3 of 4 ' Potable and Irrigation Well Sampling Between June 7 and 13, 2007, groundwater samples were collected from 12 nearby potable water wells following verbal approval for access by residents. The houses located at 141 and 151 Oakland Road ' share one potable well and the houses at 74 and 82 Felt Road share a potable well. Tn addition, there are three separate potable wells at 291 Oakland Road. On June 11, 2007, a groundwater sample was collected from an irrigation well located at 150 Felt Road. The locations of surrounding properties are ' shown on Figure 4. The samples were submitted to Accutest for analysis of VOCs plus MTBE and ethanol by EPA Method 524. ' Laboratory analytical results indicate no VOCs were detected above Connecticut Department of Public Health Action Levels for Private Wells or EPA Maximum Contaminant Levels. Additionally, no petroleum related VOCs were detected above laboratory reporting limits. However, at 56 Felt Road, upgradient from the site, trichloroethylene was detected at a concentration of 1.4 micrograms per liter. Potable well analytical results are summarized in Table 3 and laboratory analytical reports are included in Attachment C. ' Soil Borina/Monitorina Well Installation Three 2-inch diameter monitoring wells (MW-1, MW-2, and MW-3)were previously installed at the site, before the release occurred. In addition to the eight recovery wells discussed earlier, on June 7 and 8, ' 2007, one soil boring(SB-9), three on-site monitoring wells(MW-4,MW-5, and MW-6), and five off-site monitoring wells (OS-1 through OS-5) were installed. Monitoring wells MW-4, MW-5, OS-2, OS-4, and OS-5 were completed as 4-inch diameter overburden monitoring wells set on top of bedrock at depths ' ranging from 10 to 15.5 fbg. Monitoring wells MW-6, OS-1, and OS-3 were completed as 2-inch diameter bedrock monitoring wells set at depths of 25 or 30 fbg. Well completion details are summarized in Table 1. Detailed soil boring/monitoring well logs will be included in a future report. ' During drilling of the monitoring wells and recovery wells, soil was screened for TOVs with a PID. Soil samples for laboratory analysis were selected based on PID readings and the depth of the water table. Soil samples were submitted to Accutest for laboratory analysis of VOCs plus MTBE and ethanol by ' EPA Method 8260 and ETPH by CTDEP Methodologies. Laboratory analytical results indicate benzene concentrations at RW-1/SB-1, RW-3/SB-4, RW-4/SB-6, RW-5/SB-7, RW-6, and RW-7, and the toluene and 1,2,4-trimethylbenzene concentrations at RW-7 were above Pollutant Mobility Criteria for a GA groundwater classification area (GA PMC). Methylene chloride was detected above GA PMC in three soil samples; however, it was also detected in the laboratory method blank and therefore is not representative of actual soil conditions. Soil analytical results are summarized in Table 4 and laboratory ' analytical reports are included in Attachment C. Groundwater Gauging&Sampling ' Monitoring wells, recovery wells, and the drywell are periodically gauged for depth to water and depth to product. Measurable product has been present in monitoring well MW-I, recovery wells RW-3, RW-4, RW-6, and RW-7, and the drywell. ' On June 8, 2007, groundwater samples were collected from monitoring wells MW-2, MW-3, MW-4, and MW-5 and recovery well RW-5. Since newly-installed wells MW-4, MW-5, and RW-5 were not ' developed before this sampling event, the analytical results may not be representative of actual groundwater conditions. Groundwater samples were not collected from MW-I, RW-3, and the existing drywell because they contained product. On June 7, 2007, product was measured at 0.5 and 0.25 feet in wells MW-1 and RW-3, respectively. On June 11, 2007, monitoring wells MW-4 through MW-6 and IOS-1 through OS-5 and recovery wells RW-1 through RW-5 were developed by surge and pumping. On June 12, 2007, groundwater samples were collected from monitoring wells MW-2 through MW-6 and OS-1 through OS-5 and recovery wells RW-I, RW-2, RW-4, and RW-5. Since the samples were I Mr.Jeff Chandler ' June 26, 2007 Page 4 of 4 ' collected one day after the wells were developed, the analytical results may not be representative of actual groundwater conditions. On June 16, 2007, a groundwater sample was collected from recovery well RW-3. ' All groundwater samples were submitted to Accutest for laboratory analysis of aromatic volatile organic compounds plus MTBE and ethanol by EPA Method 8260B. Laboratory analytical results indicate VOC concentrations at MW-3, MW-4, OS-3, RW-1, RW-2, RW-4, and RW-5 were above CTDEP ' Remediation Standard Regulations criteria. Groundwater analytical results are summarized in Table 5 and laboratory analytical reports are included in Attachment C. Remediation activities are continuing at the site. Upon evaluation of all new and existing data, a summary report will be prepared and will include comparison of soil and groundwater data to regulatory standards and a conceptual site model.
