This Department is in receipt of your correspondence regarding carpeting and a bare
concrete floor in your basement.
I have not been able to locate an answer to your specific question. However, mold
needs moisture (dampness) to survive and carpeting directly on a bare concrete floor
may provide enough dampness for mold growth.

services, MNO, mold problems.
