(GES) has prepared this document to request approval from the Connecticut Department of Environmental Protection (CTDEP)to discontinue residential potable well sampling associated with the June 2007 gasoline release at the former Mobil retail station located in South Windsor, CT. A brief background and summary of the activities conducted at the site and off-site neighboring properties is provided below to support our conclusion that potable well sampling is no longer necessary. SITE LOCATION AND DESCRIPTION Geographically, the site is located at 41049'19.1" North latitude and 72°32'38.3" West longitude. The site is situated west of the intersection formed by Oakland Road and Felt Road in South Windsor, Connecticut. The site is mostly paved, and onsite features consist of an onsite structure containing a convenience store and four dispenser islands sheltered beneath a canopy. Three gasoline underground storage tanks (USTs) and the associated dispenser pumps and piping were removed from the site in August 2007. The site is in an area that is mixed commercially and residentially zoned. A Site Location Map based on a portion of the U.S. Geologic Survey (USGS) Manchester, Connecticut topographic quadrangle map (USGS, revised 1992) is presented as Figure 1. A Site Map,which depicts pertinent current site features,is included as Figure 2. REGULATORY STATUS As the result of vapors inside the station building and a gasoline sheen on the surface of Farm Brook, the Town of South Windsor Fire Department verbally notified CTDEP;Oil and Chemical Spill Response Division of the release on June 5, 2007 at 23:06 and Case Number 2007-03565 was assigned by the CTDEP, and a CTDEP Emergency Response Coordinator was dispatched to the site. Beginning on June 5,2007 until October 8 2007, when the permanent total phase extraction (TPE) remediation system was activated, ExxonMobil actively removed contaminated soil and impacted groundwater from the site. REMEDIAL RESPONSE ACTIONS Remediation System Following the initial emergency response efforts, a permanent remediation system was installed at the site to address soil and groundwater contamination. The remedial system contains two 20-horse power rotary claw Environmental Solutions and Liability Management r;m_4 a ,®"A Mr. Kevin Neary December 31, 2008 Page 2 of 4 blowers, a low-profile air stripper for primary treatment of recovered liquids, two 500 pound liquid carbon units for secondary water treatment, and external connections for using two 2,000 pound vapor carbon unit for off gas treatment. Ancillary equipment includes an air/liquid separator, oil/ water separator, four bag filters, two transfer pumps, vapor and liquid flow meters, and all interconnecting piping. All the equipment, with the exception of the vapor GACs is contained within a 40 foot long by 8 foot wide steel cargo container. The container is insulated to protect the equipment from the environment. It was also sound proofed to reduce noise associated with the remedial equipment operation to reduce potential nuisance noise to nearby neighbors. A total of 15 recovery/extraction wells (RW-1 though RW-14 and OS-8) were installed in the summer and fall of 2007. The permanent Total Phase Extraction (TPE) system was fully operational in October 2007. In November 2008, three additional recovery wells were installed on adjacent property, 85 Felt Road, to . remediate the off-site groundwater impacts. Currently, the system is operating with nine recovery wells, MW-7,RW-4,RW-6,RW-7,RW-11,RW-12,RW-15,RW-16 and RW-17. Quarterly Groundwater Sampling The on-site and off-site monitoring wells and recovery wells are routinely gauged for depth to water and depth to product. Measurable product has not been present in any monitoring well since August 2007. Beginning in June 2007, available monitoring and recovery wells have been sampled generally on a quarterly basis for groundwater quality to evaluate the effectiveness of the remediation system. Groundwater samples were collected and submitted to Accutest Laboratories of Marlborough, MA for analysis of volatile organic compounds VOCs(including MTBE and ethanol)by Environmental Protection Agency(EPA)Method 8260B and extractable total petroleum hydrocarbons(ETPH)by CTDEP methodology. A summary of groundwater monitoring data are presented in Table 1. Laboratory reports for these sampling events have been submitted to the CTDEP under a separate cover but are available upon request. Sensitive Receptors Survey As part of the remediation response action, a sensitive receptor survey was conducted. A total of twelve potable wells and one irrigation well were located within approximately 300 meters of the site. A list of potable wells is included in Table 2. There is no potable well on-site. There are two potable wells that were identified during the assessment, located at 313 and 319 Oakland Road, that are up-gradient from the site. These wells (at 313 and 319 Oakland Road) have not been part of the potable well sampling program due to their upgradient location, which was agreed upon with the CTDEP. In addition, the three potable wells located at the Wapping Shopping Plaza(291 Oakland Road), which are located between the site and the potable supply wells at 313 and 319 Oakland Road, were sampled and did not identify any constituent concentrations above the minimum laboratory detection limits. A Local Area Map depicting the properties that were sampled is included as Figure 3. The nearest surface water body is Farm Brook, located along the western property boundary(downgradient) of the site. The brook is diverted around the structures at 225 Oakland Road and collects into Petersen Pond located on the 205 Oakland Road property. From the surface of the station property to the surface of Farm Brook, there is approximately a ten to twelve foot change in elevation. According to the Connecticut Water Quality Classification Map for Surface and Ground Waters, Farm Brook is designated as a class SA surface water body. Potable and Irrigation Well Sampling Between June 7, 2007 and November 19, 2008, water samples were collected from 11 nearby potable water wells following verbal approval for access by residents. A water sample was also collected from an irrigation well located at 150 Felt Road. The locations of surrounding properties are shown on Figure 3. The samples were submitted to Accutest for analysis of VOCs plus methyl tert-butyl ether (MTBE) and ethanol by EPA Mr. Kevin Neary December 31, 2008 Page 3 of 4 Method 524.2. Potable well analytical results are summarized in Table 3. Laboratory reports for these sampling events have been submitted to the CTDEP under a separate cover but are also available upon request. Analytical results indicate that gasoline related VOC concentrations have been below laboratory reporting limits in all wells for the past 12 months, except for chloromethane, which was detected in most wells during the August 2008 sampling event. However, chloromethane was not detected in the subsequent sampling event and is not considered a component of gasoline. At 56 Felt Road, trichloroethylene (TCE) has been consistently identified in the potable water sample during each sampling event. The house at 56 Felt Road is located upgradient of the site and maintains lawn mowing equipment at this address. Sampling results were provided to the property owners after each sampling event. PROPOSED SITE ACTION PLAN Based on the lack of gasoline related VOCs in the potable wells over the last year and the significant decrease in the VOC concentrations in groundwater and the remedial system influent groundwater samples, continued potable well sampling is no longer warranted at this site. Specifically, separate phase product has not been detected at the site since August 2007. In fact, the most impacted monitoring well(MW-7),which had product in August 2007, in November 2008 had a benzene concentration of 158 ppb. During the November 2008, all other monitoring wells contained benzene concentrations either below laboratory detection limits or less the 10 ppb. Additionally, the influent groundwater concentrations to the remedial system have been below 10 ppb total BTEX since May 2008. The ultimate goal of the project is to bring this site into regulatory compliance with the Remediation Standard Regulations. To that end, GES will continue to operate the existing total phase extraction (TPE) remediation system, both on-site (249 Oakland Road) and off-site, which was recently expanded to address groundwater impacts at the 85 Felt Road property. As part of the remedial system program, system sampling will continue on a monthly basis and be reported in the Discharge Monitoring Report. GES will also continue sampling surface water in the Farm Brook and groundwater from select on-site and off- site monitoring wells on a quarterly basis to ensure plume capture is maintained and evaluate remedial system effectiveness. Should groundwater concentrations in the off-site monitoring wells increase, ExxonMobil will re-evaluate the need to re-instate the potable well sampling program. We look forward to your quick response as we would like to provide the November analytical results to the residents and at which time we hope to inform them that their assistance in this matter is no longer needed.
