Re: Water Supply Order No. 4458 Modified
Dear Bob:
As we discussed in our meeting on April 9, 1997,the Town of South Windsor has not
fulfilled its obligations under Water Supply Order No. 4458 Modified and Water Supply Order
No. WC4949 which require the provision of a permanent water supply to residents whose wells
have been polluted with pesticides including EDB and dieldrin. I have enclosed a copy of my
letter dated September 18, 1996 that summarized our discussion of September 17, 1996 including
identification of those items the Town was to complete. Per our discussion of April 9, 1997,
many of these items have not been completed by the Town of South Windsor.
This letter summarizes our discussions of April 9 including the tasks that the Town of
South Windsor must complete. It also identifies the tasks that are necessary to address the
properties on Beelzebub Road.
GAC Filter System Installations:
The Town of South Windsor is eligible to receive funding under the grant agreement
dated Novern'ner 9, 1987 for the installation of GAC filter systems and 5 years costs for
maintenance and monitoring of the GAC filters at the following properties where public water is
not available:
437 Clark Street°z" 339 Oakland Street 'sue
440 Deming Roads 359 Oakland Street fS
As general information I have enclosed a copy of the Department's Fact Sheet on GAC
filter systems and the specifications for GAC filter installations. Please note that the
specifications for installation have been modified to be specific for removal of EDB. It should
also be noted that although required in the specifications, a filter system installed without the
pressure gauges will be acceptable for removal of EDB.

For any property that is installing a GAC filter system, the Town must notify the property
owner regarding the procedure to follow to install a GAC filter system. As noted in my
September 18, 1996 letter, the Town should collect water samples from the homes that are to
install GAC filters for analysis for bacteria and general physical/chemical parameters including
iron and manganese to determine if chlorination or pretreatment is required. The Town must also
provide the homeowner with guidance on the maintenance that the homeowner should take
(replacement of sediment filters and replacement of carbon). Based on testing that has been done
by the DEP, carbon filter maintenance (moving the backup carbon canister into the primary
canister location and installing fresh carbon into the backup location) should be completed once
every two years. As we discussed, the cost for filter maintenance for the first five years after
installation is a grant eligible cost. The Town, however, must submit a cost estimate (including
justification) for the 5 years maintenance/monitoring costs for DEP approval and to ensure that
appropriate funds will be available. Additionally, the costs for annual monitoring of the raw and
treated water for the first five years after installation is a grant eligible cost. The Town must
submit, for DEP approval, an estimate of what these costs will be or reimbursement will not be
available. 4a'4 ou ,cQ A-i 44.0
Again, as stated in my September 18 letter, for any property that previously installed a GAC
filter system, the Town must provide the homeowner with information on the recommended
maintenance schedule and should determine, and notify the DEP, whether or not any
maintenance has been performed. If sediment filters and/or carbon changes have not been
completed, then the Town should submit a proposal (including costs estimates)to co m fete such
work for a W
ear period to the P for approval. ► '7) ;a.
Please note that the Town must notify the DEP in writing once a GAC filter system has been
installed. This will allow me to update my data table and as necessary, discontinue bottled water
deliveries.
Public Water Connections:
The Town of South Windsor is eligible to receive funding under the grant agreement
dated November 9, 1987 for the connection to public water and the abandonment of water supply
wells at the following properties:
480 Clark Street Va-lt.p 250 Smith Street
489 Clark Street v:; 274 Smith Streeter 4&,,t
324 Deming Roadv,*.? 291 Smith Streett' pizt
29 Ridge Road,i., Eck,,-(
As stated in my September 18 letter, these residents must be notified of the procedure to be
followed to connect to public water and abandon their water supply wells. Funding for the
connections will be available only if the wells are abandoned. As previously discussed, there

may be specific situations in which the DEP will allow a polluted well to remain. If any
homeowner indicates that they would consider connecting to public water only if they could
continue to use their well for watering extensive lawns, etc.,they should contact me directly or
submit a letter to me outlining why they want to continue using their polluted well. Please note
that if the DEP approves continued use of a well, the homeowner will incur certain expenses for
backflow preventors, cross connection surveys, and treatment of the o ute water. g

For any homeowner that intends to connect to public water, the Town must submit 3 cost
estimates for the connection and well abandonment to the DEP for approval. This will ensure
that funds are available for reipb sement.

Per my letter of September 18, you were to sample to evaluate current levels of EDB in the water
supply well at this residence. If the concentration of EDB exceeds the action level, the Town will
be eligible to receive funding for public water(if available) or a GAC filter. To date this testing
has not been completed. In our April 9 meeting you indicated the sampling will be conducted.

This residence installed a GAC filter system in order to receive a Certificate of Occupancy from
the Town. It was agreed that you would collect water samples from the raw, 1 st treated and 2nd
treated taps to evaluate the effectiveness of the treatment system. Additionally, information
regarding maintenance requirements must be forwarded to the homeowner. Funding for
maintenance may be available as noted above.

This residence is currently receiving bottled water from the DEP due to EDB above the action
level. The Town is eligible to receive funding for a GAC filter system for this property. The well
water must be tested for bacteria and general chemical/physical parameters to evaluate the need
for pretreatment, notification regarding procedure for installation must be sent to the homeowner,
and cost estimates for the GAC filter installation and maintenance submitted to the DEP. You

indicated in our discussion that the water main may be extended past this property in the future.
Unless this extension is imminent, the property owner must be notified of the procedure
regarding GAC installation. If public water comes in at a later date, the resident will then have
the option of connecting on their own.

This property has EDB at levels that exceed the action level. Per my letter dated September 18,
1996 the Town is eligible to receive funding for this property to connect to public water and
abandon their well. However,my records indicate that the homeowner installed a GAC filter
system at this property. It was previously agreed that you would notify the homeowner regarding
their eligibility for the public water connection, the discontinuance of bottled water, and if they
chose to keep their GAC filter, provide guidance on maintenance requirements. These items
must be addressed. It is recommended that samples be collected to confirm the GAC filter is
working effectively.

These two properties are scheduled to be sampled by the DEP this month.
250 Smith Street:
This property was not discussed in our September 1996 meeting. The residents are currently
receiving bottled water due to elevated concentrations of TCP. Due to the historical presence of
EDB at concentrations exceeding the action level, the Town is eligible to receive funding for
connection to public water and abandonment of the water supply well for this property. The
homeowner must be notified of the appropriate procedure to follow and cost estimates submitted
for approval prior to the initiation of the work.
