Dear Mr. Deptula:
Enclosed is a copy of the annual GAC reconciliation report and most recent
quarterly report for the results of residential well water monitoring activities in the
Town of South Windsor. The summary includes the results for 1,2
dibromoethane (EDB), 1,2,3-trichloropropane (TCP), and 1,2 dibromo-3-
chloropropane (DBCP) when analyzed.

Reconciliation Summary
Dear Mr. Deptula:
As part of a Settlement Agreement, the Department is maintaining a list of properties where 1,2-
dibromoethane (EDB) has been detected in water from the domestic supply well at or above the
action level established by the Department of Public Health (DPH). The DEP uses this list to
track the affected homes and ensure that they have either been connected to public water or
have a granular activated carbon (GAC) filter system to remove the EDB from their domestic
water supply. The list depicts the property status by either showing a"Y" under the"Public
Water" heading, indicating that the property is connected to public water or by showing the
installation date of a GAC filter system under the"Filter Inst" heading. Properties relying on a
GAC filter system to provide a long-term supply of potable water are included in the GAC
Maintenance program under the Modified Water Supply Order No. 4458 dated April 2, 1987.
New homes are added to this list as the Department becomes aware of them.
The Department learns of these new homes in one of two ways. Either through its own sampling
program of existing homes considered to be in high risk areas or through notification from the
local Health Department that well water supplying a new home contains EDB at an unacceptable
level.
In an effort to ensure that this list of affected properties is accurate, we are supplying you a
summary list of the properties we are aware of in the Town of South Wndsor. Please compare
the homes listed against your own records to ensure that it is complete to the best of your
knowledge. We will be repeating this effort annually to provide an opportunity for us to reconcile
our records and ensure that a property is not inadvertently left off the list. This is particularly
important for those homes relying on a GAC filter system because they could be unintentionally
left out of the GAC Maintenance program.
