Mr. Deptula informed the Department that he was retiring from the Town Sanitarian position in January 2008. The Department would like to make arrangements to meet and discuss with the new Town Sanitarian the details of the enforcement actions which lists residences whose potable wells are impacted with the pesticides Ethylene Dibromide, 1,2,3 Trichloropropane, Chlordane, and Dieldrin which were used in these former agricultural areas. Enclosed is a copy of the Modified Order WC-4458 and Order WC-4949 to the Town and an updated version to the August 21, 2006 correspondence the Department provided Mr. Deptula. The letter was updated to reference Mr. Deptula's 2007 potable well sampling, which he had conducted for a residence that was omitted from the initial letter. The Department is anxiously awaiting the Town Engineer's bid proposals for the costs needed to present to the Bond Commission that would provide the cost estimates to conduct the lateral connections to a public water supply source for several addresses listed in those Orders. Please review the enclosed documents and contact me at(860)424-3796 so that arrangements can be made to pursue the compliance of these enforcement actions. look forward in hearing from you regarding this issue. This information included the Town of South Windsor's (Town)correspondences, the residential correspondences and the sampling analytical reports submitted by Robert Deptula for the residences listed in the Department's letter dated June 10, 2005 with regards to sampling various addresses listed below as referenced in the above Modified Consent Order No. 4458. The following is a summary of the sampling and analysis history for residential locations identified in the Modified Consent Order and recommended actions to achieve compliance with the Modified Consent Order. Beelzebub Road Residences with Chlordane and Dieldrin Contamination 1. The Department received the analytical reports for the unfiltered (raw)water samples analyzed for Chlordane and Dieldrin by the Connecticut Department of Public.Health (DPH) laboratory using EPA Method 505.The results were submitted to the Department for the drinking water supply wells sampled at the following addresses on Beelzebub Road: 65, 80, 90, 121, 122, 1361". 152 and 161. 2. Residents at 65 Beelzebub Road were placed on bottled water on December 12, 2005 for the exceedance of Chlordane in their drinking water supply well but were removed from the bottled water program on May 24, 2006,when the confirmation sample indicated non-detection for the parameters analyzed using EPA Method 505. Since the former resident did not.make the arrangements to connect 65 Beelzebub Road to public water, the Department recommends that the residence will considered to be connected to public water due to prior contamination. 3. Residences at 80, 90, 136 and 152 Beelzebub Road were sampled for Chlordane and Dieldrin. The analytical results determined that the two chemical compound were found to be non-detect. Therefore, no actions are required at these residences. 4. The residents at 121 Beelzebub Road never responded to the correspondence from the Town for granting access to sample the dunking water supply well. The Department requested that the letters sent to the owners of 121 Beelzebub be placed in the health department file or noted on the street card. 5. Since December 12, 2005, the Department has provided the residents at 161 Beelzebub Road with bottled water as a short term solution for the detection of Dieldrin which was in exceedance of the State action level of 0.03 parts per billion (ppb). 6. Arrangements are currently being made to supply bottled water to residents at 122 Beelzebub Road and install a GAC filter system since sampling results indicated an exceedance to the State action level for Chlordane at 0.30 ppb and Dieldrin at 0.03 ppb. Residences located at 437and 489 Clark Street;440 and 350 Deming Road; 339 and 359 Oakland Road; 29 and 56 Ridge Road and 395 Ellington Road had sample results that indicated concentrations of Ethylene Dibromide (EDB)were detected in excess of the DPH action level of 0.05 ppb. The sample results for 324 Deming Street, 74 Felt Road, 351 Oakland Road, 82 Felt Road and 250 Smith Street indicated concentrations of both EDB and 1,2,3 Trichloropropane (TCP)that were detected in excess of the DPH action levels which is 0.05 ppb for both parameters. As a result of the contamination in their drinking water supply wells the Department has also provided the residents at 489 Clark Street, 324 Deming Street and 440 Deming Street with bottled water as a short-term solution. 2. The residents at 315 Deming Street never responded to the correspondence from the Town for granting access to sample the drinking water supply well. The Department requested that the letters sent to the owners of 315 Deming Street be placed in the health department file or noted on the street card. Recommendations 1. The Department recommends the following residences have a granular activated carbon (GAC) filter systems be installed during the interim period while the Town is obtaining the costs to connect these homes to public water: 65 Beelzebub, 122 Beelzebub Road, 161 Beelzebub Road, 489 Clark Street, 324 Deming Street, 440 Deming Street, 74 Felt Road and 82 Felt Road. 2:. :Mr. Deptula°indicated that the residents at 29 Ridge Road have requested not to be connected to public=water. The Department.requests a letter indicating their request and recommends that you n , notify them that they will be'respoiisibie-for the maintenance of the GAC filter system that already r exists at their residence. 3 The Department requests th'at'the Town-obaih bicf proposals from'three(3)separate licensed: contractors for the:costs'associated Wifh the Water main connection and the abandonment of. . . r each existing drinking Water-supply well in accordance with'the Department of Consumer Protection's Well Drilling:Board Rules and'Regulations.Town'officials can obtain a list of licensed .-. `contractors from the wafer utilitythat'will corinect'the eight(8)`residences.At that point the Department will process the'paper work necessary to go to the bond commission for additional funds. 4. The connection to the water main may take a period of time. Consequently, the Department will continue to ensure bottled water deliveries to the residences in the amount of one (1)gallon per person per day. If the deliveries are interrupted, please contact me at the telephone number below so I can inquire into the reason. However, the bottled water provision will be terminated once the Department's contractor, Aqua Pump, Inc, has installed the GAC filter system at the six (6) residences with contamination. 5. In the event that the homeowner does not wish to be connected to the public water supply once the GAC filter system has been installed, the homeowners need to be notified that they will be required to maintain the system themselves and no other actions will be taken by the Town or the Department to assist the residents in this matter since the Consent Order will be closed and an approval will be written to the Town to confirm compliance. Table 1 is a reiteration of the above stated recommendations from Department for each of the residences based on Mr. Deptula's sampling, the correspondence that he received from the homeowners with regards to having their drinking water well sampled or the decision to connect the residences to public water. rjwLh ne-, dany/u lC c° p0. The Department received the analytical reports for the unfiltered (raw)water samples analyzed for Chlordane and Dieldrin by the Connecticut Department of Public Health (DPH)laboratory using EPA Method 505. The results were submitted to the Department for the drinking water supply wells sampled at the following addresses on Beelzebub Road: 65, 80, 90, 121, 122, 136, , 152 and 161. 2. Residents at-65 Beelzebub Road were placed on bottled water on December 12, 2005 for the exceedance of Chlordane in their, drinking water supply well but were removed from the bottled water program on May 24, 2006,.when the confirmation sample.indicated non-detection-for the parameters analyzed using EPA Method 505. Since the former resident did not:make the arrangements to connect 65 Beelzebub Road to public water, the Department recommends that the residence will considered to be connected to public water due to prior contamination. 3. Residences at 80, 90, 136 and 152 Beelzebub Road were sampled for Chlordane and Dieldrin. The analytical results determined that the two chemical compound were found to be non-detect. Therefore, no actions are required at these residences. 4. The residents at 121 Beelzebub Road never responded to the correspondence from the Town for granting access to sample the drinking water supply well. 6. Residences located at 437and 489 Clark Street; 440 and 350 Deming Road; 339 and 359 Oakland Road; 29 and 56 Ridge Road and 395 Ellington Road had sample results that indicated concentrations of Ethylene Dibromide (EDB)were detected in excess of the DPH action level of 0.05 ppb.
