RE: Modified Water Supply Order WC-4458
Water Supply Order WC-4949
Dear Mr. Galligan:
The Remediation Division of the Bureau of Water Protection and Land Reuse ("the
Department") has worked in the past with Town Sanitarian, Robert Deptula to bring the
Modified Water Supply Order WC-4458 and Water Supply Order WC-4949 issued to the
Town of South Windsor on April 2, 1987 and June 15, 1990, respectively into
compliance.
Mr. Deptula informed the Department that he was retiring from the Town Sanitarian
position in January 2008. The Department would like to make arrangements to meet and
discuss with the new Town Sanitarian the details of the enforcement actions which lists
residences whose potable wells are impacted with the pesticides Ethylene Dibromide,
1,2,3 Trichloropropane, Chlordane, and Dieldrin which were used in these former
agricultural areas.
Enclosed is a copy of the Modified Order WC-4458 and Order WC-4949 to the Town and
an updated version to the August 21, 2006 correspondence the Department provided
Mr. Deptula. The letter was updated to reference Mr. Deptuia's 2007 potable well
ampling, which he had conducted for a residence that was omitted from the initial letter.
'&he Department is anxiously awaiting the Town Engineer's bid proposals for the costs
needed to present to the Bond Commission that would provide the cost estimates to
conduct the lateral connections to a public water supply source for several addresses
listed in those Orders.
Please review the enclosed documents and contact me at (860) 424-3796 so that
arrangements can be made to pursue the compliance of these enforcement actions.
I look forward in hearing from you regarding this issue.
Sincerely,
;A4Az
