Stormwater structures are constructed to address two consequences of land development, water quantity and water quality. Changing land use from undeveloped forest to residential or commercial/industrial use results in an increase in impervious surface and an increase in pollutants that can impair water quality, wetland functions, and wildlife resources. We have attempted to incorporate the results of the latest research in our reviews and requirements for land use applications to insure that impacts to natural resources are minimized to the greatest extent possible. One of the inevitable results of development is the destruction, fragmentation, and elimination of existing wildlife habitat in South Windsor. Requiring habitat plants in landscaping designs and stormwater structures is a way of balancing development impacts to the community. One of the most effective structures in minimizing the impacted of polluted stormwater runoff is the "wet basin" structure. This structure incorporates a wetland plant community in its design, which has been proven to assimilate many materials and chemicals found in stormwater runoff. These designs can be altered to also provide for a more diverse plant community by varying the depth to the water table in the bottom of the basin. Incorporating itmicrotopography" in the bottom (small pools of varying depths) allows for different plants to become established in the basin and can attract and support a more diverse wildlife community. The existing proposed design can be altered to create a "moist" bottom and still function to treat anticipated pollutants from the development. The deeper pools can be eliminated and replaced by stone berms to slow the travel of stormwater through the basin. This will minimize potential mosquito breeding areas, but will result in a less diverse plant and animal community utilizing the basin and the surrounding area. 1 MEMORANDUM C RECD NOV 62002 To: Jeffrey B. Doolittle, Town Engineer SOUTH VVINDSCIR P! N'NIN IPT, From: Robert Deptula, Environmental Health Officer Date: November 6, 2002 ` Re: Town of South Windsor Mosquito Larvicide Program The Town has been involved in a mosquito control larvicide program for the past three years. A product called Vectolex CG has been applied to all catch basins several timesL2) per"Mosquito Season"at the rate of approximately one teaspoon per basin. This is a granular product and is applied manually. It contains a biological organism called Bacillus Sphaericus which is an effective larvicide specific to mosquito and black fly larvae. Based on the decreased number of mosquito complaints to date this seems to be an effective program. Ad(Aionally, on several occasions over the past two years an adulticide (Resmythrin)C&Amj) has been used at Town parks to decrease the mosquito population. This product is effective and quickly (within four hours) breaks down upon exposure to light, especially sunlight. The mosquito control section of the DEP Wildlife Division has indicated that, to date, there has been no correlation with any mosquito control product and lobster deaths. In fact, the scientific community has not found any mosquito products in the water or lobsters.
