Kerin C/o Patricia Pikor P.O. Box 271460 West Hartford, CT 06127 Dear Mr. Kerin: It has come to the attention of this department that the subsurface sewage disposal system serving property owned by you at 1530 Sullivan Avenue, South Windsor (U. S. Post Office) is no longer functioning properly, specifically that sewage effluent was observed flowing into Sullivan Avenue from one of the septic tanks on the property. This condition indicates that the leaching area is no longer capable of absorbing the effluent. It was also observed that the outlet cover of this tank is broken. The Health Code does not permit such a condition to exist. it is therefore requested that action be undertaken to abate this nuisance condition within thirty (30) days of receipt of the letter. In the meantime, the septic tanks must be pumped as often as is necessary (daily if needed) to prevent the overflow of effluent from the system. Please contact this department to begin arrangements for corrective actions. Yours very truly, Robert Dep 1a, R. S. Box 271460 West Hartford, Connecticut Dear Mr. Kerin: The Town of South Windsor has been informed by the State of. Connecticut, Department of Transportation, that they will bear responsibility for the cost of sewer line construction on Sullivan Avenue to the Post Office building. Immediately upon completion of the _sewer line installation, it will be mandatory that your property at 1530 Sullivan Avenue be connected to that sewer line. If for any reason, the sewer line is not installed, an acceptable septic system will have to be installed to replace the failed, original installation. In the interim, the pumping of the septic tanks (daily, if necessary) must continue to ensure that a nuisance condition does not arise due to an overflow. Drawer A Wethersfield, CT 06109-0801 Dear Mr. Shaw: Re: Project No. 132-112 Reconstruction of Routes 30, 194 and Buckland Road Town of South Windsor In reply to your letter of December 14, 1990, please be advised that the Town Government, and therefore, its administration, does not have the authority to reimburse the State for sewer construction costs from sewer hook-up fees collected from property owners. Such authority rests only with the South Windsor Water Pollution Control Authority (W.P.C.A. ) . The Water Pollution Control Authority currently has no regulatory provisions for developer's agreements that would allow for said reimbursements. As we have indicated previously, the Town is not in a position to cost share on this sewer construction. All sewer projects require W.P.C.A. approval . We would assist the State in the processing of this sewer project before the W.P.C.A. If you have any further questions, please contact this office. Very truly yours, Michael J. Gantick, P.E. Please instruct your consultant, Keyes Associates, to include this work in the project. The cost of the sanitary sewer should be shared between the State and the Town of South Windsor. Our letter of November 16, 1990 proposed an equitable sharing of this cost with the State providing $71 ,000 of the $112,000 estimated construction cost and the Town providing the remainder. We feel the Town should reimburse the State at a later date when hook-up fees are collected from the property owners.
