Orris,
As you are aware, the scheduled inspection of the property located at 1250 Sullivan
Avenue was conducted at 1:00pm on 10/13/09 by representatives of the Police, Human
Services, Health, Zoning, and Fire Marshal offices. There were two purposes for the
inspection. One was to respond to a complaint by the homeowner of a tent located on her
property that she stated was a safety hazard. The second was to follow up on the report
from Police Officer Tina Roy that bedrooms had been constructed in the basement area of
the home. This was a concern because no permits or inspection records could be found for
this work This memo contains our findings.
In review of town records, the current owners, Bonnie Slater and Frieda Slater,
purchased the house on January 31, 2008 from Judith A. Roman. I spoke with Judith
Roman on 10/13/09. She stated that there were only two bedrooms in the house on the
fast floor when the house was sold. The basement had a small recreation room and bar
area.
The homeowner,Bonnie Slater, met the inspection team at the set time and we looked at
the tent fast. The tent is occupied by a Geoffrey Allen Ledden and Kareen Cohan Ledden.
The tent is supplied electricity via an extension cord from a nearby garage. See photos 3 &
4. I felt the cord and it was cold to the touch. The interior of the tent was examined. The
interior of the tent has a television, work light, and electric heater. See photo 1 & 2. I
informed the occupant that the heater should be 3 feet away any combustibles and the bed.
I offered the occupant a new smoke detector for the tent to provide some protection.
Seeing no immediate risk of death or injury we concluded the tent inspection.
The homeowner was asked about the bedrooms in the basement and if we could verify
that the smoke detectors in the house were functioning properly. The homeowner agreed
and invited the team into the house.
The inspection team went to the basement first. In the basement the team found three
bedrooms connected by a small corridor.See photo 6.Bedroom one, occupied by one of her
sons, has no windows. See photo 5. Bedroom two is occupied by another son and has 2
windows. See photo 7. Bedroom three is the homeowner's room and has one window. See
photo 8 &9. The other side of the basement has the oil fired furnace, wood stove and
miscellaneous storage. See photos 10 & 11. The basement level has one 9 volt smoke
alarm that did test correctly and a carbon monoxide detector.
The main floor of the house was inspected next. On this floor, the inspection team was
introduced to 3 more occupants of the house. Bonnie introduced one as co-owner Frieda
Slater, one as her father, and one as her uncle. This level contained 2 bedrooms. See photos
12 &13. The smoke detector on this floor required a new battery. However, when a new
battery was installed it did not function properly. The homeowner was informed that I
would be dropping of a new smoke detector later in the day. At this point the inspection
team left the house.
The inspection team informed Bonnie of the following:
Zoning: The Zoning officer will review the accessory structure, bedrooms in the
basement, and the connecting of utilities, for possible violations of zoning regulations
Human Services: Offered the tent occupants assistance in finding shelters to live in.
Sanitarian: Offered guidance on disposal of human waste outside and that the addition
of the three bedrooms could require some testing of the septic system S w% t& 4 vv
Fire Marshal: Will inform the Chief Building Official of the findings. The bedrooms in
the basement are a serious concern for egress in an emergency.
Police: Will provide guidance to her on whether or not the occupants of the tent can be
denied access to the house for sanitary facilities.
When I stopped by later in the afternoon to drop off the smoke detectors, Bonnie
admitted that she used a professional electrician to do the wiring for the bedrooms. She also
admitted that she did not take a permit out for the work nor did the electrician. I informed
her that you would be contacting her to go over the issues of the bedrooms, egress from the
basement, and setting up an inspection. Her contact number is 860-995-1534.
Attached are the deed and assessors' card for the property.

Re: Basement bedrooms, 1250 Sullivan Avenue
This letter is in response to a notice issued by the Town of South Windsor's Zoning
Department;that several basement bedrooms were observed in your home.
Review of our Building Department records indicate that no application or permits exist,
for any habitable use of the basement area.
Please be advised that it is illegal to pursue construction of habitable space in your home
without application for building permits per Section R 105, of the 2003 International
Residential Code Portion of the 2005 State Building Code.
It has been alleged bedrooms exist in your basement. This correspondence serves as a
formal directive for you to cease to occupy the above basement for bedroom purposes.
Failure to comply with this directive will result in legal action taken against you.
If you wish to use the basement area for habitable or bedroom use please contact.the
South Windsor Building Department, so that we may discuss related code compliant
issues for that purpose.
It is imperative you contact my office immediately (within 24 hours) and arrange an
appointment for this office to observe the alleged use of your basement. A non-compliant
code use of a basement space for bedroom purposes endangers the safety of life and
property.
We can be reached at(860)644-2511 x230, 8:00am-4:30pm, Monday thru Friday.
