Mr. Charles Francis - 981 Pleasant Valley Road Mr. Francis was present at this meeting because his septic system has failed. Mr. Francis previously discussed this with Chairinan Pekala.. Mr. Pekala sent the Town Sanitarian. to Mr. Francis' home to investigate this. Mr. Francis said that he has a well in the front yard and a well in the backyard and he can't extend his fields further. The two wells are 75 feet away from the present system. Mr. Francis said that if the commission won't take action on his problem he will, have to go to the State Health Inspector. Mr. Francis said that this is an unhealthy situation and should be acted on as an emergency situation. . Mr. Pekala said that he sent the Town Sanitarian to Mr. Francis' home and he confirmed some problems. Mr. Pekala has a letter to that effect. Mr. Pekala said that the commission could not act_ on this tonight. He said that the Public Works Department would have to be involved. Mr. Carino asked Mr. Francis why it is necessary to use two wells. IIIe felt that Mr. Francis could shut down one well and have the leach field go in that direction. Mr. Francis said that the way it is situated you can't do this. He said that if you go to the front yard you are going to contaminate the well and if you contaminate the well. you are going to contaminate someone else's water. Mr. Carino said that he interprets the sanitarian's. letter to mean that the property owner has alternatives. Mr. Francis told the commission that he has no alternatives . Mr. Pekala recommended that the commission get further clarification from the health officer. ' if the health officer in turn determines this as an emergency situation, or as a condition that has to be corrected immediately, then the commission can act. Mr. Pekala said that Mr. Deptula's letter isn't saying that this is an emergency and he suggests alternatives. Mr. Pekala said that Mr. Francis doesn't have the sewer available to him and if the line is brought down we are creating an assessment condition for people across the street who may not want the system extended. Mr. Carino said that Mr. Francis can hook up to- the public water and wouldn't have the 75 foot problem. Mr. Francis said that he chose not to spend money on public water. Mr. Carino said that Mr. Francis is asking property owners to spend money on his system that is failing. Mr. Pekala said that he would refer this to the health officer'. M E. If public sewers are a viable alternative toward the solution of Mr. Francis' failing septic system, they should seriously be considered. Robert Deptula, R.S. Town Sanitarian RD:bw 1 August 59 1980', To: Chairperson of the Sewer Commission From: Charles N. Francis Subject: Immediate need for sewer line extension and connection at 981 Pleasant Valley Road `the septic system at my house is now a health hazard, and emergency measures must be taken to correct this situation. Extension of the sewer system from the pumping station at Barrington Estates to my house (approximately 100 feet) would eliminate this problem. Charles N. Sartor, Town Manager MEMORANDUM August 5, 1980 TO: Walter Pekala, Chairman--Sewer Commission RE: SEPTIC SYSTEM PROBLEM -- 981 PLEASANT VALLEY ROAD On August 1, 1980, the Town Sanitarian met with Mr. Charles Francis at his property located at 981 Pleasant Valley Road. It is apparent that Mr. Francis' septic system is experiencing failure. Mr. Francis apparently has installed various types of "leaching areas" over the past years, none of which have functioned for any appreciable amount of time. It is reported that the soil in Mr. Francis' area is of clay composition. This poor soil, in combination with a high ground water table in relation to the elevation of the leaching area, explains the system failures. It is also evident from Mr. Francis' description that the size of the leaching area(s) were not large enough to accommodate the usage. A shallow well is located in the front yard, and a drilled well is located in the rear yard. Parts of the existing system are located within 75 feet of the drilled well. Mr. Francis contends that he cannot install a repair system without coming within 75 feet of his drilled well. He states also that he utilizes the shallow well located in the front yard. If it were absolutely necessary, Mr. Francis may be able to install a repair system on his property, staying as far away from his well as possible. If public sewers are a viable alternative toward the solution of Mr. Francis' failing septic system, they should seriously be considered. Robert Deptufa, R.S. Town Sanitarian RD:bw c IF -.dPl STATE OF CONNECTICUT DEPARTMENT OF HEALTH SERVICES BUREAU OF HEALTH PROMOTION AND DISEASE PREVENTION September 3, 1980 Mr. Robert Deptula, R.S. So. Windsor Town Hall Buckland Road South Windsor, CT Dear Mr. Deptula: On August 29, 1980 this writer investigated a complaint registered by a Mr. Charles Francis at his residence at 981 Pleasant Valley Road, South Windsor. Mr. Francis was concerned about a sewage overflow that existed on his property, and was particularly interested in the possibility of extention of public sewers as an abatement measure rather than initiating a repair of the existing septic system. The failing septic system is located in the rear of the property. Mr. Francis indicated that the septic system consisted of a septic tank with effluent discharging to a 6 feet deep leaching pit or "beehive". An overflow system was also installed which allowed effluent to back-up into a series of -steel tanks that did not provide any leaching area. It was also indicated that the leaching pit was installed in ground water. Based on this description of the existing septic system it could be determined that the system was undersized and poorly designed-,thus resulting in failure. A problem exists in repairing the septic system due to the existance of two wells on the property. A deep well is in the back yard and a shallow dug well is in the front. Both these wells are presently in use, however it should be added that a public water line is available in the street. The Public Health Code states that any portion of a septic system shall be a minimum distance of 75 feet from a well. With both wells on the property it leaves no area available for a septic repair unless one of the wells is abandoned, and sealed. If one of the wells was abandoned in order to facilitate a septic repair the area that would then be available for the repair would be minimal. A high ground water table and tight soil conditions appear to exist on the site. These conditions along with the small lot size would not allow for a septic system of the appropriate size as dictated by the Public Health Code to be installed. Although a repair of the septic system would be minimal and of undetermined longevity, it would satisfy the purpose of effectively abating the presently existing nuisance conditions. A public sewer line is presently not available in the front of 981 Pleasant Valley Road. Access to a sewer line is available however, a distance of 200-300 feet west on, Pleasant Valley Road. It is understood that Mr. Francis is requesting Phone: 566-2195 79 Elm Street — Hartford, Connecticut 06115 An Equal Opportunity Employer w that the Town of South Windsor extend the sewer line in order to make it accessable to his property. It is our opinion that connection to public sewers, if possible, would be a more viable method of abatement than repair of the septic system. We are not in a position to order such connection however, since an alternative means of abatement is possible. If you have any questions concerning this matter please feel free to contact this office. Very truly yours, Frederick W.
