Liddell"<DLiddell@gesonline.com> M Town of South Windsor and Connecticut Department of Environmental Protection (CTDEP) Meeting Minutes June 19,2007 The following meeting minutes summarize the topics discussed during the June 19, 2007, meeting at the Town of South Windsor Town Hall. Representatives of the Town of South Windsor, of the CTDEP, Eric Errico of ExxonMobil(EMOC), and Herb Woike of GES were in attendance. Attendance list is attached. 1. EMOC reviewed the release chronology. Preliminary results indicate that the release was the result of a faulty submersible turbine pump in the tandem tank associated with the unleaded gasoline UST. The Town asked for clarification on the amount of product lost and recovered. The group was informed the estimated loss was between 3,000 and 4,000 gallons. To date, it is estimated 1,900 gallons have been recovered and disposed of off site. 2. GES reviewed surface water results, potable well sample results, soil analytical results, groundwater flow direction and groundwater analytical data. Main points were as follows: a) Surface water analytical data still collected weekly. One downgradient SW sample (SW-7) contained ethanol above detection limits. All other wells are non-detect. b) Available groundwater flow data is under pumping conditions. Under pumping conditions flow is generally to the southwest. The recovery wells water level is estimated to be slightly lower than stream level. c) Groundwater analytical results indicate BTEX and MTBE have been detected in off-site wells(OS-3, OS-4,and OS-5). Results are likely attributable to an old release since MTBE is detected and ethanol is not detected. d) Potable well analytical results indicate all wells are non-detect. 3. The Town mentioned they are very happy with EMOCs efforts and cooperation to date. 4. The CTDEP inquired about the status of sending letters to the home owners explaining potential health risks. They indicated they would like information sent to the home owners. a) It was concluded that EMOC/GES would draft a letter indicating potable wells will be sampled on a regular basis (likely monthly) for the next few months. Additionally, the letter will alert home owners to contact the CTDEP or Town Health Department if they have any questions or concerns. The draft letter will be submitted for Town and CTDEP review by Friday,June 22,2007. 5. EMOC explained the status and plan for the underground storage tanks(USTs): a) Product has been removed from the USTs. b) EMOC plans to remove all USTs and excavate impacted soil to the top of bedrock, which is approximately 15 feet deep. c) EMOC will likely schedule the UST removal during the week of July 9t"or July 16t". 6. EMOC and GES explained that the conceptual long-term remedial plan would likely consist of groundwater extraction with soil vapor extraction to remediate both soil and groundwater. A primary goal is to create hydraulic control between the site and Farm Brook. a) A general piping plan and sketch of the proposed system treatment trailer will be provided to the Town for review by Monday,June 25,2007. Town of South Windsor and Connecticut Department of Environmental Protection (CTDEP) Meeting Minutes June 19, 2007 b) GES and BISCO (equipment manufacturer) are looking into the nearest source for 3-phase power source. 7. The group discussed the status of continuous discharge to the sewage treatment plant. The Town will continue to accept 6,000 gallons a day and evaluate any affects on their system. It is expected the Town will allow continuous discharge by Friday,June 22,2007. The Town is aware that the initial discharge rate will be approximately 20 gallons per minute (gpm) until all stored water has been processed, at which time the average flow is expected to be approximately 5gpm. 8. The CTDEP raised several questions that they would like to be considered with respect to our upcoming activities: a) Is there a concern about dewatering Farm Brook? - Currently we are only drawing water down 1 to 2 feet in recovery wells. - GES will be monitoring water levels from stream gauges which have been surveyed. b) Are we planning to get more bedrock data? c) Can we collect cores at next drilling event? d) Can we install deeper bedrock wells for vertical delineation? e) What additional wells are planned to get a more regional understanding of groundwater flow? f) Can additional wells be used as sentinel wells? g) CTDEP would like to get a groundwater flow map under non-pumping conditions. h) CTDEP requested that we plot potable well locations on the area map for their records. They also requested well construction details of potable wells. - The Town offered to overlay survey data of potable wells once data becomes available. - Survey data will be provided once all access agreements are signed by property owners allowing GES to survey their wells. EMOC explained that we would consider the CTDEPs questions in our future work, but reminded the CTDEP that the primary focus is still product control and removal. 9. CTDEP inquired about the soil management plan associated with the UST removal. Such as, how will we distinguish clean from dirty? Will soil be stockpiled on site? When does EMOC plan for fire department oversight? a) It was agreed that the CTDEP and the Town would be provided a brief soil management and safety plan prior to UST removal for review. 10. A follow-up meeting was scheduled for Wednesday,June 27,2007, at 2:OOpm at the Town Hall. 06/20/2007 'WED 10:17 FAX 860 644 7280 South Windsor Town Hall. The water sample from your well was tested for the presence of a number of volatile organic compounds found in gasoline, including methyl tertiary butyl ether (MTBE) and ethanol. For your information, the tests were conducted utilizing Environmental Protection Agency (EPA) approved methods and a copy of the laboratory report is enclosed. The laboratory results indicate that a substance not found in gasoline (trichloroethylene (TCE)), a chlorinated hydrocarbon commonly used as a solvent, was detected in your drinking water at a concentration of 1.4 parts per billion(ppb). The Connecticut Drinking Water Standards for this compound is 5 ppb. As you know, the tests conducted on your drinking water well are part of an ongoing groundwater investigation being conducted under the direction of the Connecticut Department of the Environmental Protection (CT DEP). Please note, the future sampling frequency of your well will be determined by the CT DEP. Again, thank you for your patience and cooperation. If you have any questions regarding the test results or the investigation in the area or if you notice changes in the taste, smell or appearance of your water, please feel free to call the toll free ExxornMobil Information Line at 1-877-346-0302 or, if you prefer, we suggest you contact Jeff Chandler with the DEP at 860-418-4968 or Robert Deptula, the Environmental Health Officer for the Town of South Windsor. The water sample from your well was tested for the presence of a number of volatile organic compounds found in gasoline, including methyl tertiary butyl ether (MTBE) and ethanol. For your inforrrration, the tests were conducted utilizing Envirommental Protection Agency (EPA) approved methods and a copy of the laboratory report is enclosed. The laboratory results indicate no presence of MTBE, ethanol or any other compound found in gasoline in your well water. If you have any questions regarding the test results or the investigation in the area or if you notice changes in the taste, smell or appearance of your water, please feel free to call the toll free ExxonMobil Information Line at 1-877-346-0302 or, if you prefer, we suggest you contact Jeff Chandler with the DEP at 860-418-4968 or Robert Deptula, the Envirommental Health Officer for the Town of South Windsor. The water sample from your well was tested for the presence of a number of volatile organic compounds found in gasoline, including methyl tertiary butyl ether (MTBE) and ethanol. For your information, the tests were conducted utilizing Enviromnental Protection Agency (EPA) approved methods and a copy of the laboratory report is enclosed. The laboratory results indicate no presence of MTBE, ethanol or any other compound found in gasoline in your well water. As you Imow, the tests conducted on your drinking water well are part of an ongoing groundwater investigation being conducted under the direction of the Connecticut Department of the Environmental Protection (CT DEP). Please note, the future sampling frequency of your well will be determined by the CT DEP. Again, thank you for your patience and cooperation. If you have any questions regarding the test results or the investigation in the area or if you notice changes in the taste, smell or appearance of your water, please feel free to call the toll free ExxonMobil Information Line at 1-877-346-0302 or, if you prefer, we suggest you contact Jeff Chandler with the DEP at 860-418-4968 or Robert Deptula, the Environmental Health Officer for the Town of South Windsor. If you have any questions regarding the test results or the investigation in the area or if you notice changes in the taste, smell or appearance of your water, please feel free to call the toll free ExxonMobil Information Line at 1-877-346-0302 or, if you prefer, we suggest you contact Jeff Chandler with the DEP at 860-418-4968 or Robert Deptula, the Enviromnental Health Officer for the Town of South Windsor.
