Singhal Ph.d, P.E. 1538 West Broad Street Stratford, Connecticut 06497 Subject: PROPERTY OF THEODORE L. & LEON KAMINSKI Dear Dr. Singhal: I have received the two (2) additional plot plans for proposed lots on the subject property - located on the east side of Niederwerfer Road, north of Ellington Road. I am aware that none of this sub-division has received any approval or go-ahead from our Planning & Zoning Commission; however, I have reviewed the plans, as submitted, and have the following comments to offer: 1. The perc rate established in the rear of each lot - twenty (20) minutes per inch - is within the allowable limits as set forth in Section 19-13-B201 of the Public Health Code; 2. As designed the proposed leaching systems are more than adequate to meet Code requirements; and, 3. Using a scale, all horizontal separating distances appear to concur with Section 19-13-B20f of the Code. However, in accordance with Section 19-13-B20j of the Code, I must insist that new observation pits be dug on both lots - these new pits to be dug within seventy-five (75) feet of all parts of the proposed leaching system H locations. In short, they must be dug near the sites of the rear yard perc test holes. I feel these new pits are necessary to assure that ground water and ledge rock conditions in the areas of the proposed systems meet the ; requirements of Section 19-13-B20f of the Code. If youl.,have any questions, please feel free to contact either o Mr. Frank Smith or myself at 289-0185. o Very truly yours, r, -TOWN OF SOUTH WINDSOR R° r 0 o zs Mel in Edwards, r. Melvin Edwards, Jr. - Sanitary Inspector DATE 28 July, 1976 SUBJECT PERMIT PLAN PREPARED FOR THEODORE L. & LEON KAMINSKI The subject plan and accompanying test report - copies of which I have attached for your records and information - cover only one (1) lot of the Kaminski property on the east side of Niederwerfer Road - the corner lot abutted on the north by land of the Connecticut Light and Power Company. I have just completed a review of this plan, as submitted to me by Dr. Ramesh P. Singhal, and have the following comments to offer: a. The pert rate of twenty (20) minutes per inch is within the allowable limits as set forth in Section 19-13-B201 of the Public Health Code; b. Using a scale, all separating distances appear to concur with Section 19-13-B20f of the Code; and, c. As designed the leaching system is more than adequate to meet Code require- ments; however, I must insist that the trench ends be tied together as required by Section 19-13-B20i(a) of the Code. This is a matter that would normally be handled in the field by the Drain Layer, however, and presents no problem at this time. In short, with:;the addition of equalization trenches, I approve the plan as submitted. Me n wards, Jr. Sanitary Inspector ME/ Enc1 cc Allan S. Young - Director of Public Works Dr. Ramesh P.
