A conditional approval is given# subject to the following points ; for the system to be installed at 211 Newberry Road: 1. Soils testing# including percolation rates and deep hole soil profilesp are to be done prior to the con- struction of this system. 2. Final approval of this system is not to be given until the existing well has been properly abandoned. 39 The house sewer is to be of extra heavy cast iron con- struction with leaded or equal joints. If we can be of any further assistancep feel free to contact this office. Sincerely yours# Daviel J. Savino Senior Sanitarian DJS/em cc John R. Pozzato', P.E. Box 3004 1 Main St. Vernon,. Invert Elevations for the house sewers at the house and at the tank. 2. ) Pipe diameter of house sewers and method of joining sewer line sections. 3. ) Elevation of pipes at distribution box and at ends of leaching trenches. 4.) PVC sewer line piping is to be substituted for perforated orangeburg pipe. 5.) Clarification on how much the 8" topsoil cover over the leaching trenches will "vary". Soil observation pits should be dug in the area of the proposed leaching system at the time of installation. It is also recommended that the percolation tests be done in the area of the proposed leaching system. Enclosed, find a copy of the Connecticut Well Drilling Board's procedure for the abandonment of wells. The well that is located on this property is to be properly abandoned prior to construction of the new subsurface sewage disposal system. Sincerely, "-j T. fay Daniel J. General In order to insure that any abandoned well does not become an avenue for contaminants to reach the ground water resources, it will be necessary that a well shall be abandoned in accordance with the procedure outlined in this code . There may be one or more reasons for abandoning a well; for example: 1 . Changes in land use (e .g. highway construction) . 2. Termination of intended or present use . 3 . Unserviceable casing and screens. 4. Insufficient yield. 5 . Poor water quality. 6. Faulty or deteriorated construction. B . Responsibility for Abandonment', 1 . The property -owner shall be responsible for permanent abandonment of a well except: a. As otherwise specified in any agreement . b . As mutually agreed upon in a written contract with the driller. c . As a result of highway construction or land use changes, in which case , the highway departments or any other organization responsible for the changes shall be responsible for proper abandonment of the well . d . As a result of subsurface conditions or non-completion of the well (insufficient yield not included) or where the contract does not call for a proper abandonment ; in which case , the driller shall be respon- sible for the abandonment of the well. C . Procedure for Abandonment 1 . The well shall be properly plugged to prevent the entrance of sur- face water, circulation of ground water between producing zones or any other process that might pollute or contaminate the ground water. 2 . Any well that has been temporarily removed from service or has not yet been put into service shall be sealed with a water. -tight cap or seal 3 . A well shall be maintained whereby it is not a source of contamina- tion during temporary abandonment . 4. The well shall be thoroughly chlorinated prior to abandonment using a chlorine solution with a minimum concentration of 150 parts per mil- lion of residual chlorine . } 5 . The well shall be checked from land surface to the entire depth of `r.. the well before it is sealed to insure freedom from obstruction that may interfere with sealing operations. rx yAi N. T 3- 'T" Pop f` SIA (2-70-10M) • Rules and Regulations OF W ( CONTINUED ) 6. All casing and screen materials that can be salvaged, may be removed. 7. The well bore shall be filled and sealed with cement or bento- nite grout using a material listed in this code. 8. The grout material shall be placed through a pipe extending to the bottom of the well and which can be raised as the well is filled. g. Upon completion of abandonment of the well, the top of the cas- ing or grout material should be terminated at least four feet below the ground surface. 10 . Wells construction in unconsolidated formations shall be com- pletely filled with cement or bentonite grout as specified in this code, or with the material removed in excavating the well. 11. Wells constructed in consolidated rock formations or those that penetrate zones of consolidated rock may be filled with fine sand in the zones of consolidated rock. The top of the sand or gravel fill shall be at least ten (10) feet below the top of the consoli- dated rock. The remainder of the well shall be filled with cement grout or bentonite only. 12. Shallow or deep test wells shall be abandoned in such a manner that the well does not become a channel allowing the vertical move- ment of water and source of contamination to the ground water reser- voir. 13. Deep waste disposal or oil wells with casings free of breaks and extending below the potable ground water zone may be sealed with a watertight cap or welded plate. D. Material for Abandonment Any one of the following grout or sealing mixtures can be used to seal an abandoned well: 1. "Neat cement grout" using five to six gallons of water per ninety- four pound bag of cement . 2. "Sand cement grout", a mixture of not more than two parts of fine sand and one part of cement with five to six gallons of water for every hundred pounds of mixture. 3. "Benton ite clay grout", a mixture of bentonite clay and water witt not more than two pounds of bentonite clay for every gallon of water, 4: a mixture of one art fine "Sand clay or bentonite cement grout", P .,. ;." sand, one part clay or bentonite and one part cement and five to six gallons of water for every hundred pounds of mixture. %yM rrr-
