UNDERGROUND INJECTION CONTROL PROGRAM (UIC)
APPLICATION FOR PRIMACY
CONTACT PERSON: Wes Winterbottom
TELEPHONE: 566-7167; 8:30 a.m. to 4:30 p.m. , Weekdays
SUBJECT: Public Hearing - April 22, 1981 , 10:00 a.m. , Room 558, State Office
Building, 165 Captiol Avenue, Hartford, Ct.
A Public Hearing will be held on April 22, 1981 to consider the Connecticut
Department of Environmental Protection's application for primacy to administer
the Underground Injection Control Program (UIC) .
The purpose of the UIC Program is to ensure the protection of underground
sources of drinking water through the regulation of all discharges to groundwaters
from injection wells. An injection well is defined as a structure which is
deeper than it is wide. Injection into the well may take place by pumping the fluid
into the well under pressure, or allowing the fluid to enter the well by gravity
flow. The UIC Program closely allies itself with Connecticut's expanded role in
groundwater protection as developed in the State's groundwater standards.
Injection wells are categorized as five separate groups:
1 . Class I: Industrial and municipal disposal wells; .nuclear storage and
disposal wells;
2. Class II: Injection wells associated with oil and gas production and
hydrocarbon storage;
3. Class III: Special process wells in conjunction with solution mining of
minerals and the recovery of geothermal energy;
4. Class IV: Wells which are used by generators of hazardous wastes or
hazardous waste management facilities;
5. Class V: Wells which are used for septic systems and discharges from
heat pump systems . It is assumed that only those non-household septic
systems that are deeper than wide are included. `
Connecticut has no known Class I, II or III wells. This state's UIC Pro -.. l-CO
address Class IV and Class V injection wells.

at 176 Newberry Road in South Windsor, and rented to Mr. William White.
This sample was taken on February 25, 1981 and analyzed by the State
Health Department Laboratory.
This sample was tested for hydrocarbons and organohalides. Results
indicate that Benzene, which was detected in the analysis of 1/20/81,
was no longer present and that the .water is potable at this time.
If any changes in the water quality occur, please notify this depart-
ment at once.

Dear Mrs. -Milkie:
Enclosed is a copy of the water analysis of property owned
by you at 176 Newberry Road in South Windsor, and rented to
Mr. William White.
This water was tested at the State Health Department laboratory
for organohalides and hydrocarbons. Benzene in the amount of
20 micrograms per liter was detected in this water supply. The
recommended maximum level of benzene in drinking water is
6 micrograms per liter.
Section 19-88 of the Public Health Statutes states that water
supplied to a rented dwelling be of sanitary quality. At this
point, this supply is not. You must, therefore, instruct your
tenants not to consume this water until further notice from
the South Windsor Health Department. This water will be
resampled in the very near future.
If you have any questions, please do not hesitate to contact me.
Very truly yours,
TOWN OF SOUTH WINDSOR
