Through a conversation with Francis V. Rossi of The ©ld Main Street Company I have learned that their intention is to use one (1) well for.both of the subject houses until such time as public water is made available to that section of Main Street. As we have no Director Of Health here in South Vindsor I contacted Richard Coppa, Sanitarian for the Town of Glastonbury, concerning this situation. He advised me that any well serving two (2) or more dwellings - as is the case here - is_considered a public water supply; regardless of ownership, and must be registered with the State Health Department. . Further, it must be tested by same on a yearly basis. Section 19-13-B201(b) of ,the Public Health Code of the State of Connecticut states, "Public water supply wells shall be sampled by the-state-department of health or local director of health for bacteriological, physical and sanitary'chemical examination. Approval of the commissioner of ..health shall be obtained before the well water is made available for use." .I have been advised that we ma4y sot issue Certificates of Occupancy_ until. this Section has been complied with. As soon as I receive the Well Driller's Completion Report I must verify the well location and prepare a plot plan of both dwellings for submittal to the State. Also, the stipulations regarding the dual use and maintenance provisions must be plainly -stated in the deed for each house. Me Edwards, •_ Sanitary Inspector- . _.. ME/ cc Charles N. Wiggin, Director \" QO Building Inspector To: Environmental Health Services Division c 11/ Glen Lowderback From: Sanitary Engineer Owner: Old Main Street Company, 125 Edwin Road, South Windsor Project: The company proposes to use the well installed on lot #1624 Main St. to supply the house on the lot and the adjacent house at #1612 Main St. The lots are designated #1 and #2 of a planned 15 lot subdivision. The well will serve as a permanent supply for #1624 and as a temporary supply for #1612 until such time as a water main extension is installed from Route 5 to Main Street and #1612 is connected up, estimated to be within one to two years. The company proposes to include proper easements in the deeds to provide access for any necessary maintenance and to bond the cost of a well for house #1612 in the event they are unable to fulfill their obligation to install the watermain extension. Well Location: An as-built sketch dated 5/27/76 showing the location of the well, the two houses and their septic systems was received from the town sanitarian. The subsurface sewage systems and reserve leaching areas are located in excess of 75 feet from the well. There are no footing or curtain drains within 25 feet and the well is not subject to flooding. Well Completion Report: 6" diameter bedrock well, 300' total depth with casing extending down to 191 feet. "Red rock" was encountered from 180 feet to 300 feet. Static water level was 40' . Yield Test: A 13 hour yield test"was run at 10 gpm with the permanent 3/4 Hp submersible pump installed at 160 feet. The water level remained at 53 to 55• feet during the entire test. Water Quality: Water samples were collected on June 16 and July 8 for laboratory testing. The initial sample was found to be high in iron (0.6 mg/1) and turbidity (6 units) . The second sample, taken after the well was pumped to waste for several days was satisfactory at 0.1 mg/l iron and 1 turbidity unit. The sodium content is elevated (22 to 23 mg/1) ; however, the very low chloride content (2.0 to 2.5 mg/1) does not indicate any contamination by salt but rather a natural mineral condition. Storage: The well pumps into a hydropneumatic tank located in the basement of house #1624 and a 1" line runs to the second house. The usable storage is 17 gallons or about a total capacity of 60 gallons. The well pump is run off the house electrical meter. CONCLUSIONS AND RECOMMENDATIONS The location of the well meets the requirements of Public Health Code Section 19-13-B51 for withdrawal rates of under 10gpm, as was installed. The output of the well in conjunction with the storage tank appears adequate for the two homes. Form EHS-13 A (5-73) 5M -2- South Windsor, Conn. , Approval of Public Supply Well Owned by the Old Main Street Company to Supply Two Residential Homes At 1612 and 1624 Main Street /?ee 4 SEEP 0 1 19M Approval of the temporary water system is recommended with the following conditions: The certificate of occupancy for house #1624 should not be granted until it is shown that easements in the deed provide for the ownership or use of the well by the Old Main St. Co. for the purpose of supplying the adjacent house until such time as house #1612 is connected up to municipal water or its own well is drilled. The deed must also allow the Old Main St. Co. access to the water system for maintenance during this period of time. Also, an agreement on payment of electrical bills is required because of the common meter for the house and well pump. The certificate of occupancy for house #1612 Main St. should not be granted until it is shown that the Old Main St. Co. has bonded the cost of installing a private well for the home along with necessary piping, controls and storage tank. The cost of the existing system should provide an estimate for this purpose. Also, an agreement must be made to ensure payment of connecting up the house to the planned water main. The home owners should be advised that the sodium content of the water is slightly above the 20mg/1 level recommended for persons on very strict salt free diets. GL/pab / ;, , ';,.. - LAB NO. Both septic systems were installed in accordance with the Public Health Code and with Frank Schaub's September 22, 1975, letter - a copy of which is enclosed. 2. The well was installed under Permit 33881 by Eastern Drill Company, registration no. 34. A copy of the Well Completion Report is attached. When the Well Drilling Permit was originally approved by me the well was to serve only 1624 Main Street. However, through a conversation with Francis V. Rossi, P.E., of The Old Main Street Company I have since learned that their intention is to use this one (1) well to serve both subject houses until such time as public water is made available to that section of Main Street. It is my understanding at this time that some preliminary talks are underway for installation of water either prior to or in conjunction with our new Main Street sewer interceptor which is tentatively scheduled for construction beginning next April and for completion in September of 1978 Richard S. It is my understanding at this time that some preliminary talks are underway for installation of water either prior to. or in conjunction with our new Main Street sewer interceptor which is tentatively scheduled for construction beginning next April and for completion in September of 1978 Old Main Street CompanySt 125 Edwin Road — South Windsor,Connecticut 06074 — (203) 528-7551 Connecticut State Dept. of Health Tune 2 1976 Environmental Health Services Division 79 Elm Street Hartford, Conn. 06115 Attn: Richard S. Woodhull s With reference to our recent telephone conversation, this is to request approval for the temporary use of one well to supply the two houses above referred. I am enol9sing copies of the well, drillers report and the town sanitation letter to you of May 27t 1976 involving the plot plan location of the houses and well. We plan to use the well as a percent facility for house #1624 Main St* and as a temporary facility to supply house #1612 Main St. until the municipal water system is installed from Route 5 :through the proposed subdivision road to Main St. At that time we will di.aconneet the well from house #1.612 and tie this building into the public water supply system. We estimate the water system to be available in one to two years depending on the schedule of construction of the Main Street Sewer Line by the town of South Windsor. The proposed subdivision road will not be oonstruoted along with the water supply system until the sewer is available on Main Streete Old Main Street Company is a corporation in the state of Connecticut and can act as the Public Water Co. for this two house project until the permanent public water supply is made available. Old Main Street Co. is the present dvmer of the two lots in question$ and we can inoludeproper easements in the deeds for the two lots prior to their Bale in order to provide access for maintenance. We are also willing to bond the cost of a.. seoond well for Lot f1.612 as further protection, to the purchaser in the event Old fain St. Co. is unable to fulfill its obligation with, re- speot to installing and tieing into the proposed public water supply. The details of the mechanical and electrical system are being designed at this time and a plan will be submitted to you for approval upon oom- pletion of the design. Through a conversation with Francis V. Rossi of The Old Main Street Company I have .learned that their intention is to use one (1) well for.both of the subject houses until such time as public water is made available to that section of Main Street. As we have no Director Of Health here.in.South :Windsor I contacted Richard Coppa, Sanitarian for the Town of Glastonbury, concerning this situation. He advised me that any well serving two (2) or more dwellings - as is the case here - is considered a public water supply, regardless of ownership, and must be registered with the State Health Department. Further, it must be tested b same on a_ p , y yearly basis. Section 19-13-B201(b) of the Public Health Code of the State of Connecticut states, "Public water supply wells shall be sampled by the state-departm6nt of health or local director of health for bacteriological, physical and sani.tary•chemical examination. Approval of the commissioner. of .health shall be obtained before the well water is made available for use." I have been advised that we may not issue Certificates of Occupancy_ until this Section has been complied with. As soon as I receive the Well Driller's Completion Report I must verify the well location and prepare a plot plan of both dwellings for submittal to the State. Also, the stipulations regarding the dual use and maintenance provisions must- be plainly -stated in the deed for each house. - AMe Edwards, Sanitary Inspector ME cc Charles N. SOUTH WINDSOR, CONN., APPROVAL OF PUBLIC SUBJECT: SUPPLY WELL OWNED BY THE OLD MAIN STREET Melvin Edwards, COMPANY TO SUPPLY TWO RESIDENTIAL HOMES 1 Sanitary Inspector .AT 1612 AND 1624 MAIN STREET \p" N "" Donald McLaughlin, David C. Wiggin, Director \' QO Building Inspector To: Environmental Health Services Division 03 t1/ From: Glen Lowderback Sanitary Engineer Owner: Old Main Street Company,, 125 Edwin Road, South Windsor Project: The company proposes to use the well installed on lot #1624 Main St. to supply the house on the lot and the adjacent house at #1612 Main St. The second sample, taken after the well was pumped to waste for several days was satisfactory at 0.1 mg/1 iron and 1 turbidity unit. Form EHS-13 A (5-73) 5M 'k -2- South Windsor, Conn. , Approval of Public Supply Well Owned by the Old Main Street Company to Supply Two Residential Homes At 1612 and 1624 Main Street A&C 1A SESP 01 19M Approval of the temporary water system is recommended with the following conditions: The certificate of occupancy for house #1624 should not be granted until it is shown that easements in the deed provide for the ownership or use of the well by the 0ld Main St. Co. for the purpose of supplying the adjacent house until such time as house #1612 is connected up to municipal water or its own well is drilled. The deed must also allow the 0ld Main St. Co. access to the water system for maintenance during this period of time. I am enclosing copies of the well drillers report and the to= sanitation letter to you of May 27, 1976 involving the plot plan 1azation of the houses and well We plans to use the well as a permanent facility for house ##1624 Main St. and as a temporary facility to supply house #1612 Main St. until the municipal vd-ater system is . installed from Route 5 through the proposed subdivision road to Main St. At that time we will disconnect the well from house #161, and tie this building into the public water supply system. e estimate the water system: to be available in one to two years depending on the schedule of construction of the Main Street Sewer Line by the town. of South Windsor. The proposed subdivision road will not be constructed along with the water supply system until the sewer is available on Main Old wain. Street Company is a. corporation in the state of Connecticut and. .ean act as the Public eater .Co. for this two house project until the permanent public water supply- is made available. Old Main Street Co. Is the present owner of the two lots in question, and we can includeproper easements in the deeds for the two lots prior to their sale in order to 1)xovid.e access for maintenance.. We are also willing to bond the coat of a second well for .Lot ,1612 as further protection to the purchaser in -hhe event Old .11a.in Ste Co. is unable to fulfill its obligation with re- spect to installing; and tieing into tho proposed public water supply. The details of the mechanical and electrical system are being designed at this time and a plan will be submitted to you for approval upon com- pletion of the designs MEMORANDUM . PUBLIC WORKS DEPARTMENT POLLUTION CONTROL DIVISION TO Donald McLaughlin Building Inspector FROM : Melvin Edwards, Jr. - Sanitary Inspector DATE : 19 may, 1976 SUBJECT : PUBLIC WELL FOR 1612 AND 1624 MAIN STREET,. SOUTH WINDSOR This Memo is!-confirmation of our conversation of yesterday afternoon regarding. the subject. Through a conversation with Francis V. Rossi of The Old Main Street Company I have learned that their intention is to use one (1) . well for both of the subject houses until such time as public water is made available to that section of Main Street. As we have no Director Of Health here in South Windsor I contacted Richard Coppa, Sanitarian for the Town of Glastonbury, concerning this situation. He advised me that any well serving two (2) or more dwellings - as is the case here - is considered a public water supply, regardless of ownership, and must be registered with the State Health Department. ; Further, it must be tested by same on a yearly basis. Section 19-13-B201(b) of ,the Public Health Code of the State of Connecticut states, "Public water supply wells shall be sampled by the state department of health or local director of health for bacteriological, physical and sanitary*chemical examination. Approval of the commissioner of health shall be obtained before the well water is made available for use." I 'have been advised that we may not issue Certificates of Occupancy. . until this Section has been complied with. As soon as I receive the Well Driller's Completion Report I must verify the well location and prepare a plot plan of both dwellings for submittal to the State. Also, the stipulations regarding the dual use and maintenance provisions must be plainly .stated in the deed for each house. AMe4Edwards, Sanitary Inspector ME/ cc Charles N. Rossi,' SUBJECT SUPPLY WELL OWNED BY THE OLD MAIN STREET Melvin Edwards, COMPANY TO SUPPLY IWO RESIDENTIAL HOMES 4 Sanitary Inspecto: AT 1612 AND 1624 MAIN STREET NV N " ' Donald McLaughlin, To: David C. Wiggin, Director \ Q Building Inspector Environmental Health Services Division C h/ From: Glen Lowderback Sanitary Engineer Owner: Old Main Street Company,, 125 Edwin Road, South Windsor Projects The company proposes to use the well installed on lot #1624 Main St. to supply the house on the lot and the adjacent house at #1612 Main St. Well Location An as-built sketch dated 5/27/76 showing the location of the well, the two houses and their septic systems was received from the town sanitarian. Yield Test: A 13 hour yield test`was run at 10 gpm with the permanent 3/4 Hp submersible pump installed at 160 feet. The water level remained at 53 to 55• feet during the entire test. Water Quality. Water samples were collected on June 16 and July 8 for laboratory testing. The initial sample was found to be high in iron (0.6 mg/1) and turbidity (6 units) . The second sample, taken after the well was pumped to waste for several days was satisfactory at 0.1 mg/l iron and 1 turbidity unit. The sodium content is elevated (22 to 23 mg/1), however, the very low chloride content (2.0 to.2.5 mg/1) does not indicate any contamination by salt but rather a natural mineral condition. Storage: The well pumps into a hydropneumatic tank located in the basement of house #1624 and;. a 1" line runs to the second house. The usable storage is 17 gallons or about, a total capacity of 60 gallons. Form EHS-18 A (6-78) SM -2- South Windsor, Conn., Approval of Public Supply Well Owned by the Old Main Street Company to Supply Two Residential Homes At 1612 and 1624 Main Street AEG 1A SEP 01. 1 1glG Approval of the temporary water system is recommended with the following conditions: The certificate of occupancy for house #1624 should not be granted until it is shown that easements in the deed provide for the ownership or use of the well by the Old Main St. Co. for the purpose of supplying the adjacent house until such time as house #1612 is connected up to municipal water or its own well is drilled. The home owners should be advised that the sodium content of the water is slightly above the 20mg/l level recommended for persons on very strict salt free diets. Y am enclosing copies of the well drillers report and the town sanitation letter to you of May 27: 1976 involving the plot plan location of the houses and well. We plan to use the well as a permanent facility for house #1624 Main Sto and as a temporary facility to supply house #1612 Main St. until the municipal water system is installed from Route 5 through the proposed subdivision road to Main St. At that time we will disoonneet the well from. house ##161 and tie this building into the public water supply system. We estimate the water system to be available in one to two years depending on the schedule of construction of the Main Street Seger Line by the town of South Windsor. The proposed subdivision road will not be constructed along with the, water supply system until the sewer is available on Main Street. Old Main Street Company is a corporation in the state of Connecticut and can act as the Public Water Co. for this two ho'gse project until the permanent public water supply is made available. told fain, Street Co. is the present owner of the two lots in question, and we can inoludeproper easements in the deeds for the two lots prior to their sale in order to provide access for maintenance. We are also willing to bond the cost of a, second well for Lot #1612 as further protection to the purchaser in the event Old Main St. Co. is unable to fulfill its obligation with re-r speot to installing and tieing into the proposed public water supply. The details of the mechanical and electrical system are being designed at this time and a plan will be submitted to you for approval upon oom- pletion of the design.
