Dear Mr. Lipman':
In my capacity as Town Engineer, ,I am directing you to immediately
submit to this office observation pit data and analysis for all
remaining lots within your Sand Hill Estates development. This- data
is to be collected and submitted under the seal of a Professional
Engineer licensed with the State of Connecticut
If a substantial difference between shallow subsurface conditions and,
deep_,subsvx-face _conditions is noted during testing, additional percolation
testing should be conducted and reported. Although at this point I have
not notified the Building Inspector to withhold the issuance of building
permits to you, I am advising you not to offer for sale, or take deposits
_ on, any of the remaining lots to be tested. I will, with no hesitation,
declare unbuildable any lot of a questionable nature.
Further, I am advising you to pursue with diligence the connection of
your presently capvd sewer to the Ellington Road sewer recently approved
for construction by the Town.
Please submit the results of your observation pit investigations by Friday,
May 25.

Section 19-13-B20f of t'ne State. Public Health Code. states, in .art, "...TI-e bottom
of axy leaching syste:� shall be at least eighteep inckes above the xaximum grouxd
water level...." It light of this aAd our ixvestigatioxs we feel that tpese four (4)
lots will support subsurface draixage systems az4 are suitable for building. The
percolation rates as established by Clarence Welti - are as follows:
a:. Lot 15 oxe (1) ixck ix. two (2) mix:utes;
b Lot 18 - same as Lot 15;
c. Lot 21 - mxe (1) inch in seven (7) Minutes; ani,
d. : Lot_45 - same as Lot 15.

I spent the better part of an hour this morning on the subject lot watebing
the digging of four (4) deep observation pits.
Attached is a rough drawing of the lot abowing the approxiaate locations of
the pits, and following is a listing of our obsie►rvationa:
a. Pit # 1 - ledge at five (5) feet;
b. " # 2 - ledge at four and a-balf { . 3 feet;
c. " # 3 - boner ledge at throe (4) feet, don to seven (7) foot; aad,
d. " # 4 - red marl at two (2) feet, ledge at four end a-balf (4.5) foot;
No groin water was detected in aw of the pits.
As you can ses the pits mere fairly well scattered oven the arms of the lot
and* therefore, afforded us a good overall picture of the Oftuxtface soil strata.
Section 19-13432pf of the public Health Code statos, in pant, "...The both of
say leaching system shall be...at loam6 four feet above lodp r+adc...." I as sure
enough room could be found in the area of Pit #3 for ar syystm - especially since
the pore rate is only three (3) minutes - bower. I strongly believe this Pit
was dug in a pocket in the ledge which would eioou fill an cause a system fe lure.
Therefore, I suggest that we advise Building 3aspector D ► NcLaujoaft that
this particular lot is not capable of supporting a surface sewagedfapoesl
system and abould be classed as ugbuildable until such time as the capped saver
in this sub-division are aestivated.

Dear Jerry:
Confirming our telephone conversation of last Monday morning, please
be reminded that Pollution Control will not endorse any Building Permits
for the subject lots until such time as we receive P.E.-stamped deep
observation pit reports on each lot. A representative from the Pollution
Control Division must witness the deep pit testing.
In accordance with the attached these requirements shall apply to
all remaining lots in Sand Hill Estates until the capped sewers already
installed are activated by connection to the Town's collection system.
Your earliest attention to this requirement will only serve to expedite
matters when you do apply for Building Permits for these - and any future -
lots.
