Dear Mr. &Mrs. Singleton:
On April 10, 2008, this office received an anonymous complaint regarding garbage and
trash accumulation at 325 Ellington Road. That same day my visit to investigate
confirmed this complaint. I would first wish to thank you for taking the time to speak
with me and allowing me to explain why the above referenced is a violation of Section
19-13-B1, Conditions Specifically Declared to Constitute Public Nuisances, and 19-13-
B21, Garbage and Refuse.
In an effort to ensure.you understand your obligation to abate the violations I would like
to restate that the majority of the garbage and trash that is in your yard can be removed by
placing it three feet-from-your green trash container on your regular trash pick up'day.
Removal of all metal items require arrangements, you need to call the Town Hall at 644-
2511 ext. 243 before noon on Tuesday the week you want the metal picked up you will
then be put on the schedule and it will be picked up that Wednesday.
To expedite the removal of your garbage/trash the Town of South Windsor can provide
you an additional trash container for$11.67 until the end of June. If you would like the
additional container,please call 644-2511, extension 243, and Ether Diaz will assist you.
Your immediate attention to abate this violation of the Public Health Code is greatly
appreciated. Failure to abate this violation by May 16, 2008,will result in orders issued
by the Director of Health.

Unregistered Cars/Debris
Dear Mr. &Mrs. Singleton:
This letter is in response to recent field reviews which revealed six motor vehicles
on the subject properties which do not appear to be registered. A Cadillac and
- Jetta are located on the 325 Ellington Road property and the remaining four
vehicles; two trucks and two cars, are located on the 359 Ellington Road
property, near the bam. There are also several.bags of landscape material lying
near your mailbox, along Ellington Road, as well as accumulated debris near the
garage.and home.
The South Windsor Blight and Nuisance Ordinance Sections 4d and f, which
are enclosed, state that the storage of two or more unregistered motor vehicles
on a property, as well as accumulated debris constitutes a public nuisance and
violates the Town's Ordinance. -
South Windsor Zoning Regulations Section 1, Definition of a Motor Vehicle
Junk Yard, which is also enclosed, states that a place which stores two or more
unregistered motor vehicles, no longer intended for use on the public highways,
is defined as a motor vehicle junk yard.
Please remove the unregistered vehicles which belong to you and the debris!. y
from the property as soon as possible so that no further enforcement action need
be taken. For your information, I have enclosed a list of charities which take
donated vehicles. A copy of this will also be sent to the:owner of 359 Ellington
Road property for her compliance.
