Dear Mrs. Peterson:
Enclosed is a copy of the laboratory analysis for the unfiltered (raw) water sample collected from 440
Deming Street on 5/7/2009. The water sample was analyzed for the presence of ethylene dibromide
(EDB), 1,2,3-trichloropropane (TCP), and 1,2 dibromo-3-chloropropane (DBCP).
Results from the analyses are summarized in Table 1 (attached). Table 1 also includes each compound's
respective action level set by the Connecticut Department of Public Health (DPH). Please note that only
established action levels are included in Table 1. If an action level has not been listed it means that an
action level has not been established for that particular compound and its detection does not render the
water unsafe for drinking or other domestic uses.
Referring to Table 1, the water sample collected from your water supply did contain detectable
concentrations of pollutants at concentrations at or above their respective action level. An action level is
the concentration at or above which the DPH has determined there could be a risk to the health of
persons consuming the water. Consequently, your water is not considered to be potable.

As you are aware, the granular activated carbon (GAC)filter system in your residence was installed and
paid for by the Department of Environmental Protection (DEP) emergency spill funds. The original funding
of this grant program has been depleted for monitoring and maintenance services of the system,
therefore you as the property owner will be responsible for maintenance and monitoring of your GAC filter
system in the future.
It is recommended that you have the water collected and analyzed by a certified Department of Public
Health laboratory using EPA Method 504.1. Water samples should be collected from the raw, first and
second ports. If concentrations of constituents are detected in excess of the drinking water action levels
for any constituent analyzed for that a technician from a qualified water company should replace any filter
where break through has occurred. If you have any questions regarding sampling or filter maintenance
please contact me at(860) 424-3796.
Sincerely,
d/1/vt,L

Bob, per your request of Friday, February 27th for written confirmation that Lois Petersen is declining the
grant funds to hook-up her home to public water, this email will serve that purpose. As we discussed,
after speaking with a representative of the Connecticut Water Company, and being advised of the cost of
frontage fees/equitable share contribution, Lois has indicated that she is not able to afford the cost of
connecting to public water.

Re: Connection to public water
Dear Ms. Petersen:
In March of 2008, you were notified of the opportunity to take advantage of the DEP
Grant funds available to connect to public water. As of the writing of this letter, this
office has not been notified of your intentions.
This correspondence, written at the request of the Department of Environmental
Protection, is your final notice. A lack of response will indicate that you do not wish to
have your home connected to public water.
If you choose to connect, the fees associated with connecting to the public water supply
will be paid for by a DEP potable water supply grant. The grant will pay for all costs
associated with the connection with the exception of any frontage fees.
Please respond to this department no later than 27t'of February so that we may notify the
DEP of your decision.
If you have any questions, please call me at 644-2511, extension 248.
Sincerely,
Robert De Vito

Dear Ms. Petersen,
This correspondence, written at the request of the Department of Environmental
Protection is to determine if you will be connecting to the available public water.
This as you may recall, will be paid for by a DEP potable water supply grant. The grant will
pay for the connection to public water, any necessary plumbing work, and the
abandonment of your well(which must be done in order to receive grant money).
From previous conversations with you, it is apparent you have an interest in connecting.
To do so, you must obtain three written proposals to do the work and submit them to this
office and they will be submitted to the DEP.
Additionally, you had expressed a desire to keep your well for farm usage. This will be
determined by the DEP. You must send them a letter requesting to keep your well and the
reasons for the request. Please send the letter to:
