As of the writing of this letter, this office has not been notified of your intentions. This correspondence, written at the request of the Department of Environmental Protection, is your final notice. A lack of response will indicate that you do not wish to have your home connected to public water. If you choose to connect, the fees associated with connecting to the public water supply will be paid for by a DEP potable water supply grant. The grant will pay for all costs associated with the connection with the exception of any frontage fees. Please respond to this department no later than 27a'of February so that we may notify the DEP of your decision. If you have any questions, please call me at 644-2511, extension 248. A review of our files indicates that you have not taken advantage of this opportunity. If we are incorrect,we would appreciate it if you would contact us and assist us with updated information. If you have not taken advantage of this opportunity I would like to remind you that the State requires three bids from three separate contractors approved by the local water utility. An itemized statement from each contractor should state their fee for the work proposed to connect a private residence to public water which includes the following requirements: 1. Cost for the abandonment of the well based on Consumer Protection's guidelines. 2. Cost for lateral connection to the residence from the water main. 3. Three Linear frontage fee to be waived. 4. Cost for the meter horn. 5. Cost for the interior plumbing conducted inside the residence. 6. Reseeding the lawn and returning the property to its original state. 7. Two of these were detected in levels above the state action levels. EDB was present at 0.08 parts per billion. The standard is 0.02 ppb. Also, 123TCP was detected at 0.1 ppb, the standard is 0.05. Since these levels are above the action levels, the State will provide you with bottled drinking water. I am required to collect a confirmatory sample which will be done in the next several days. Using this latest data, a determination of eligibility for water connection will be made. If you have any questions please contact me at the South Windsor Town Hall at 644- 2511 ext. 248. This was done because of ground water contamination in your area due to the cultivation of tobacco and the presence of three contaminates associated with this agricultural activity. Please contact me at 644-2-511 ext. 248-to make arrangements to sample your drinking water supply well and determine if there is an exceedance of the State's drinking water action level for ethylene dibromide; 1,2, 3 trichloropropane or any other chemical constituents identified by the analysis. If there is an exceedance of one of the parameters listed, a confirmatory round of sampling of the supply well will need to be conducted. If the exceedance is confirmed, the proper arrangements will be made to connect your home to public water. The DEP is requiring the Town to offer you this one FINAL CORRESPONDENCE to determine if you wish to have your potable supply well sampled at no cost to yourselves. The Grant will pay for the connection, any necessary plumbing work and the abandonment of your well (which must be done in order to receive grant money). Failure to respond within ten (10)days of receipt of this correspondence will be interpreted as a "no".answer, that you do not wish to be sampled.
