Dear Mr. Galligan:
Thank you for your February 26, 1999 letter. I wanted to follow-up with you on the issues you raise in
the letter.
Due to the proximity of the water main to the area known to be affected by pollution, it seems logical that
extending the water main to those affected or potentially affected properties would be a quick, permanent
solution to the drinking water problem. However, the party or parties responsible for causing the
pollution will be required to address the short- and long-term drinking water supply issues as well as
pollution abatement issues. Consequently,we have been focusing our early investigation on potential
source areas and responsible parties.
In the event a responsible party can not be determined or has insufficient assets to address the drinking
water issues, the DEP would then meet with Town officials to discuss steps for applying for a grant under
the DEP's Potable Water Program. The grant, if approved and funded, would be used to pay for an
engineering study to determine the area affected by pollution,a preferred water supply alternative and the
capital costs for implementing the alternative that is chosen. It would be premature at this time to discuss
remedial strategies, particularly if no responsible party can be determined.
Until such time a responsible party is determined, the DEP will be providing the residents of those
properties where drinking water has exceeded a Department of Public Health action level with short- and
long-term drinking water. If residents have questions regarding drinking water issues, they should
contact Michael Senyk of the DEP's Potable Water Program who is the project lead.
Finally,Robert Deptula of the South Windsor Health Department has been very helpful assisting the DEP
in the investigation. His knowledge of the area and his willingness to help collect drinking water samples
has been invaluable.
Should you have any questions regarding this letter, feel free to contact me directly at(860)424-3776 or
Mr. Senyk of my staff at(860)424-3782.

Dear Mr. Galligan,
As a resident of South Windsor and an owner of a home that uses well water, I have been
following coverage of the Trichloroethylene (TCE) contamination in local wells. As a chemist,
I have been disappointed in the depth of coverage of this important issue. I have several
questions that would help me understand the extent of the problem.
1) What levels of TCE have been reported in local wells by the state?
2) What is the EPA allowed limit for TCE in drinking water?
3) Does the state use the approved EPA technique for determination of TCE in drinking
water? If not, why not?
4) What is the detection limit and minimum reportable level of TCE for the technique used
by the state?
It is very important that the results of analytical results be properly used in dealing with the
sensitive issue of drinking water quality.
I look forward to hearing from you. If you have any questions or would like clarification about
any part of my letter, please do not hesitate to contact me.
Thank you,
