Re: Connection to Public Water
Dear Mr. &Mrs. Cavar:
As you know, Modified Water Supply Order WC-4458 and Water Supply Order
WC-4949 has afforded you the opportunity for your residence to connect to the Public
Water Supply. A review of our files indicates that you have not taken advantage of this
opportunity. If we are incorrect, we would appreciate it if you would contact us and assist
us with updated information. If you have not taken advantage of this opportunity I would
like to remind you that the State requires three bids from three separate contractors
approved by the local water utility. An itemized statement from each contractor should
state their fee for the work proposed to connect a private residence to public water which
includes the following requirements:
1. Cost for the abandonment of the well based on Consumer Protection's guidelines.
2. Cost for lateral connection to the residence from the water main.
3. Three Linear frontage fee to be waived.
4. Cost for the meter horn.
5. Cost for the interior plumbing conducted inside the residence.
6. Reseeding the lawn and returning the property to its original state.
7. Any permits and fees required by the contractor.
The State will choose the contractor to conduct the work. Upon approval of the work
proposal the State contacts the property owner to notify the selected contractor to do the
work.

Dear Mr. Cavar,
As you are aware, a sample of your well water was collected and delivered to the State
Health Department laboratory to be analyzed for several contaminates.
Two of these were detected in levels above the state action levels. EDB was present at
0.08 parts per billion. The standard is 0.02 ppb. Also, 123TCP was detected at 0.2
ppb, the standard is 0.05.
Since these levels are above the action levels, the State will provide you with bottled
drinking water. I am required to collect a confirmatory sample which will be done in
the next several days.
Using this latest data, a determination of eligibility for water connection will be made.
If you have any questions please contact me at the South Windsor Town Hall at 644-

Dear Ms. Deming:
As you are aware, the granular activated carbon (GAC) filter system in your residence
was installed and paid for by the Department of Environmental Protection (DEP) potable
water grant.
The funding of this grant program has been depleted for monitoring and maintenance
services of the system, therefore you as the property owner will be responsible for
maintenance and monitoring of your GAC filter system in the future.
It is recommended that you have the water collected and analyzed by a certified
Department of Public Health laboratory using EPA Method 504.1. Water samples
should be collected from the raw, first and second ports. If concentrations of
constituents are detected in excess of the drinking water action levels for any constituent
analyzed for that a technician from a qualified water company should replace any filter
where break through has occurred.
If you have any questions regarding sampling or filter maintenance please contact me at
(860) 424-3796.
Sincerely,

Dear Mr. or Ms. Deming:
Enclosed is a copy of the laboratory analysis for the unfiltered (raw) water sample
collected from 489 Clark Street on 12/11/2007 by Robert Deptula, South Windsor's
Sanitarian. The water sample was analyzed for the presence of ethylene dibromide
(EDB), 1,2,3-trichloropropane (TCP), and 1,2 dibromo-3-chloropropane (DBCP).
Results from the analyses are summarized in Table 1 (attached). Table 1 also includes
each compound's respective action level set by the Connecticut Department of Public
Health (DPH). Please note that only established action levels are included in Table 1. If
an action level has not been listed it means that an action level has not been established
for that particular compound and its detection does not render the water unsafe for
drinking or other domestic uses.
Referring to Table 1, the sample collected from your unfiltered water supply did not
contain compounds at concentrations above any established action level. An action
level is the concentration at or above which the DPH has determined there could be a
risk to the health of persons consuming the water. Consequently, your water is potable
with respect to those parameters analyzed and is suitable for drinking and other
domestic uses.
According to the analytical results for water samples collected from after your GAC filter
system (final treated), your filtered water is potable with respect to those parameters
analyzed and is suitable for drinking and other domestic uses. Copies of the analytical
results for the post filter water samples are also attached for your records.
If you have any questions or comments please contact me at (860) 424-3796.
Sincerely,
MaryAnne Danyluk
