Dear Ms. Welch:
On September 8, 2008, you requested approval from this office to increase the total
number of children at Rising Stars Child Care, LLC, from forty eight(48) to fifty six
(56). It was explained to you that in order for this office to approve your request you
must satisfy Section 19-13-13100a of the Public Health Code and receive a satisfactory
Environmental Inspection Report.
A review of your filed revealed you had received a satisfactory Environmental Health
Inspection for this year and you provided a letter from The Metropolitan District which
indicated that your property has the ability to connect to the sewer located on Burnham
Street which satisfies Section 19-13-B100a of the Connecticut Public Health Code.
Therefore this office approves your request to increase the under three(3)program from
thirty six(36), to forty(40), and over three(3)program from twelve(12)to sixteen(16),
therefore increasing the total from forty eight(48) to fifty six (56).

Dear Mr.Welch:
In response to our telephone conversation and your request for information, regarding
i
Sanitary sewer service for the above-mentioned property, we have reviewed our records and
have determined that there are three existing sewer inlets available in the area which may
serve this property.
The MDC and the Town of South Windsor have an existing Sanitary Sewer Services
Agreement, dated October 20, 1985, that states certain portions of the Town can be served by
existing sewers in the MDC system. Those areas are indicated on the enclosed map,which is an
attachment to the agreement, titled `Town of South Windsor Sewer Service Inquiry." The
property located at 27 Spielman Road is within Area III on the map.
The three inlet points to the sewer system are shown on the enclosed map titled "MDC
Sanitary Sewers Burnham Street Area, EH." inlet#1 indicates a manhole on Burnham Street in
East Hartford, approximately 300 feet away from your property. Inlet #2 is a sanitary sewer
within private lands in the rear of 107 Burnham Street, and Inlet #3 is a sanitary sewer
alongside Ellington Road in East Hartford In front of house number 382. Any of these
connection points could be utilized to connect your property to the sanitary sewer system.

the Town of South Windsor to coordinate the permits and payments of charges. If you have
