The findings of this survey with associated recommended actions are as follows: System Description: This water system consists of a single well which could not be definitively located at the time of inspection. However, a scaled site plan dated 4/6/99 indicates that the well is located within the existing parsonage house building where the water lines come up through the utility room floor. The water system also utilizes a single bladder type tank located inside of the utility room within the parsonage house. This water system serves the Messiah Evangelical Lutheran church and parsonage house. The following are required minimum separation distances to any source of pollution(septic, sewer, fuel, etc.): If the well pumps less than 10 gpm=75 feet; If the well pumps between 10 and 50 gpm= 150 feet; and, If the well pumps at 50 gpm or greater=200 feet, in accordance with RCSA Section 19-13-1351d. It was noted during the sanitary survey inspection that the current contact for Messiah Evangelical Lutheran Church may be changing in the near future. When this occurs, please be sure to complete and return the attached Contacts Update form so that we may accurately update our records. Conclusions&Recommendations: If community public water service is, or becomes available in the area, it is strongly recommended that this PWS obtain service and abandon the current well. Connecting to a community public water system would eliminate costs associated with water quality monitoring and operation and maintenance of the systems. Additionally, it would reduce the liability associated with maintaining the public water system. The installation of a raw water smooth-nosed sample tap is recommended. A sample tap should be placed on the well discharge line and before and after storage. The sample taps should be at least twelve inches above the ground, be pointed downward, and be free of any obstructions to allow easy access with an adequate clearance for sampling containers. The installation of instantaneous and totalizing water meters is recommended in order to adequately assess the quantity of water being distributed through your system and the amount of raw water used. Representative weekly readings of instantaneous flow rate and total quantity of water utilized weekly should be monitored, recorded and retained for your reference. This information will assist in determining your weekly water usage so that you can better understand your water needs. Please note that pursuant to RCSA Section 19-13-13102(d), no work may be done, including addition of any water treatment equipment on the well / water system without first contacting this office for approval. A notice of violation may be issued for any modifications of the water system that are not recorded as approved by this department. A formal response with a plan of action to address all of the items outlined in this report must be submitted to this office by December 8,2008. As a reminder, all necessary and required forms, reports, sampling schedules, regulations, fact sheets, etc. are available on the DPH Drinking Water Section website. The website is constantly updated with new material and is available through the Connecticut Department of Public Health webpage (http://www.ct.gov/dph). Field observations, by myself, indicate that the bottom of the existing system is approximately three feet below the existing grade. A soil profile in the area of the system revealed ground water at four feet and soil mottling at eighteen inches below grade. This mottling indicates that ground water is present in the area of the system at a depth of eighteen inches below grade during wet times of the year.. This explains the periodic failures of the existing. system. Any corrective- action taken in this area would involve replacing the existing system with a filled system approximately 32 feet higher.. Because of existing elevations, this would most likely mean the utilization of a pumped system. Test holes were also dug on other areas of the property. Pastor Ronald Muetzel August 14, 1980 Page 2 I view of the fact that this site is to be utilized as a school, it is imperative the present septic system problems be solved as soon as possible. If the public sewer line was extended to serve your property, connection to public sewers would -be the best solution to your problem. However, if this is not a viable alternative, a repair system must be installed. If, for any reason, connection to public sewers is not possible by the beginning of the next school year, a functional, private system must be installed before educational activities begin. During the present school year, all care must be taken to insure that students or anyone else are properly protected from any potential overflows or back-ups. If the area of the leaching field overflows, this area must be totally blocked off so that it is inaccessible. If a back-up occurs within any structures on the property, these areas must- be made inaccessible to students. If warranted, portable toilets may have to be installed. If any conditions or circumstances develop to create an imminent health hazard, educational activities on the property will have to cease. The functioning of your septic system will be monitored closely. If you have any questions on the aforementioned, please do not hesitate to call me at 644-2511, Extension 42.
