Re: Violation of Sections 19-13-132 & 19a-206 of The Connecticut Public Health Code at
29 Candlewood Drive, South Windsor, CT 06074
Dear Mr. Olbrias:
On July 22, 2008, I investigated a complaint I received regarding a strong offensive urine
and feces odor coming from 29 Candlewood Drive, South Windsor, CT., which is a
residence owned by you. My investigation confirmed that the urine and feces odor is
being generated from your residence.
The odor is in violation of sections 19-13-132, Abatement of Nuisance, and Section 19a-
206, Section 19-13-132 states in pertinent part"local Director of Health ...upon finding
such nuisance or pollution exists, shall issue his order in writing for the abatement of the
same". Section 19a-206 states in pertinent part"Town, city and borough directors of
health or their authorized agents, shall within their respective jurisdictions, examine all
nuisances and sources of filth injurious to the public health, cause such nuisances to be
abated and cause to be removed all filth which in their judgment may endanger the health
of the inhabitants. When any such nuisance or source of filth is found on private property,
such director of health shall order the owner or occupant of such property, or both,to
remove or abate the same within such time as the director directs...The mold and the
water leak(s)that has contributed to the mold growth must be abated immediately.
You must take immediate action to resolve this matter. Failure to comply and to keep this
office informed as to your intent and progress will result in orders issued by the Director
of Health.
If you have any questions, I can be reached at 860-644-2511, extension 248.
