Let me assure you that my tenants have had a much warmer winter than you or 1. One might say they had a lot in common with the residents of the Caribbean. I know, I've been paying the electrical bill for this extravaganza to the tune of $300-400 per month in addition to the oil heat. The house has 2 heating systems - oil fired forced air and electrical baseboard heat. I lived in the apartment myself for several years and I know that the forced air system works perfectly well. I've rented to other tenants without having to lock up the thermostats to prevent their abuse. However my current tenants have set the electric heat in the apartment to 80oF. When I first spoke to them regarding the excessive electrical consumption they first denied any abuse despite the elevated temperatures and then refused to permit me to inspect the thermostats. In answer to this violation of their lease, I installed programmable thermostats and plastic lock boxes to limit their access- they broke into them! While installing a.second set of steel tamperproof thermostat guards,I found that the tenants had closed the forced air registers,taped them over and covered them with rugs or furniture. The tenants were told to remove any obstructions from the heat. Ms Daniels also believes in turning on every light in the apartment and stairwell before leaving for the day. During the course of this drama, my tenants have filed several complaints with the South Windsor Police, one with the Housing Court,and now with you. Presumably, this is being don6 as harassment since all of their previous actions have been dismissed. I'll include copies of the electrical bills and correspondence from Ms. Daniels and let you decide whether my tenants are an honest family being denied adequate heat or merely abusive vandals. You should also contact Sgt Alex of the Police department, as he is also familiar with my tenants. Unlike Ms Daniels, I have a job and I feel that I have spent entirely too much time installing countermeasures(1. programmable thermostats with plastic lockboxes 2. steel thermostat guards—approximate cost $1000.00)to their vandalism and answering their fraudulent claims and complaints. I have consulted with two attorneys about eviction and have been advised to live with the situation and deduct the damages at the conclusion of their lease.
