Con- sequently P I have to keep it shoveled after a snowstorm., which I do. But last Saturday was typical. The town plow waits ' til I've shoveled my side- walk - then races about 40 mph along the curb, and because of the speed, covers the sidewalk again. Does the plow have to go so fast that it covers my clean sidewalk? I'd like an answer. Yours , Hal Rich rds on R FEB 8 1995 OWN SE. T.. "PS. 2G). Mr. Harold Richardson 39 Spinners Run j j T South Windsor, CT 06074 Dear Mr. Richardson: I am in receipt of your letter of concern about snow plowing on Spinners Run, dated February 6, 1995. The letter refers to events that occurred "last Saturday" (February 4, 1995) and mentions the following: 1. "The Town required me to put in sidewalks parallel to the street when I built my house three years ago." 2. "I have to keep it shoveled after every storm." 3. "The Town waits 'till I've shoveled my sidewalk - then races about 40 mph along the curb." 4. "Does the plow have to go so fast that it covers my clean sidewalk?" I would like to address these items one at a time. 1. The Town of South Windsor through it's elected officials (Town Council and Planning and Zoning Commission) has adopted rules and regulations for the approval, construction, and acceptance of subdivisions and the improvements made there-in. The sidewalks required on Spinners Run are a direct result of the approval process and are required of the subdivision developer. 2. The Town Council, with input from residents at public hearing, has also provided the community with a workable sidewalk ordinance for the removal of snow from the many miles of sidewalk being constructed. This ordinance required the owner or occupant "... to remove snow and ice within twenty-four(24) hours after the same shall have fallen or formed, or within twenty-four(24) hours after sunrise where the same has fallen or formed in the fourteen (14) hours preceding such sunrise..." 3. The Town's snow removal program provides for keeping main roads and collectors in passable condition throughout a storm event and to keep the centers of subdivisions and dead end streets open until the storm has passed and then push the snow furrows back off the pavement. This is done to limit the amount of snow and ice that would remain in the gutter to interfere with drainage structures and the ability of postal employees to deliver mail. 4. Plow speed - our drivers are instructed each winter in how to minimize depositing snow on sidewalks throughout Town. Different snow conditions(moisture content and snow depth) require speed adjustment to maintain an optimum result when removing snow from the roadway. At no time should a plow operator be traveling at speeds greater than 25 mph when engaged in plowing operations, and this only on main roads in extremely rare'occasions. a ' i Mr. Harold Richardson February 15, 1995 f Most plowing operations are conducted at speeds of less than 20 mph. This is because extremely light fluffy snow comes up over the plow and limits driver visibility and wet snow funnels off the end of the plow at a height that damages mailboxes. The snow shelf(the area between the curb and sidewalk) is generally four to six feet wide depending on construction, and can accommodate modest amounts of snow before allowing heavy amounts of snow to land on the sidewalk. There will almost always be some snow that is rolled over onto the walk. More so when snow is wet as was the case late in the storm that occurred on February 4th. Six and one quarter inches of snowfall followed by a period of sleet and then changing to light rain and then back to light snow occurred on February 4th. The timing of the storm was such that most homeowners were at home and clearing their walks during the storm event and before the plows had cleared the streets. Push back on Spinners Run occurred late in the day, around 5:00 p.m. The snow was very wet and large blocks of snow were breaking off the end of the plow and froze as solid objects. Truck speed does have an effect on how much snow is deposited on a sidewalk. We all try to minimize the amount of snow that does by adjusting truck speed to conditions. I offer the following suggestions to maximize your efforts and minimize the need to repeat snow removal efforts. The ordinance allows for a clean up period of twenty-four(24) hours after the snow has fallen or twenty- four (24) hours after sunrise if the snow has fallen within the fourteen (14) hours preceding such sunrise. Snow will usually be cleared from Town streets ten to twelve hours after a storm has stopped. Sometimes sooner depending on the temperature. Residents could adjust the sidewalk clearing to occur after the plow has made it's last pass in many instances. I realize this is not always convenient and that Mother Nature will do what she will, but this will avoid duplication of effort on many occasions.
