I understand that the Department of Transportation requires that South Satellite Road be a public highway when the traffic signalization lights on Route 5 are installed. At the present time, I believe that the portion of South Satellite Road west of Nutmeg Road has not been conveyed to the Town because of the private railroad crossing. I think that the Department of Public Utilities Control would approve a modification of the agreement to permit an assignment to the Town if the Town were to assume the obligations of Savin described in the agreement. Please review with the Town Attorney. I shall be very pleased to discuss the matter more fully when you have the opportunity. Very truly yours, Edwi A.
