Re: EDB Contamination
AAc 1
South Windsor, CT
Dear Mr. Deptula:
Following up our letter of March 28, 1985, we have prepared the enclosed
preliminary cost estimate for the work required to serve the EDB contaminated
houses on Smith Street in South Windsor.
We have included estimates of 15% rock excavation and 10% unsuitable
excavation and replacement with gravel backfill. Actual job costs would reflect
actual field conditions. We have also included in this estimate the cost of
running five 1-inch services from the water main to the curb. The cost
associated with running those 1-inch services from the curb to the houses are
not included. We have included one half of the estimated cost of the meter pit
necessary at the Manchester town line. The Connecticut Water Company's
participation is the other half of the meter pit's costs.
We have had discussions with Manchester Water officials regarding this
proposal. If you wish to proceed, we will need to enter into an Agreement with
Manchester. Then we can prepare detailed final estimates and plans.
Sincerely yours,
Kenneth W. Kells

MEMORANDUM June 9, 1977
To: Allan S. Young
Director of Public Works
Re: #383 Smith Street - Gancarz Property
The following repot is in reply to -your memorandum of June 8,
1977.
Mrs. Gancarz was visited by this inspector on Wednesday, June 1,
1977. Prior to this date, several unsuccessful attempts had
been made to contact the owner. On June 1, it was pointed out
to Mrs . Gancarz that the existing septic system was presently
over-flowing and running westerly onto the property at
#377 Smith Street. I pointed out that the existing situation
was in violation of the State Health Code (namely, Section 19-13B
20b (b. ) and (f. ) .
Mrs. Gancarz was also advised that a licensed installer should
be retained to make recommendations and repairs to the present
system, as needed.
There are no records pertaining specifically to #383 Smith Street,
but the records we do have on hand show that the soil in this
area is sand and/or sandy gravel--which is certainly capable
of handling underground septic systems. Mrs. Gancarz insisted
that the soil make-up was clay, and nothing would change the
system for the better. In fact, even though Mrs. Gancarz was
amiable, she had a very negative attitude toward the Town in
general--in regard to the lack of sanitary sewers and storm
water run-off. She also asked that the Town guarantee any
repair work done to the existing system, and I informed her
no such guarantee would be forthcoming.
According to other engineering personnel, there is no ground
water, as such, only that heavy run-off in Spring, or from
freshets do build up in yard #367 and in the culvert area
crossing the road in this vicinity.

June 9, 1977
I recommend the following
1. A letter ordering remedial action on the part of
Mr. & Mrs. Gancarz in regards to the septic system-
with a possible deadline of July 1, 1977.
2. Any installer they retain proceed first with a percolation
test, so that soil make-up and ground water can be
ascertained.
Apparently, this septic problem has been one of a lingering
nature, and from visual inspection, the trouble seems to be
at the end of the field.
In any event, my personal opinion is that the Town should not
make recommendations in regards to the system, but that a
reputable installer do so.
Also, I recommend that a field study be made by the Town 's
engineering department of the storm water drainage. Some
of the storm water problem could be alleviated by the installa-
tion of some curbing on the south wide of Smith Street; and
a catch basin opposite house #367, and piping to the culvert
to the west. Due to the steep grade starting 60 '± west of
Buckland Road, storm water flows westerly, and heavy rains
do take some run-off into the yard at ##383, mainly due to
house and driveway being lower than the road grade.
There is an open-end storm drain that empties into the field
on _ the north side of Smith Street. This condition, perhaps,
should be looked into; although apparently there are no
adverse reactions from owner.

Re: #383 Smith Street Gancarz Property
Pursuant to your memorandum of June 9, 1977, I submit the
following comments.
The above-mentioned lot does take some of the street runoff
during rainstorms; and, as Frank has suggested, curbing and a
driveway lip would solve this problem. However, the runoff
would then run onto the next lot.
Storm drainage has been designed for this section of Smith
Street and it has been approved by the Planning and Zoning
Commission. With the addition of another cross lateral and
set of basins, this problem and others along this section of
Smith Street will be alleviated.
It was planned to install 521 linear feet of 18" concrete pipe
under the alternate proposals for the 1976/1977 fiscal year.
Funds were not available, and the project has not gone forward.
I suggest that we fund the purchase of materials through the
State Aid to Municipalities, and install the drainage with
- Town forces in the Fall--after the crops on the adjacent land
have been harvested.
