Mayor of South Windsor
Dear Mr . Mitchell,
I am writing in reference to the January 24th ice storm,
specifically , the road conditions the morning of the storm.
I drive from my home down Hillside to Sullivan Avenue to
Route 5 , through East Windsor to Windsor Locks , my place
of employment .
The above mentioned towns ' roads were sanded, except South `
Windsor . In fact , most winter storms in South Windsor
receive the same priority . For whatever reason , or reasons ,
our town has a problem with snow removal and sanding I can
not say . The safety of the residents of South Windsor is
the responsibility of the elected officials of South Windsor .
This is one of the reasons we pay taxes - wick , Efficient
reaction to winter storms should be your highest priority .
Since you are more knowledgeable than I regarding the above
a ,written letter of explanation would be appreciated.
Sincerely ,
Jobe L. Giciella

Mr. John L.. Gioiella
174 Skyline Drive
South Windsor, CT 06074
Dear Mr. Gioiella:
I am writing in response to your letter of January 25, 1984 .
I wish to express my regret for the mishap you experienced on the
morning of January 24 , 1984 , and to offer explanation as to Town
policy and procedure in the area of winter storm control.
At times other than regularly scheduled work hours_ , the Public Works
crews are notified concerning icy road conditions by the Police
Department. The Town has twelve (12) sanding routes covering in
excess of 110 miles of ' Town road. Townwide sanding can take as
long as three (3) hours to perform, with the main roads within
each route given first priority for both sanding and plowing
operations.
Because it does take three (3) hours to sand Townwide, the timing
of each storm occurrence is critical in determining the efficiency
of dealing with icing conditions. The call out for icy conditions
for the date in question (January 24 , 1984) was approximately
6 : 00 a.m. . Light rain caused a very fast glazing condition on all
roads . Both Sullivan Avenue (Route 194) and John Fitch Boulevard
(Route 5) are State roads with very high traffic volumes. Because
of their extremely high traffic volumes, they are not as prone
to "quick glazing" conditions as are the secondary roads. The
tires of vehicles on roads with very heavy traffic retard icing on
pavement surfaces .
In plowing situations, it will normally take approximately eight (8 )
hours to clean all Town roads from curb to curb once the snowstorm
has ended.
Mr. John L. Gioiella
• February 6 , 1984
Page 2
The facts, as previously stated, are not meant to act as an
excuse as to why icy road conditions might exist, but rather to
explain the difficulties in dealing with winter storms both
through the type and timing of each occurrence.
In general, South Windsor has always been viewed by other
communities as having a very good reputation in winter storm
control.
Once again, I would like to express my regret for the unfortunate
situation you experienced on the morning in question. The safety
of 'our citizens during winter storms will continue, as always, to
be of upmost importance to us.
Very truly yours,
John J. Mitchell

To: File
Re:- Mrs. Molitor. - Skyline Drive
I- called Mrs. -Molitor this morning, November -8, 19771 and
set ani-appointment for 2:00 p.m.
I walked around the property while it was .raining to determine
if there was run-off from surrounding lots. The light rain
caused no run-off. In fact, puddling accrued on the lot to
the Southeast of her lot and prevented water from entering
her lot.
The potential for water to run onto her lot from that
direction is high, if heavy rains fall when the ground
is fully saturated or frozen.
The lots are not intentionally graded to discharge water
on adjacent lots. In fact, the, low points are created along
the lot lines to insure the water would drain away from the
houses.
She was not interested in suggestions. She wants something
to be done.
I told her that I would report to the Town Engineer and that
he would be in touch with her.
