CONN. 06074 fdsoR•co' AREA CODE 203/644-2511 January 19, 1995 Resident 254 Sand Hill Road South Windsor, CT 06074 Dear Resident: It is a standard procedure of the Street Services Division to evaluate each plow route for any safety obstructions prior to the release of our crews. It has been noted that on January 12, 1995, snow had been blown, pushed, or shoveled onto the roadway in front of your property after our plows had come through for their last pass. We are striving to keep our streets clear for the motoring public, as well as emergency vehicles. We would appreciate everyone's help in reaching this goal. If the snow in front of your property has been placed there by your contractor, please remind them of the Town ordinances. If, while clearing your driveway or sidewalk, you placed the snow in the street, please try to distribute the snow differently to eliminate this from becoming a problem. If you have any questions, please feel free to contact me at 644-2531. Sincerely, Scott C. p Street Services Specialist SCL/gh cc: Michael J. Shattuck, Director of Public Works RE: SAND HILL ROAD CULVERT In accordance with your request, the following are costs on different alternatives for the Sand Hill Road Drainage Project. TYPE OF CULVERT COST OF MATERIALS 60" R.C.P. $ 5,500 Twin 42" R.C.P. 5,900 5 x 3 Precase Box Culvert 12,600 Poured-in-Place Box Culvert 19,000 The 60" R.C.P. is not recommended due to utilities in the street restricting the size of the pipe. Twin 42" R.C.P. could be used, but would cause a backwater effect, raising the elevation of the water prior to flowing through the pipe and also maintaining and cleaning the pipes from debris would be more difficult than the proposed precast box. The poured-in-place reinforced Concrete Box Culvert was rejected because the street would be closed to traffic for an extended period of time, and it is more costly when compared to the precast reinforced Concrete Box Culvert. Additional costs, above the material costs, would be shop drawings including the design for placement of reinforcing bars and extra man hours spent building the poured-in-place Box Culvert along with more man hours in Engineering. The reasons for selecting the precast box culvert are as follows: 1. Design flow is obtained at a low elevation. 2. Easier to clean and maintain. 3. This was Engineering's first attempt at utilizing a precast box. It is planned to utilize precast boxes at several other locations including Strong Road, Deming Street and Dart Hill Road where there is minimum clearance. The bids ranged from a low of $43,930.00 to a high of $48,331.00--a spread of 10%. Therefore, it is felt that the bids are very legitimate. It is recommended that the project go ahead as bid and the additional money be used from the Deming Street Culvert budget. If desired, bid items can be removed from the contract to stay within the $35,000 budget with Town forces providing services for the road repair, curbing, loam and seed, guard rail and rip-rap.
