During that period we have always cooperated completely with the town when needed. The latest example of this is, over the past few years, another easement, involving the rear section of our property was initiated. Obviously, this again restricts the use of our land with no compensation to us . Anyway, it apparently had to be done. I now do have a small problem, which I feel should be corrected by the town. Through those years going way back the road in front of our house kept sinking for a total of approximately 18" . The town filled and repaved it a number of times to the point where my front lawn near the road has a section that is lower than the road. The water puddles there and has caused it to sink even more. The town is presently working on a drainage leak in front of our house, which I feel has softened the land and caused it to sink even more. This could easily be corrected by filling it with some top soil to its original posture above the road before repairing the curb which has been plowed out once again during this past winter. The drain water should run off my land. rather than on to it from the road as it has been doing. I hope to hear from you soon. Very Sincerely, Gordon W. Re: Scantic Meadow Road Flooding 9 Date: March 10, 1998 On Monday,March 9, 1998, a call came in from the South Windsor Police Department about a resident on Scantic Meadow Road with water entering their basement through their curtain drain. The resident,Mr. Wall, at 149 Scantic Meadow Road claimed that this was the third time this year that this had taken place. The Street Service Department has no record of any reports of water problems this year prior to this occurrence. On my arrival I observed water flowing so slowly through the discharge pipe that it was barely visible from above the grate. I proceeded to check the downflow catch basin for flow. It was running at about thirty percent. I then dispatched the vac-all to the scene to clear the basin of debris and water. Upon doing so Bill Dzen and Donald Giordano realized that there was an apparent blockage in the pipe leading to the next basin. At that time we borrowed the sewer jet to clean the blockages. They started in the basin to the East of 149 Scantic Meadow Road. The first 15'-20' appeared to have the most blockage. After breaking through that area the water slowly began to leave the basin, then we decided to move down the street and try jetting from the other end. Water was entering the basin around the pipe as well as through the walls. At that point the pipe was running at about half of its capacity. Right then the rainfall intensified and filled two out of the three basins above the grate instantly. We began jetting immediately to try to eliminate the standing water. After about five minutes the water began running at a good rate of speed. We checked on this area throughout the rest.of the day. It appeared as though the jetting had removed the blockage and the water was running fine. It is our intention to go back to these problem areas and re jet them in an attempt to remove more roots, debris, etc. from this pipe. I also concur that videoing the pipe would help determine possible remedies to this problem. As a minimum I would suggest installing sumps in these three basins to help keep water from entering into these residential curtain drains. cc: Mel Stead, Superintendent of Street Services Ron Asselin, Service Specialist, Street Services Jerry Iazetta, Town Engineer V MEMORANDUM SeptembeA 18, 1984 TO: Robett Atzenautt, Di. teetot of Pubtic Wo Lk6 RE: 99 Scantic Meadow Road The St&eet Se&vicez chew dug up the 4" otcangebetg cettvL d&ain eottection tine at 99 Seantic Meadow Road, Ftiday, Septembe& 14, 1984. I assume that Purcell will represent the Town of South Windsor's interest on this item. Please advise me as to your success on this item. Very truly yours, TOWN OF SOUTH WINDSOR Allan S. Young Director of Public Works ASY:prb cc: James Throwe, Chairman Sewer Commission MEMORANDUM May 18, 1977 To: Allan S. Young Director of Public Works Re: May 11, 1977 Letter from R. Lyon re. Boring FE-12 Mr.. Lyons has submitted a reply letter from Mr. Welti addressing our invoice for repair costs incurred by the Town while repairing an underdrain on Scantic Meadow Road. I had indicated that a resident ' s complaint led to our investiga- tion of the boring. I did not, however, intend that the complaints of water problems indicated that the boring was the cause.. A visual observation. by our inspector, Foreman, and Laborer-.-as well as the observation of Mr. Reddler of Purcell Associates serves as substantiation of the fact that the break was caused by the boring. As to Mr. Welti' s claim that. his contractor dug a test pit. six feet down-, and did not encounter a drainage pipe, I can only assume that he was misinformed as to where to dig. The visual evidence was that Mr. Welti ' s contractor dug only on the north side of the stand pipe. Since the drain pipe flows east to west, parallel with the curb, he would (as he states) not encounter the drainage pipe. However, he should have hit a 4-inch steel gas main just under the curb, if he dug to six-feet deep. It is unfortunate that Mr. Welti would assume that I would fabricate a situation that involved work contracted for by Purcell Associates. Had Mr. Welti ' s contractor adhered to Town regulations and applied for a permit to dig in the Town' s street right-of-way; or had he informed our office of the date and time the test pit was to be made, the break and its cause could have been well documented by both sides, at that time. I have taken the only step appropriate at this time, and that was to have the firm obligated by contract to the Town (Purcell Associates) represented at the site, by sending for Mr. Ignate Reddler. He was present during the excavation, and can verify to Mr. Lyons that the boring did, in fact, cause the break. Memorandum Page 2 May 18, 1977 The insurance company should review this claim on statements of fact, and there are adequate witnesses to substantiate these facts. Melvin C. It is my understanding that in the past the Town constructed certain drainage structures in your rear . land to assist in the handling of storm waters. Recently, you contacted the Town to request that additional work be performed on this drainage facility. You mentioned, at that time, that certain promises had been made to you j 'with regard to this work. I must point out to you that the Town°s prime responsibility in the ownership of this drainage facility is to insure that it adequately and properly removes storm waters from the Town-owned land (the street) . It is my opinion that this facility does perform this function adequately and without damage to abutting property-owners. It is my further opinion that the Town should expend no further funds on this facility--as such expenditures would in no way substantially improve its operation. I am sorry that you may have been misled by certain statements or promises made to you in the past, and can only explain that these statements were made out of an enthusiastic desire to serve the citizens of our Town.
