Anna Gascki 52 Ronda Drive South Windsor, CT 06074 Dear Mrs . Gascki: Thank you for your recent letter concerning the Town' s Leaf Program. The Town strives to provide an efficient leaf collection service. This year's leaves seemed to fall all within a week' s time. Unfortunately, as you can appreciate, we cannot pick up all the leaves in all the districts at the same time. Our experience has shown that collection by the districts identified in our brochure provides the quickest, most effective method of collecting leaves . Obviously, the weather and the timing of when leaves fall can affect the timing and efficiency of this process . We do provide alternative methods for both leaf collection and disposal . For people who are in districts with later November pick-up times and wish pick-up sooner, we provide a Town-wide bag pick-up. One was November 16th. For those people who rake late or missed the regular leaf vacuum pick-up, we provide a later bag pick-up on December 7th. Further, residents may bring leaves to the leaf disposal area on Burgess Road, which is open 7 days a week from 7 : 00 A.M. to 5 : 00 P.M. from October 21st through the first week of January. Additionally, we encourage people to compost leaves on their own properties . Composting leaves can be as simple as blowing/raking the leaves into a wooded area adjacent to your lawn; or you place them in an area as shown on the attached information sheet. Again, we strive to pick up leaves as soon as we can based upon a procedure we have found to work the best over the past 25 years of leaf collection. We appreciate you patience and input. ()6074 Dear Mrs. Gaski The conditions you have described in your letter of March 12, 1988 have been investigated by the Street Services Division of Public Works. Three of the items have been addressed by removing the dead grass from between the two pipes, cutting up and removal of tree branches perceived to be impeding the flow of water and sealing of the crack between your- driveway and the Towns road. This was done on Tuesday, March 22, 1988. Your request about the Podunk River ' s course will be forwarded to the Town Engineer for evaluation. I would like to point out several things you should be aware of . The Town of South Windsor has an easement along your south property line to maintain a storm water pipe installed by the original developer'' of the subdivision. This allows the Town or its agents to enter this easement periodically to make repairs to the pipe or to damaged areas caused by the discharge from said pipe. Impediments placed in the easement by others that hamper the flow of water should be removed by the owner of said property. The Town also purchased an easement from the property owner to the rear of your property. This easement is for installation and maintenance of the sanitary sewer installed there several years ago. The same conditions apply here, the easement should not be impeded in such a way as to prevent the Town 's ability to enter this easement to effect repairs. There is no reason for the Town to enter either property to perform general clean up , if the area is not effecting the Town 's facility or if it were not directly caused by the Town 's use of the facility. \ . ' ^ Mrs. Gaski Page 2 March 25, 1988 Your home is set on a hil1 , twenty-two feet above the Podunk River. The elevation of Pleasant Valley Road is six feet above the River channel , therefore, the Podunk River would have to flow over Pleasant Valley Road at a depth of 16 feet for the water level to reach your home. You should be assured that there is little need for concern , that the river could effect your home. I appreciate the fact that you brought these concerns to our attention, and would suggest that direct communication with the Street Superintendentv Melvin Stead; 644-2531 , will result in timely investigation of your concerns and corrective measures; if necessary. Sincerely MEMORANDUM April 5, 1978 To: Allan S. Young, Director of Public Works Re: Water problem at 32 Ronda Drive - Mr. Caron Attached is a correspondence from me to you dated April 2, 1976. The comments there are still appropriate to this situation; however, further clarification is necessary. The original house on #32 Ronda Drive has not been affected by any water flow. The addition of a connected garage is what is being affected. Subsurface flow that once flowed toward the rear of the existing house has been interrupted by excavation for the garage footing. It now surfaces in the garage. There is still no indication that the Town has any drainage facilities in this area that may affect Mr. Caron' s home. I understand that a sewer easement is required to install sanitary sewers at this location. It may be a good nego- tiating point if we offered to install drainage in the same easement as the sewer; however, a drainage easement may be needed from the property owner in the rear. We do not now have any easement on the Caron property or his immediate neighbors. An easement is needed, if the Town becomes involved in correcting this situation. mot' I Melvin C. Stead, Jr. *Acting Superintendent of Streets MCS/ml Attachment MEMORANDUM April 2, 1976 To: Allan Young Re: Drainage Complaint - 32 Ronda Drive Lester and I met with Mr. Caron of 32 Ronda Drive at 10:30 a.m. on April 2, 1976. There is definitely a stream of water flowing southerly from the direction of the road toward his home. The road has sunk in front of his driveway, and a crack has developed. Running water from garden hose (when run on the road surface) completely disappears down the crack. A dye test will, I 'm sure, show that the water does flow from here to, and through, his garage. Water can be seen surfacing along the garage front walls and at the rear of the garage.. The direction of flow cannot be changed because of the general slope of the land. The only corrective action could be to shift the flow slightly eastward around the garage and to the rear of Mr. Caron' s property. I suggested that Mr. Caron do this on his own. He indicated he would .like to speak with his attorney before undertaking the project himself. Other things that I told him are as follows: 1. The Town will not perform any corrective measures without a permanent legal easement. 2. It was questionable that the Town would perform any corrective work, even if the easement were granted. 3. The Town will, when a patch truck is out, seal the crack in the pavement. 4. The Town may be able to overlay a 30 ' - 40' section of roadway to remove the depression and thereby allow gutter flow away from his driveway. r ' Memorandum Page 2 April 2, 1976 5. I made a general statement that he could correct the problem by intercepting the stone. trench and installing a stone trench of his own with 4" _perforated orangeburg pipe with an outlet at the rear of his property. . other discussion followed regarding who owned the trench and why it was there. Also, who may be responsible. I kept the discussion general and no responsibility was acknowledged. Melvin C. Stead, Jr. MCS:prb MEMORANDUM March 16, 1978 To: Allan S. Young, Director of Public Works and Paul F. Talbot, Town Manager Re: 52 Ronda Drive or Mrs. Gascki' s letter This complaint was received by the Streets Division of Public Works on March 9, 1978 . Mr. Cable, our Foreman, met with Mrs. Gascki and discussed her concerns. She was assured that there is no danger of the road giving way, and that as soon as hot patch material is available, the settlement in front of her home will be filled. I visited the site on March 14, 1978 to confirm this obser- vation, and I concur that there is no danger of a cave-in and that a slight depression needing hot patch exists. There is no pot hole and therefore no temporary cold patch is being recommended. Melvin C. Young DATE Dec. 17, 1976 Director of Public Works L - SUBJECT: Complaint - #$52 Ronda Drive FOLD- Today, at 2:30 p.m. , I went to the above residence as a follow-up inspection on a complaint from Mrs. Gascki, the homeowner. The problem is a rather large sunken area in the street in front of her property which causes broken pavement, and water puddling or leaching into the area. I had no success discussing this problem with Mrs. Gascki. I spoke with Frank Dzen of our Highway Division about this situation Sometime next week, weather permitting, the Highway Division will try some temporary repairs to the pavement. If we succeed in sealing the pavement, this may cause icing in freezing temperatures. By Lester A. Braddock s i 4-MCMO from TOWN OF SOUTH WINDSOR TOWN HALL SOUTH WINDSOR, CONN. 06074 TO Allan Young DATE Dec. 17, 1976 SUBJECT: FOLD- I received a complaint from Mrs. Gascki, 52 Ronda Drive. Apparently the road slopes towards her driveway and the driveway is lower than the street. All of the water during the winter when it rains runs to her side of the street,. freezes and causes frost heaves. Mrs. Gascki also claims the road and driveway is being undermined. Apparently, somebody from Public Works indicated to Mrs. Gascki that nothing could be done this winter. Would you investigate and give me a report Tuesday morning. cc: Mrs. Gascki Paul F. Stead, Jr. MCS:prb handwritten letter - typed for legibility [ Nov. 3, 1975 Dear Sir: 0 I have held off in writing this letter to coincide with the conclusion of the election. I want to report two unhappy situations bearing on the boundaries between 46 and 52 Ronda Drive, the properties of Jim Kenefick and William and Anna Gascki. 1) The heavy rains of this year seem to have blocked the storm sewers on the street between the top -Lua off and where the street culvert exits at the bottom of these properties. I see a health hazard developing; before these rains, the water drained steadily, now there seems to be a backup from below, creating a stench in both areas. There are three land collapses on the side of Kenefick's property. I'm wondering if something there has plugged the drainage systems. Please have this checked as soon as possible and before our winter has a chance to set in, or we might be in for trouble. We have been here since 1958 and I've been keeping the two systems open and doing. your winter cleanup too, to prevent back log of melting snows from flooding the top of our driveway. I'm nearing 60 years and my body can no longer do the Town's work for them. 2) As to the second situation, its in regard to the Planning and Zoning Commission. I would like to know whether there is some form of ruling when a resident applies for further construction to his property and is allowed this"permission, if he can cease this work at any time or must complete it and the request that was granted him by the Commission. Jim Kenefick, our boundary line neighbor, petitioned to add on a breezeway, tw-o car garage and I assume this included a new paved driveway to garages. Two years have passed. At present, this work is incompleted, especially the driveway. It makes for an undesireable sL*m—par sight with the veed farm to contend with. It harbors snakes that are constantly entering our front lawn and this year's heavy rains have flooded water into our yard. The other fact: I suffer from severe allergies and the past two summers was unable to open the window to my bedroom with the various pollens entering the air at various times. My question is: Where is the Planning and Zoning Board involved in the inspecting of this type of work to see if it is properly com- pleted. Can you imagine what a neighborhood would be and could be reduced to, to allow such a state to exist. We get taxed quickly for any item we try to set up on our properties, but I think this kind of mess needs a follow up too. I have been digging up his roots of weeds by hard when I can and have no business or right to his property. I'd appreciate your looking into each of the two items written about to the Town of South Windsor by me. Sincerely yours, Mrs. Anna Gascki and William Gascki 52 Ronda Drive
