The ponding condition noted in April appears to be located on property owned by Mr. Churilo of East Windsor. Since the noted condition occurs on property in East Windsor, we would request that the Town of East Windsor address this concern. I would be happy to meet with you to discuss our findings "on this subject. I thank you in advance for your attention to this matter. SARTOR Town Manager August 4 , 1987 iris. Catherine Skiendzior 20 Plum Dane South Nlindsor, CT 06074 Dear ids. Skiendzior: Please be advised that the Public Works Department has reviewed your concern regarding a ponding condition adjacent to your property. The ponding condition appeared to have occurred in a natural low spot which has no open drainage outlet and is situated on private property in the Town of East viindsor. Without an. open drainage outlet, water would pond in the low spot until it either evaporated or percolated into the surrounding soil. The events of a higher than normal groundwater conditions and an excessive amount of rainfall within a short period. during April appear to have contributed to the ponding condition. One potential alternative to draining the ponding area would be the installation of a formal drainage system. Because the ponding area is on private property .and in the Town of East Windsor, the Town of South Windsor does not feel it is responsible for installing any drainage. The Town of South Windsor will again contact the Town of Last Windsor and-offer any information we have which may be of assistance to them is reviewing your concerns. Sartor , Town Manager d6 FROM: Michael J . Gantick, Director of Public Works SUBJECT : PONDING PROBLEM ADJACENT 20 PLUM LANE REPORT OF FINDINGS Pursuant to Catherine Skiendzior' s letters of April 6 , and April 28 , 1987 , I have reviewed the subject complaint and submit for your review the following information . Observations During the first part of April , a ponding condition was observed to the north of Ms . Skiendzior ' s property . The area in question consists of approximtely 1 . 5 acres in size and is located in the Town of East Windsor on property owned by a Mr . Churilo (see map #1) . Based on the vegetation in the area, and comments by Ms . Skiendzoir and her son-in-law, Mr . Marouski , the ponding area appears to be a natural (pre-existing) low spot with no outlet . During the first half of April , significant rainfall occurred in the area , apparently contributing to the amount of water ponded in the area in question . After the rains stopped , some small drop in the water level (9 inches±) was observed by Mr . Marouski over a one week period . On or about April 23 , 1987 , Mr . Marouski observed a complete draining of the ponded area over an approximately 24 hour period . A subsequent field review of the situation was made on May 8 , 1987 . Mr . Marouski pointed out "sink hole" areas to the northeast of the ponded area , a couple within the ponded area and a few more forming a near straight line with the others to the northwest of the Plum Lane cul-de-sac in East Windsor . Mr . Marouski then directed my attention to a swale area behind a Mr . Kremidas ' house across the street from Ms . Skiendzior ' s house (see map #2) , which appeared to be in line with the "sink holes . " Mr . Marouski indicated that it was his feeling that the water from the ponded area discharged into this swale via underground flow. He also indicated that on the day he observed a significant draining of the ponded area, he saw a significant amount of water flowing in the swale . Memorandum To : R. J . Sartor , Town Manager From: M. J . Gantick, Dir . of Public Works Subject : PONDING PROBLEM ADJACENT 20 PLUM LANE - REPORT OF FINDINGS June 1 , 1987 Page 2 Review of Relevant Data Based on a review of the S .C . S . Soils Survey (1962) for the area, it appears that a Belgrade silty loam is the predominant soil type in the immediate ponding area . This soil has a high moisture capacity , a slow seepage rate and has a typical high seasonal groundwater table at 10 - 20 inches from 'the surface. From a review of old aerial photos from the Town Assessor ' s Office , the area near Plum Lane was cultivated for many years , prior to its subsequent subdivision development in the late 1950 ' s . From a review of groundwater levels and precipitation data as reported by the USGA "Water Resources Conditions in Connecticut" for April 1987 , groundwater levels were approximately 2 feet higher than the monthly median for the period of record (S .W. observation well records began in 1934) . Additionally , during the first 14 days of April , 5 . 73 inches of rain were recorded at the Hartford Station. For the month of April , 5 . 23 inches were recorded at the Windsor Locks Airport Station--1 . 35 inches above normal and 6 . 38 inches were recorded at the Hartford Station--2 . 65 inches above normal . Additional information indicates that during the construction of the subdivision, numerous old clay tile drains were dug up . These tile drains were used by the farmers to lower the groundwater levels in the area to reclaim the area for crops . At the time of the subdivision construction in 1958 , it was felt that these tile drains were 20 - 30 years old , i . e . , installed circa 1928-38 . Conclusions/Responses to Ms . Skiendzior ' s Questions 1 . The "sink holes" indentified by Mr . Marouski are probably the result of the migration of the surrounding soils into the stone or open joints of an old clay tile drain . Confirmation would require excavation on private property both in East Windsor and South Windsor . 2 . There was no visible open pipe from which the ponded area could be drained . Ponded area probably drained via lowered groundwater table/percolation through soil into clay tile drain system. Cummulative effects of vegetative blinding of surface soils over the years plus blinding/silting of clay tile probably has contributed to ponding of water . Saturated soil conditions and higher than normal groundwater levels plus higher than normal precipitation when combined with non-functioning clay tile drain and no surface outlet would have lead to ponding condition observed in late December and then again in April . Memorandum To : R. J . Sartor , Town Manager From: M. J . Gantick, Dir . of Public Works Subject : PONDING PROBLEM ADJACENT 20 PLUM LANE - REPORT OF FINDINGS June 1 , 1987 Page 3 Concludions/Responses to Ms . Skiendzior ' s Questions (Continued) 3 . It cannot be determined with any certainty that the construction of the sewer line to the Churilo property in East Windsor contribuated to the ponding condition by blocking the clay tile drain. Relative elevations of both the clay tile drain and the sewer line would be needed . 4 . Relative to Ms . Skiendzior ' s concern about the construction of the house at 120 Scantic Meadow Road : a . Although some regrading of the lot at 120 Scantic Meadow Road may have been done , by examination of the pre-existing tree line along the north property line and a review of topo for the area , it appears that most surface drainage would be toward the western property boundary or toward Scantic Meadow Road , and therefore, would not significantly contribute to the ponding area . Recommendations Based on the above observations and data review, I offer the following recommendations : 1 . The ponding area occurs on private property in the Town of East Windsor ; therefore, it is my opinion that the Town of South Windsor is not responsible for correction of the problem. 2 . Elimination of the ponding area could be accomplished via a formal surface drainage system; i . e . , provided piped outlet from pond area to swale leading to Scantic River . This would require drainage easements/ rights to drain from private property owners . (System on private properties) . The Soil Conservation Service could provide technical assistance to property owners regarding this matter . Upon your review of this matter , I will contact the Town of East Windsor to report said finding . MJG:bmr _ -- (`"1 .ace _ _; _,•'- .,;. Windsor hierarchy meaning the Town Hall personnel" . I have discussed this matter with the town staff involved and the following is a summary of events that previously transpired in regard to your verbal complaint: 1 . On March 19, 1996 at about 10 : 50 AM, Mr. Jerry Iazzetta, Town Engineer, received a call from you describing a drainage problem in the rear of your property - namely that the "pond" that is created by stormwater runoff doesn' t drain anymore. You indicated that you had previously written to the Town in 1987 concerning this situation. Mr. Iazzetta indicated that he would look into the situation and would get back to you as to what he found. 2. On March 21 , 1996, two town employees, Mr. A. Bowen Davies, Deputy Town Engineer and Mr. Tracy LaPiene, Project Engineer, were sent by Mr. Iazzetta to investigate your situation. When they arrived they met a "young man" who came out of the house on 20 Plum Lane. The conversation that ensued was cordial and several statements were made by the town staff, namely- a. The location of the ponding area appears to be outside of the South Windsor Right of Way (on private property) . b. A suggestion was made that pumping out the water was a possible solution. C. A suggestion was made that the Town of East Windsor be contacted. Y April 8, 1996 Page 2. In the course of the conversation, the "young man" indicated that it . was being worked out with. the neighbor. 3. On March 22, 1996 Mr. Tracy LaPiene, Project Engineer, again visited the area, taking measurements so that the location of the area in question could be plotted on drawings available in Town Hall. 4. From March 22, 1996 to March 31 , 1996 Mr. Jerry Iazzetta was on vacation and was therefore unable to call you with any results of our investigations . 5 . March 27, 1996 your March 25, 1996 letter was received at Town Hall . In reviewing the sequence of events that occurred prior to your letter of March 25, 1996, we cannot understand why you feel that town staff had a "blase" attitude, however we apologize for any actions/comments that occurred to give you this perception. Attached is copy of a sketch showing the approximate relationship of your house to the "pond" area. As you can see, this area is on private property belonging to your neighbor and is wholly within the Town of East Windsor. Due to these facts the Town of South Windsor is 'limited in its ability to assist you in this matter. In discussing this issue with Ms. Nancy Pudek, Inland Wetlands Officer, East Windsor, it is our understanding that there has been some discussion as to installing a pipe to drain the area and that you have been invited to a Wetland Commission meeting to discuss this issue. Therefore, it appears that a possible solution is being discussed. Since there is no stormwater system in Plum Lane, the proposed outlet pipe cannot discharge into Plum Lane and must be outletted elsewhere. Again, we apologize for any perception that the Town of South Windsor has ignored your problem or has been blase about the issue. We, however are unable to assist you further as the situation exists on private property and is not caused by drainage from a Town road or Town owned property. Very truly yours Matthew B. My home is approximately 20 feet from this area of water. The first uaticeable sign of water gathering was in the Fall of 1986. The reason for this observation is that the rush of water could be heard in the tributary leading to the Scantic River which is in the back of Mr, H. The problem is, what caused this blockage in the first place and what can be done to alleviate this happening in the future? Will this be an annual occurrence? Are there any answers? I don't know if this has any bearing on the subject, but Mr. P. Churilo resurfaced his driveway April 27,_ 1987, utilizing heavy trucks through the road area. This property is owned by Mr. Henry Rremidas, 19 Plum Lane, South Windsor, CT. I have had contact with Mr. A. Davies, Deputy Engineer, South Windsor, CT on March 31, 1987, April 3, 1987 and April 6, 1987. Mr. Davies surveyed the situa- tion on March 31, 1987 and was to appear again on April 6, 1987. Up to the time I left for work -at 2:30 p.m. , he had not arrived. On Monday, April 6, 1987, Mr. A. Nettle of the Conservation Commission of, East Windsor, Connecticut arrived at noon. He surveyed the water situation and was most knowledgeable as to water flow, wetlands, tributaries, etc. , acknowledging that a problem exists. He in turn would get back to me after further checking. Until a determination has been made correcting this situation, I would appreciate an immediate solution to clear up the present water Hazard.
